UN Briber Vivi Wang Hides Her Sentencing Submission to SDNY For Impunity Like UNSG Guterres Corrupt

UN GATE NOW SDNY, June 25 – Three years after Dominican UN diplomat and UNCA donor Francis Lorenzo pled guilty to UN bribery, on 7 March 2019 Inner City Press which has been thrown out of the UN for asking SG Antonio Guterres about (his) corruption spotted Lorenzo directly in front of the UN on 46th Street. Politely it asked him, When will you be sentenced? Rather than answer, Lorenzo twice repeated, I'm just waiting for someone, then sped away, south to 45th Street, west toward Second Avenue and into a taxi. Periscope video here. 

  Now in late June 2019 Julia Vivi Wang who pled guilty in the Ng Lap Seng UN bribery scheme on April 4, 2018 is set to be sentenced. But her sentencing submission by the white shoe law firm of Goodwin Proctor is substantially redacted (Inner City Press is putting the letter online for free as an attachment on Patreon, here). All of pages 26 to 37 of the exhibits to the letter are redacted.  This cover up about UN bribery is totally unacceptable. We'll have more on this.

 The U.S. Attorney's Office has once again pushed back Lorenzo's sentencing, from June 14 into September. A cynic might say it is hoped the public will forget, as for example a pharmacist who pled guilty to stealing $7 million seems to be hoping, pushing his sentencing back (though still less than Lorenzo). The U.S. Attorney on May 21 asked to push back the sentencing of Heidi Hong Piao for six months. We'll have more on this - and on this: "       ORDER GRANTING NON-PARTIES FAIRFAX MEDIA LTD. No. 901) finding that the News Organizations have met their burden under Rule 6(e)(3)(E)(i) with respect to the requested records, and requiring the Government and the News Organizations to confer regarding a proposed order governing the disclosure of the requested records, and to jointly submit a proposed order regarding the same by April 8, 2019; IT IS HEREBY ORDERED that, without objection by the Government, and after considering the facts and circumstances of this matter, the Government shall, by no later than April 22, 2019, provide to the News Organizations the following documents to the extent obtained by the United States Attorney's Office for the Southern District of New York via grand jury subpoena in the investigation of this matter: 1. Copies of bank statements and wire transfer records from financial institutions evidencing the $200,000 wire payment allegedly made by Dr. Chau Chak Wing or his company to John W. Ashe as set forth in Paragraph 49 of the Complaint, which statements and records may be redacted to the extent they contain information not pertinent to this payment; and 2.   As to Lorenzo and his running away in March, the irony is, he has argued to SDNY Judge Broderick that his leg is in so much pain he had to have his ankle GPS bracelet, like the one imposed for principled protest rather than corruption on Patricia Okoumou, removed. But on March 7 Lorenza was speeding along, unlike the wheels of justice for him. Inner City Press has multiply been informed that this felon is still working with the Dominican Mission and entering the UN. On March 8, Inner City Press in writing asked UNSG Antonio Guterres, his Deputy SG Amina J. Mohammed who has been spotted with Lorenzo, Alison Smale and Spokesman Stephane Dujarric: "March 8-2: On UN corruption and bribery, yesterday evening Inner City Press saw in front of the UN and questioned Francis Lorenzo, who pleaded guilty to UN bribery. Please immediately state the last time convicted UN bribery felon Francis Lorenzo entered the UN (same for former El Salvador Ambassador Carlos Garcia, who it was shown facilitied Lorenzo's illegal acts, and for Patrick Ho), and state whether Lorenzo is affiliated in any way to the Dominican Republic mission to the UN." More than a day later, no answer at all, despite promises of answers by Smale and Dujarric. To this low has the UN fallen under Guterres. Macau billionaire Ng Lap Seng, convicted a year ago of bribing the UN, spent even more money on lawyers back on July 16, and on multiple doctors in the week before, to successfully win another day of freedom from US Judge Vernon S. Broderick. Post-hearing first video report here, from Inner City Press then and still now banned from the UN as it alone in the UN press corps pursues the Ng Lap Seng and now Patrick Ho / CEFC UN bribery cases. On Ng Lap Seng, who did belatedly turn himself in to begin serving his sentence, there is a development: he has unsurprisingly asked the Second Circuit Court of Appeals, which recently turned down Patrick Ho's bid to get out on bail, to void his conviction. The argument, which today's UN of Secretary General Antonio Guterres has shown it is in support of, is that U.S. law, the FCPF, was "misapplied"  to cover an intergovernmental organization like the UN. Guterres clearly believes that such US laws as those against police brutality, or protecting freedom of the press, don't apply in the UN: witness his Security roughing up Inner City Press on June 22 and more violently on July 3(video here), and his and ex-NYT Alison Smale's ban on Inner City Press for 44 days since, for a review in which Inner City Press has no right to be heard. Will "the UN is lawless" argument work for Ng Lap Seng? Guterres, who has yet to even order a UN audit of who else Patrick Ho bribed in the UN beyond the President of the General Assembly Sam Kutesa, certainly hopes so. Watch this site. Back on July 16 in a four hour proceeding witnessed to the end by Inner City Press and only one other media, Ng's lawyer Mr Tai H. Park and his Doctor Stephen Pan who is the son in law of one of his other lawyers Hugh Mo managed to parade a series of MRIs and other tests taken over the past weekend as evidence that Ng is anxious and needs more time. On July 9 Ng had an elective stent procedure, and was released after eight hours. Then he went to NYU Langone, and was diagnosed with an inner ear issue. But an MRI taken found some "silent" landings on his brain, and another discovered a spine condition that, it later emerged, had been found in 2012. There was a Doctor "Adubato" who, it was said, initially signed a letter that Ng would need two weeks then recanted it, seemingly without repercussions. No one else from the UN was there, to see this travesty of one of their bribers. What Ng actually did barely came up during the presentations by Janis M .Echenberg and Daniel C. Richenthal: their prosecution, as it turned out, spend at least $10,000 in taxpayer money for a Colombia cardiologist Doctor Schneller to come out with such clunkers as the only advice he gives his stent patients is to not go to "Third World countries." After four hours of hypochondria of a type never entertained from less affluent defendants, Broderick delivered yet another day of freedom to Ng. He was supposed to be in jail, at latest, on July 10. Then July 17. Now it's Wednesday July 17 at noon, in Allenwood, Pennsylvania. Who knows? Watch this site. Eight months after Ng's conviction, on March 30 the prosecution asked for a jail term of over six years and a $2 million fine. On May 11 Ng was sentenced to four years in jail, and ironically to pay the legal fees of the UN, which even under the prosecutors' press release he corrupted. At the UN, Carlos Garcia who facilitated Ng's bribes to Francis Lorenzo's family in the Dominican Republic was at the General Assembly stakeout at this month as exclusively reported by Inner City Press. Since then the UN ousted Inner City Press on June 22 from covering a speech by Secretary General Antonio Guterres, and on July 3 from covering a meeting on its $6.7 billion budgets, since when Guterres has banned Inner City Press. Fox News story here, GAP blogs I and II. Now on July 16, Ng is still no in jail: he is arguing that pains in his back and elsewhere mean he should get another delay. The New York Times, which unlike Fox News, the (UK) Independentand others has not yet reported a word on the UN's physical ouster and banning of the investigative Press despite earlier coverage, amazingly ran a long piece about Ng's case without once mentioning that is it UN bribery he is convicted of. We'll have more on this. Afteran oral argument on June 26 in the Second Circuit Court of Appeals, Ng's bid to remain even longer in his apartment on 47th Street was denied. “It is hereby ordered that appellant’s motion is DENIED, because he has failed to show that the district court clearly erred in its risk of flight determination,” the court’s order sys, and “It is further ordered that the appeal is expedited.” Ng's lawyer Paul Clement of Kirkland & Ellis claims that the UN is not the kind of "organization" Congress was talking about in the law prohibiting bribery connected to organizations that receive federal funds. So the UN can be bribed at will? The UN has no law against it, and current SG Guterres does not even order an audit of China Energy Fund Committee, the second UN bribery case which seems linked to the first - CEFC invited John Ashe to China as well. We'll have more on this.

And this: in the underlying Ng Lap Seng indictment there was a Co-Conspirator 3 who also bribed UN President of the General Assembly John Ashe. This CC-3 has now been identified as Chau Chak Wing by Australian MP Andrew Hastie, chairman of the Parliamentary Joint Committee on Intelligence and Security. Hastie recently met with USauthorities about espionage and foreign interference legislation, and said it was during those discussions he confirmed the "long-suspected identity of CC-3" as Dr Chau."The same man who co-conspired to bribe the United Nations president of the General Assembly, John Ashe," Hastie said in a speech in the Australian Parliament’s Federation Chamber. On May 22, Inner City Press asked UN Spokesman Stephane Dujarric, video here, UN transcript here: Inner City Press: I wanted to ask you, in… in what was called the John Ashe case, a businessman, Mr. Chau Chak Wing has been identified as Co-conspirator 3 in… that was in the indictment.  And it's caused quite a furore in Australia, but I guess my question is, given that the UN did, in that case, unlike the Patrick Ho case, conduct an audit, did the UN know the identity of Co-conspirator 3?  And what does it show you now, given… given Mr. Chau Chak Wang's other… Wing's other… other roles?  What does it mean for the UN that he, according to intelligence sources and now, as stated in the Australian Parliament, paid a $200,000 bribe to a then-sitting President of the General Assembly?

Spokesman:  I think we've commented on the case, and we have cooperated fully with the Federal host authorities here on the conclusion of the case.
Inner City Press:  But it doesn't… so this doesn't change the ca… the idea that this is a sitting… this is a person that's actually tied directly to the Chinese Communist Party?

On May 11 Ng was sentenced to four years in jail, and ironically to pay the legal fees of the UN, which even under the prosecutors' press release he corrupted? The UN, which evicted and still restricts Inner City Press for pursuing the extend of Ng's bribery in the UN, including his payments through South South News to the UN Correspondents Association, gave its UN Censorship Alliance scribes a statement that In a statement after the verdict, the UN said it “had cooperated extensively to facilitate the proper administration of justice in this case, by disclosing thousands of documents and waiving the immunity of officials to allow them to testify at trial." This statement, and the UNCA scribes, ignore that the UN is already embroiled in another bribery scandal, that of Patrick Ho and CEFC. Nothing has been reformed; Secretary General Antonio Guterress hasn't even ordered an audit. On May 14, Inner City Press asked Guterres' deputy spokesman Farhan Haq, video here, UN transcript here: Inner City Press: On Friday, Ng Lap Seng of South-South News and other fame was sentenced to 48 months in prison for what’s described as bribery of officials at the UN.  I did see that somehow part of the settlement was that the UN’s legal fees would be paid.  So, I had two questions.  Number one, how much are those legal fees?  Number two, in the second what’s described as a UN bribery case involving Patrick Ho and the China Energy Fund Committee (CEFC), has the UN as of yet rung up any… any legal fees?  And has there as yet been any audit ordered as was audit… ordered in the case of Ng Lap Seng and South-South News? And, if not, why not?

Spokesman:  Regarding the second question, that’s an ongoing case, and we’ll have more details as it proceeds.  Regarding the first, the United Nations had cooperated extensively to facilitate the proper administration of justice in the Ng Lap Seng case by disclosing thousands of documents and waiving the immunity of officials to allow them to testify at trial.  In this regard, the organisation notes the court’s award of $302,000 in restitution to be paid to the United Nations as a victim of these crimes.  Nizar?

Inner City Press: I have a follow-up question… One of the people that testified was… was the person that worked in DGACM [Department of General Assembly and Conference Management] and actually changed the GA resolution to put in the name of Sun Kiang Ip foundation as the builder of the… the… the centre in Macau.  Was anything ever done on that?  I think, if you follow the case, you know that that took place.  Yes, bribes were paid allegedly and now convictedly [sic] to… to John Ashe and Francis Lorenzo, but a… a UNGA [United Nations General Assembly] document, once it was passed, was amended by DGACM.  Who did that?  And… and… and are they being held accountable?

Spokesman:  The person who testified in this case has retired from the United Nations." As Inner City Press has previously exclusively reported, that is Ion Botnaru. So, no accountability? And the UN is taking $302,000 in "restitution" while it has paid nothing in restitution for killing 10,000 people with cholera in Haiti? We'll have more on this. The prosecutors said Ng "was sentenced today to 48 months in prison for his role in a scheme to bribe United Nations ambassadors to obtain support to build a conference center in Macau that would host, among other events, the annual United Nations Global South-South Development Expo.  NG was sentenced by U.S. District Judge Vernon S. Broderick. NG was convicted on July 27, 2017, after a five-week trial, of two counts of violating the Foreign Corrupt Practices Act, one count of paying bribes and gratuities, one count of money laundering, and two counts of conspiracy. Manhattan U.S. Attorney Geoffrey S. Berman said:  “Billionaire Ng Lap Seng corrupted the highest levels of the United Nations in pursuit of a multibillion-dollar real estate deal in Macau.  Ng exploited a center for international diplomacy as an instrument for his greedy intentions.  This Office is committed to policing official corruption wherever it may be found.” Acting Assistant Attorney General John P. Cronan said:  “Corruption at any level of government undermines the rule of law and cannot be tolerated.  But corruption is especially corrosive when it occurs at an international body like the United Nations.  By paying bribes to two U.N. ambassadors to advance his interest in obtaining formal support for the Macau conference center project, Ng Lap Seng tried to manipulate the functions of the United Nations.  The sentence handed down today demonstrates that those who engage in corruption will pay a heavy price and serves as a reminder that no one stands above the law.” Lorenzo - still at liberty and in front of the UN on 7 March 2019...

In South Sudan UN of Guterres Hosted Sanctioned Malek Reuben Riak For PK Day Photos Show

UNITED NATIONS GATE, May 30 -- In South Sudan, the UN's celebration of Peacekeepers Day included a Salva Kiir general who is on the UN's own sanctions list, Malek Reuben Riak.

  Telling of the rot of the UN under Antonio Guterres and his outgoing Global Censor Alison Smale, not only did the UN's Radio Miraya blithely ran this tweet, on May 29: "We salute the bravery and professionalism displayed by #UNMISS peacekeepers in #SouthSudan " - Dep Minister of Defence Lt Gen Malek Reuben Riak at #PKDay celebrations" - UNMISS' website apparently calls a war criminal a "bon vivant," like Guterres.

 On the morning of May 29 banned Inner City Press in writing asked Guterres, Smale, his spokesman Stephane Dujarric and deputy spokesman Farhan Haq: "May 29-1: On South Sudan, UNSC sanctions and war crimes, please explain UN Radio Miraya's tweet that "We salute the bravery and professionalism displayed by #UNMISS peacekeepers in #SouthSudan " - Dep Minister of Defence Lt Gen Malek Reuben Riak at #PKDay celebrations."   What was his role in the PK Day events? Why did Radio Miraya quote him? The question is in light of the UNSC sanctions listing: "SSi.007 Name: 1: MALEK 2: REUBEN 3: RIAK 4: RENGU... As SPLA Deputy Chief of Staff for Logistics, Riak was one of the senior officials of the Government of South Sudan who planned and oversaw an offensive in Unity state in 2015 that resulted in widespread destruction and large population displacement." 

  Twenty four hours later, no answers at all. But there are photographs, tweeted by Inner City Press here, of sanctioned Malek Reuben Riak with Moustapha Soumaré, Deputy Special Representative of Secretary-General Guterres of the United Nations Mission in South Sudan.

  Of course, typical of the cover up of war crimes by the UN under Guterres, the UNSC website (which he used public money to pay the husband of a top DPPA official to "fix") no longer leads from a Google search to the sanctions list, but only to the good new from page. Guterres is killing the UN, in South Sudan with war criminals as elsewhere.

The UN of Secretary General Antonio Guterres has still refused to answer Press questions about the murder of two South Sudan civilians by a UN peacekeeper from Rwanda, and a new case of UN sexual exploitation by an international staff member from Nigeria -- nationality undisclosed by Guterres' UN - in South Sudan. 

But while killing civilians and refusing Press questions about it, there's been a strike which has left the UN's vaunted Tomping camp uncleaned. The UN of Guterres refused to answer Inner City Press' simple questions about it. Now we explusively publish thissecond audio of Guterres' rep David Shearer,saying among other things that the UN can't / won't protect Riek Machar. So why is UNMISS taking $1 billion a year? Which isn't Guterres impeached? On April 11 we exclusively published this audio of Guterres' rep David Shearer, deriding IGAD as apathetic, praising now deposed Bashir, saying there is no pressure on Kiir. Shearer should be fired - and Guterres should be impeached. From the UN to the Press, no answers, just corruption and censorship. Now Inner City Press which asked has heard more on what is actually going on in UNMISS: "In late 2018 we exposed the corruption in recruitment in UNMISS perpetrated by the mafia led by David Shearer. We pointed out among others the corrupt recruitment of Francesca Mold and the former British Mi5 Guy Bennet and Ugandan self proclaimed spy Levi Ochieng  to posh positions in the UN for which they barely had the qualifications for. We have now been proven correct in our investigation as Guy Bennett has quietly been offered the position after a parody of recruitment under UN rules. Through one of the longest serving Chiefs of Staffs based in UNMISS since its inception and who because of his incompetence has never been able to move or be promoted. David Shearer knows that and used him and Egunsola is now assured of an extension of contract probably till his retirement as he has consistently delivered to the satisfaction of his boss. During the parody of recruitment, a total of 131 candidates sat for the written test. 31 passed to the competency based interview stage which for all intents and purposes could not be classified as a competency based interview given that the whole exercise was a farce. 15 out of 31 passed the oral interview. All but one of the internal candidates were rostered. There had to be a sacrificial lamb to show that the exercise was not to roster the internal or former internal candidates so some one had to be failed and that was none other than the nemesis of the Chief of Staff. Four candidates were recommended. 2 males and 2 females for a position that had been cancelled and re-advertised on the basis that they wanted to get female candidates. All the four recommended candidates miraculously rejected the offer and so Mr. Guy Bennett became the automatic beneficiary before the Nigerian who had hitherto been acting for almost two years before he was ejected in order to preposition Guy Bennett. So for a position that was supposed to be filled by a woman it was now filled by Mr. BENNETT leaving other women on roster and without asking other male candidates if they wanted. What an ending for an organization that prides itself of integrity and professionalism." Yes, Guterres is killing the UN - and this is his characteristic faux feminism. More: "Mr. Olayinka  Adeyemi who was accused of Sexual harassment has been advised to resign not to lose his benefits. In line of this, chief of staff of the mission who is idle and inactive in performing his job has declared to resign as of  May. The chief of staff  has been constantly gossiping and blaming SRSG Shearer that he was sidelined  due to... impermissible factors, the racism that has grown during Guterres' time so far as UNSG. In other development, UNDSS chief from New York has never taken any action for staff member who banned  staff not to contact New York unless approved by his office. This is totally  against the rule and the procedure of whistle  blower policy. This  proves  lack of managerial capacity and ignorant about the UN system. It is not worst nor best practice to send New York with out copy the chief if staff member feels uncomfortable about the situation. Whistle  blower policy of UN supports staff member to report any irregularities directly to official.  The statement sent by  Thomas Acheampong  which is agaisnt the rule was:  'Dear Colleagues, It has been noted that security officers continue to  communicate directly with DSS HQ on policies and other official issues in spite of the fact that you have been advised not to do so. Worst  of all, these correspondences are done without  copying the PSA  or security management in Juba.  This is against best practices and should  be stopped.  Once again please be reminded to direct all your concerns regarding security policies and other official issues to  security management in Juba. Where it is deemed that UNDSS HQ’s input is required,  management in Juba will do so.  Kind regards, Thomas Acheampong'." But Guterres' South Sudan rep David Shearer, in a briefing Guterres banned Inner City Press from for the 216th day, lied by omission. He was asked about the deaths of civilians, who was responsible - and said NOTHING about his peacekeepers killing two civilians. This is a new low for the UN, as was the briefing, with multiple softball questions by Agence France Presse -- "you're hogging the limelight," Shearer said -- after a first and last question given by Dujarric to his censorship partner James Bays of Al Jazeera. The only news was negative, or telling. Just like Guterres skipped the urgent UNSC meeting on Venezuela on January 26 to stay in his $15 million mansion, now Guterres will skip South Sudan on his next junket. But will he stop in Lisbon? Covered up by Dujarric and his partners: Guterres has been petitioned by the impacted community about the murder of Morris Kenyi Loburi and Legge Moses Kwatli, which he has so far covered up. Their story is heartbreaking - rather than flee to Uganda, they stayed and took work with the UN, and were killed in cold blood, after the UN also committed sexual abuse and exploitation in Wau and elsewhere. The staff member most recently accused of sexual exploitation is from Nigeria, the country of Guterres' Deputy Secretary General Amina J. Mohammed, where in another undisclosed trip she is doing political work for President Buhari right now. Their deputy spokesman Farhan Haq has refused to even acknowledge the written questions of Inner City Press, banned by Guterres and Mohammed for 205 days and counting, see below. On January 25 Inner City Press asked Guterres' deputy spokesman Farhan Haq questions including: "January 25-2: On South Sudan and the questions you have refused to answer, immediately confirm or deny that (1) the nationality of the "international" charged with sexual exploitation is Nigerian; separately (2) that the individual's name is Mr. Olayinka Adeyemi, (3) that he work(ed) for the  "Code of Conduct" Unit. Please respond to UNMISS sources saying the nationality was withheld, unlike in other cases, because he and the DSG are from Nigeria.  January 25-3: On the killing of two civilians by the UN in South Sudan, on which you have refused to answer Inner City Press' question despite Spox Dujarric on camera statement that questions would be answered, please immediately confirm that it took place at Durupi camp as they were doing UN contracted work on the fence, and state what accountability there has been, and the nationality - and separately name(s) - of the shooter(s).  January 25-4: On UN corruption and South Sudan, please immediate respond to what whistleblowers have told Inner City Press, that bringing everything in this country. Whiskey and Cigarette under SOFA agreement,” the Customs Service revealed. UNMISS General Ayii said has a sub-contractor called "Tri-Star" Company, an Indian company which has been dealing in these goods. However, he said the government would soon review the tax exemption policy regarding UN agencies in South Sudan. This comes after the institution found out that it has been losing billions of pounds to some goods imported by the UN agencies and humanitarian groups.  “I have been in Nimule as chief customs officer for 8 years, so I know any secret of any NGO in this country,” he said. He questioned the purpose for which these items are brought given the frequency of their importation into the country “How come the UNMISS brings 200 JET A1 in every month, or even Solar panels and fuel, 200 and 300 every month.”   UNMISS gave for some companies to bring items in the name of UN and nobody knows the whereabout of the items. There are stores giving the service in the UNMISS but did not go proper bidding . They are importing tax free items for the stuff but they are selling expensive more than the outside stores." No answers - Guterres and Dujarric are covering up sexual exploitation, and the killing of civilians.

In Corrupt UN of Guterres Inner City Press Shows Bribery With Sports Tickets and Citizenship in Cyprus

UNITED NATIONS, March 22 – After Cyprus President Nicos Anastasiades met with UN Secretary General Antonio Guterres on 22 March 2017 Inner City Press about one of its Cyprus exclusives (I II and III) asked UN spokesman Farhan Haq a question at that day's UN noon briefing (from which for its questions it has now been banned for 189 days). From the 22 March 2017 UN transcript: 

Inner City Press: On UNFICYP [United Nations Peacekeeping Force in Cyprus], I wanted to ask… it's been said from here that there… I guess UNFICYP or people here at Headquarters are looking at two issues:  one, the Chief Financial Officer becoming a Cypriot citizen, seemingly in violation of the status of for… status of mission agreement; and also the… the… the filmed stealing of watches by UNFICYP personnel.  Particularly, on the latter, where it seems like it's on video, what's actually been done since this video emerged?

Deputy Spokesman:  You've heard what we've had to say about both of those questions.  I don't have anything further to say at this point.  Once there's an update, we'll provide it.

Question:  Is there a timeline?

Deputy Spokesman:  Once we're done with the process, we'll let you know.  And if that's it...

  Haq never sent any update to Inner City Press - and in mid 2018 the Office of the Spokesperson Stephane Dujarric and Alison Smale for Antonio Guterres had Inner City Press roughed up and banned from the UN. But the information continues to come in, even if Dujarric refuses to answer written questions despite the promise of Smale to UNSR David Kaye. On 9 January 2019 Inner City Press asked Guterres, Smale, Haq and Dujarric in writing: "January 9-2: On Cyprus, please immediately state the status of the complaints and cases, which Inner City Press has previous asked about including before being roughed up and banned from the UN 189 days ago, against Chief Finance Officer of UNFICYP Husein Moussa who was reported to the OIOS for illegally obtaining the citizenship of the host country (Cyprus) in violation of the Status of Force Agreement and was reported for accepting a free VIP ticket to a champions league football match. On information and belief a  case with number 661/16 was opened by OIOS and it was redirected to the Under-Secretary-General for Field Support, Mr. Atul Khare, to follow up and investigate the allegations. What has happened?  Please respond to criticism that current UNFICYP’s SRSG Ms. Spehar knows but looks the other way.     OIOS knows and twice (Case No 661/16 & Case No 395/17) have initiated an investigation process but then somehow the cases came to a standstill. What is the status? What is the SG's comment and action?" 

Hours later, no answers at all. So we publish this, with more to follow: "Hello Mr. Lee,  I would like to reveal and share with you incidents that prove the hypocritical attitude of the UN when it comes to taking action against corruption and abuse in the UN system.  Back in December of 2016, the Chief Finance Officer of UNFICYP Mr. Husein Moussa was reported to the OIOS for illegally obtaining the citizenship of the host country (the Republic of Cyprus) in direct violation of the Status of Force Agreement (SOFA) between the UN and the Republic of Cyprus. In addition, Mr. Moussa was reported for accepting a free VIP ticket to a champions league football match. A case with number 661/16 was opened by OIOS and it was redirected to the Under-Secretary-General for Field Support, Mr. Atul Khare, to follow up and investigate the allegations.  More specifically, the allegations stated that: (see text in red)  Cypriot Citizenship  Mr. Moussa has illegally obtained Cypriot citizenship based on the years of assignment in the United Nations Peacekeeping Mission in Cyprus (UNFICYP).  Mr. Moussa has been working in UNFICYP since August of 2002. On October 2012, Mr. Moussa applied for naturalization to the Cyprus Republic based on the number of years he was stationed in Cyprus.     

For a non-Cypriot in order to be eligible to apply for Cyprus Citizenship, one of the methods is to reside in Cyprus for over seven years. Please note that this is the method Mr. Moussa used in order to apply for a Cyprus citizenship.     

In this connection, the SOFA stipulates that:     “ENTRY AND EXIT: IDENTIFICATION  7. Members of the Force shall be exempt from passport and visa regulations and immigration inspection and restrictions on entering or departing from Cyprus. They shall also be exempt from any regulations governing the residence of aliens in Cyprus, including registration, but shall not be considered as acquiring any right to permanent residence or domicile in Cyprus. For the purpose of such entry or departure members of the Force will be required to have only (a) an individual or collective movement order issued by the Commander or an appropriate authority of the Participating State; and (b) a personal identity card issued by the Commander under the authority of the Secretary-General, except in the case of first entry, when the personal military identity card issued by the appropriate authorities of the Participating State will be accepted in lieu of the said Force identity card.”     Mr. Moussa has used the time (seven years) he acquired as a member of the (peace-keeping) force in order to apply for the naturalization process. This is a clear violation of the force agreement signed by the President of Republic of Cyprus and the United Nations.     

Nevertheless, Mr. Moussa succeeded in acquiring the Cyprus citizenship on the 8th of December 2016 with the following Cypriot Identification number 1320612 and he has also acquired a Cypriot passport.     Accepting gifts     

In relation to the VIP ticket, the United Nations Ethics office webpage says “Honours, Favours, Gifts and Remuneration     Accepting an honour, decoration, favour, gift or remuneration in connection with official duties may give rise to a real or potential conflict of interest, as it may be seen to create an obligation.  As a rule, we cannot accept any honours, favours or gifts from any governmental sources. However, when the rejection of a gift would be seen as embarrassing to the Organization, we may accept it, but then hand the item or award over to the Secretary-General. Likewise, we cannot receive honours, gifts or benefits from non-governmental sources without prior approval.  Small gifts of a social or customary nature from non-governmental sources are normally acceptable but must be reported to the head of the Office or Department. Even after receiving approval, we should be mindful not to create an impression that a personal benefit could improperly influence our professional decisions.”  Inner City Press has photos - removed from Facebook after Moussa was informed about the allegations. The rules are clear about receiving gifts and what should a staff member of the organization do in a case like this. Mr. Moussa proudly advertised that he received a free gift, whose actual value is more than $120, for a Champion’s League game in Nicosia between a Cypriot team and a Danish team in August 2016. His United Nations ID number “ICV 1028” is depicted on the ticket with his name.  There are several questions to be asked in regards to this gift bearing in mind that that Mr. Moussa is the Finance Section Chief - handling a budget of over $50,000,000. Who gave him this gift and why? And the main question is why he did not report/return this gift to the UNFICYP Administration.  It is unclear what actions the organization took in order to discipline Mr. Moussa but it would appear that he was not found guilty of any violations of the code of conduct for UN employees.    
In a 17 Jan 2018 NYHQ press availability given by Mrs. Elizabeth Spehar, SRSG and Head of Mission of UNFICYP, Inner City Press asked Ms. Spehar about the status of the investigation in regards to the allegations against Mr. Moussa and she replied that it was still ongoing. To this day it is unknown if this initial investigation is still ongoing. Video here- Inner City Press has since been roughed up and banned from entering the UN by Guterres, himself linked to Gulbenkian Foundation's attempted sale of its oil company Partex Oil and Gas to China Energy Fund Committee, proved to have bribed in the UN.  

  Inner City Press follows up and will follow up, even as Guterres to try to cover up his own links to China Energy Fund Committee through Gulbenkian Foundation bans it from entering the UN. Inner City Press on 21 February 2017 asked about the delay and the case of the "Chief Financial Officer of UNFICYP [United Nations Peacekeeping Force in Cyprus who] has been recently granted citizenship of Cyprus.... is there any policy on host countries of peacekeeping missions giving citizenship to internationals that are based there?"

   UN Deputy Spokesman Farhan Haq replied, "I'm not aware of someone from UNFICYP taking Cypriot nationality, but I'll check on that."  Inner City Press asked again. From the UN's March 7 transcript: 

Inner City Press; on Cyprus, you’ve said that there are two things… you or Stéphane [Dujarric] had said there are two things being investigated by the UN system, one being the chief financial officer having become a citizen of Cyprus in contravention, some say, of the Status of Forces Agreement and also the stealing of watches, the films… apparent stealing of watches by UNFICYP (United Nations Peacekeeping Force in Cyprus) peacekeepers.  So I wanted to know, since it… apparently, the only way to get it is to ask again, what is the status of those two investigations, particularly the filming of peacekeepers taking watches out of a watch store?  Has anything actually occurred since then?

Deputy Spokesman:  No.  I mean, the mission’s investigating the veracity of the allegations, and it will take prompt and appropriate action if UNFICYP personnel have been found to have committed any wrongdoing.  But that is… that investigation is proceeding.  Regarding the other case, the competent UN offices are reviewing it to confirm its compatibility with applicable UN rules.

Inner City Press: another question on Cyprus.  I know that you'd said that the [Husein Moussa] thing is somehow being reviewed.  There's now a story and a video of UNFICYP [United Nations Peacekeeping Force in Cyprus] peacekeepers stealing a watch on the Turkish Cypriot side.  And they named the individuals and that the article says that there is a legal proceeding, which I assume has to be a UN… since they are UN peacekeepers.  Are you aware of this incident?

Spokesman:  Yeah, no, the Mission is very much aware of the report.  They've launched an investigation to look at the veracity of the allegations.  And, obviously, should this be found to be true, they will take prompt action against any personnel to have found [to have committed] wrongdoing.  We would expect UN personnel, whether it's Headquarters or in the field, to act with the highest level of standards and conduct.

Inner City Press. There seems to be a spate of allegations currently about the Mission.  Do you think the Mission is either worse run than other missions or… Why is this all happening now?

Spokesman:  No. We have no… I have no doubt about the excellent administration of the mission.  As to whether or not it's an orchestrated campaign or why it's happening now, that's really not for me to analyze.  

  Really. On Febuary 26, five days after UN lead spokesman Stephane Dujarric on February 24 ran out of the UN Press Briefing Room as Inner City Press asked about UN Peacekeeping (and the lack of UN due process for journalists) and declined written questions after that, we have this exclusive report.

  The CFO of UNFICYP is named Husein Moussa. Complaints about his have been lodged against him since at latest May 2016 in e-mails and attachments UN Under Secretary Generals Atul Khare, Jeffrey Feltman and Herve Ladsous, among others. Inner City Press is exclusively publishing the contents of a May 6, 2016 email leaked to it, here, and a series of attachments about Husein's Moussa's lack of academic verification, here, including in Annex 3 a 2014 "follow on the academic verification for Mr. Moussa... not yet cleared." 

  Beyond violating the Status of Forces Agreement between the UN and Cyprus by obtaining Cypriot citizenship, Moussa is charged in the May 2016 email with using UN vehicles after-hours and a variety of other irregularities: "Husein Moussa, the Chief Finance and Budget Officer, continuously and freely used the UN owned vehicle throughout his assignment to UNFICYP, i.e., since 2002." (So much for Ban Ki-moon's supposed mobility policy.) 

  Also that "Husein Moussa had mentioned to a friend of his that the information about his university degree he had provided in his PHP was not true... If the brushing of this case under the carpets continues, I will refer the details to the international media for another UN scandal they will publish with great pleasure."

  Now that this has happened, and the UN's two holdover spokesmen have refused to provide basic answers and even run out of the briefing room and ignore written questions, it has become an issue in the Cyprus talks, one of the few possibly fruitful UN diplomatic efforts in the past decade. Corruption and scapegoating makes today's UN even less able to be fit for purpose.

Inner City Press: on 21 February, I asked your deputy about this case that's reported in both Turkish Cypriot and Cypriot side of the Chief Financial Officer of UNFICYP (United Nations Peacekeeping Force in Cyprus) becoming a Cypriot citizen.  So I wanted to know, since I've heard nothing back, do you have an answer?   And, two, I've obtained or been… a memorandum that, in fact, these issues around Mr. Hussein Mousa were raised to Mr. [Atul] Khare and a variety of Under-Secretaries-General as far back as May 2016, including an educational problem.  And so I'm wondering, since this is now supposedly a problem in the talks, the Turkish Cypriot side has raised it, what is the answer on it?

Spokesman:  I don't know the individual involved, but I know that UNFICYP is aware of the case and the competent UN offices are reviewing it, also to confirm its compatibility with applicable UN rules.  Once the review is taken, then we'll take a look at the situation.

Inner City Press: I wanted to ask you on Cyprus a general question and then something very specific.  One is, where does it stand on the talks?  As of at least the last reporting, it may not restart because of the request by the Turkish Cypriots that the Cyprus President denounce this new law or get it repealed.  So, want just an update on that.  And the other one has to do with it's a very specific story in the press there that the Chief Financial Officer of UNFICYP [United Nations Peacekeeping Force in Cyprus] has been recently granted citizenship of Cyprus.  And so the Turkish Cypriot side finds that strange and says, I guess he's an international civil servant but what explains, is there any policy on… on host countries of peacekeeping missions giving citizenship to internationals that are based there?  Thanks.

Deputy Spokesman:  Well, I'd have to check about that.  I'm not aware of someone taking… from UNFICYP taking Cypriot nationality, but I'll check on that.  Regarding your initial question, our envoy, Espen Barth Eide, did meet with the parties late last week to continue discussions in terms of finding a way to bring them back together for talks.  We don't have any new date for talks between the leaders to announce at this point.

   Then no answers, UN spokesman Stephane Dujarric running out of the briefing room amid Inner City Press questions and refusing its written questions since, while first continuing the restrictions on Inner City Press' journalistic access at the UN imposed in early 2016 then having Inner City Press roughed up and banned. Today's UN is corrupt. 

After Ng Bribery Conviction, ICP Asks Of UN Rewarding Ng For SSN Coverage of Ban Trip

UNITED NATIONS, August 18 – Three weeks after the UN bribery verdict of six guilty counts against Ng Lap Seng was delivered by the jury on July 27, on August 16 Inner City Press asked UN Secretary General Antonio Guterres for his response to the verdict. He scoffed and walked off. Video here. On August 17 Inner City Press asked Guterres' deputy spokesman Farhan Haq about trial exhibits it has begun to receive, on Meena Sur and the Global Compact, for first examples. On August 18, Inner City Press asked Haq about another of the many exhibits, moving closer to home: UN transcript here: Inner City Press: as these exhibits from the Ng Lap Seng trial continue to come in, I wanted to ask you, I was surprised to see it, because it wasn't, at least the days that I went, presented in the trial. There are documents that show that the office, UN Office of South-South Cooperation, wrote a letter supporting the conference centre in Macau, specifically after South-South News covered a Ban Ki-moon trip.  I think they were the only media to cover it, and afterwards, they were congratulated by the Office of South-South Cooperation, and a letter was produced by Mr. Yiping Zhou supporting the conference center. From the document, it appears that the UN system as a whole, whether the Secretary-General knew or not, essentially rewarded positive coverage of this Ban Ki-moon trip with a letter for a conference centre that's now been totally discredited and was not built because it was based on bribery.  And I wanted to know, what is the UN's position on this?  What is… I know Mr. Yiping Zhou has left, but what was the connection between the South-South News travelling with and covering Ban Ki-moon's trip and this letter that was given to the, the Sun Kian Ip Foundation to build a conference centre in Macau?

Deputy Spokesman:  Well, I'm not aware of any connection.

Regarding concerns about South-South News, we've explained to you at the time what our concerns had been about South-South News and its activities.  They are no longer accredited, and the Office of South-South Cooperation, as you know, had undergone different reforms under its new leadership, and I believe they've been in touch with you about that.

Inner City Press: My question really at this point goes to the Secretariat, if you see what I'm saying, because the… the activity of South-South News that UNDP's [United Nations Development Programme] Office of South-South Cooperation was rewarding with this letter was coverage of the Secretary-General's trip.  So was this done with no knowledge by the Secretariat… by the Secretariat?

Deputy Spokesman:  We, we don't, we don't "reward" coverage of trips by Secretaries-General.  I mean, there are many trips.  Many, many outlets cover them.

Deputy Spokesman:  If they were all getting rewarded for them, that would be lots and lots of rewards to hand out. Have a good weekend, everyone.

  From August 17: Inner City Press: now that the Ng Lap Seng verdict has been rendered, Inner City Press has been obtaining the exhibits.  And I wanted to ask you, because, even going back and looking at the audit, several things were not solved.  Number one, there’s now specific emails involving current DGACM (Department of General Assembly and Conference Management) employee Meena Sur to Francis Lorenzo regarding the insertion of the name Sun Kiang Ip Group into a GA (General Assembly) document, that’s referenced in the audit.  Many people say Mr. [Ion] Botnaru retired.  That’s why nothing was ever done.  I guess what I want to know is, what’s been done?  Is there some explanation, again, of a current UN official having worked on the insertion of this company name into a GA document improperly?

Deputy Spokesman:  Regarding the general issue, without getting into the cases of specific individuals, the fact is the Department of Management has followed up on the various conclusions brought in by these reports and has made sure that all actions are properly undertaken.

Inner City Press: There’s another email, which is the Global Compact responded to Francis Lorenzo actually but about Sun Kiang Ip Group joining the Global Compact.  And it said, “We’ll get back to you after review of one or two weeks.”  So, I wanted to know, in terms of the Global Compact, given that Sun Kiang Ip Group is involved in casinos and other businesses, what review on the front end… I know it’s often said, once you join the Global Compact, the only thing that’s required is the filing of reports, not anything substantive.  But what review is done if, in fact, a casino business itself already involves controversy at the time can join?

Deputy Spokesman:  Well, I believe the Global Compact on its own website tells you exactly what its priorities are and what it asks of incoming members, so I would just refer you to that.

Inner City Press:  So how do they join?

Deputy Spokesman:  No, just look at the website. It shows you what it expects from incoming members.  Have a good afternoon, everyone.

  On October 7 Judge Vernon S. Broderick allowed Ng to remain under house arrest, at least pending sentencing. Ng's $4 million 47th Street apartment, across the street from what was the office of his South South News, was called "not large" despite its 3,100 square feet. On August 7, he was allowed to remain out of jail. In the hearing, which Inner City Press attended, it emerged that Ng has had a closed-door masseuse four to ten hours a day, who also cooked for Ng's guards for "Guidepost Solutions LLC," whose Brendan P. Finn acknowledged visitors are not body searched and conversations in Chinese are not understood. Inner City Press rushed north to the UN and at Secretary General Antonio Guterres' spokesman's noon briefing asked for a list of any UN affiliated person has visited or had contact with Ng since his indictment in October 2015. Video here. The spokesman, Stephane Duajrric, said no, apparently without checking. Ng has hired Paul D. Clement for his appeal. It's a nice life if you've got money. More to follow. Inner City Press began asking the UN about the people still at the UN who were shown to have worked for or taking money from Ng, or both. So far the UN has done nothing. For example, the trial exposed the role of Carlos Garcia, former Salvadoran Ambassador and since then a bridge for NGOs, in helping "free" Lorenzo's bribe money from Ng. On August 4, Inner City Press asked UN Spokesman Stephane Dujarric, UN transcripthere: Inner City Press: has to do with the Ng Lap Seng case, believe it or not.  In the case, among the evidence that… that came out leading to the guilty verdict was evidence of former Permanent Representative of El Salvador, Carlos Garcia, assisting Francis Lorenzo in getting ill-gotten gains released from the Dominican Republic.  I've asked you about him before because, since serving as a permanent representative, he seems to be a kind of bridge to NGOs [non-governmental organizations].  He had an NGO called Global Governance for the UNSDGs.  I still see him around 1B squiring people around.  So, my request to you is, given… and, again I don't know if OIOS [Office of Internal Oversight Services] tracked the case or not.  Given what was shown on the screen and put into evidence regarding his assistance in Mr. Francis Lorenzo getting bribe money released, does he have some, he has some kind of a pass.  Is there some kind of emeritus status for diplomats, or how it does it work?

Spokesman:  I'm not aware of any em… emeritus, yeah, emeritus status except for journalists, so I will look into it.  Thank you.

  We'll see - and we'll follow up. For further example, during the trial an email was shown that current UN official Meena Sur emailed back and forth helping on the brochure for Ng's fraudulent UN conference center.  But even today, in the Department of General Assembly and Conference Management organogram, Meena Sur is the chief of the "Documents Management Section." Documents for Ng Lap Seng. There is a history here: for the Dominican Republic mission, that is Francis Lorenzo, Meena Sur was also involved with a shadowy IGO "World Sports Alliance," heavily involved in mining but not sports. The World Sports Alliance is a multi-stakeholder partnership launched by XL Generation Foundation, Give Them a Hand Foundation, and the Informal Regional Network of the NGO Section/DESA that uses sports to create local economic development and achieve the Millennium Development Goals. Ambassador Francis Lorenzo of the Mission of the Dominican Republic to the UN facilitated the meeting. Ms. Meena Sur, Programme Officer of the NGO Section/DESA, Mr. Gordon Tapper,
President of Give them a Hand Foundation, as well as Mr. Alain Lemieux, President of
the WSA, attended the President’s speech at the college as Special Guests of thePermanent Mission of the Dominican Republic." More on this soon - who in the UN Office of Internal Oversight Services followed up on any of this? The UN is corrupt - and incompetent. The UN is corrupt. UN Deputy Spokesman Farhan Haq who has repeatedly dodged questions about the case from Inner City Press wasquoted by Reuters that the UN was "a victim of these crimes" and later that "We are exploring the possibility of requesting restitution as a victim to these crimes, including recovering expenses incurred to provide the requested cooperation." On July 31, Inner City Press asked Haq's also holdover boss Stephane Dujarric to explain how this could be, UN transcript here: Inner City Press: last week, as you know, Ng Lap Seng was found guilty in one day on six charges of bribery, foreign corrupt practices act, money-laundering.  And I just want… I really want to understand this.  I've been looking at the idea that the UN will be… is… considers itself a victim of the case and will be requesting restitution as a victim.  And I wanted to understand.  It was said by Farhan [Haq], and I didn't have a chance to ask him about… is this just OLA [Office of Legal Affairs] trying to… in the same way as Haiti cholera, cover itself by saying we're a victim, we bear no responsibility, or is it literally António Guterres' position that the UN should be paid for a process in which its own DGACM [Department of General Assembly and Conference Management] gave a document to the guy?  There are still people here that worked on the proposal… I want to understand…

Spokesman:  I think the overall point is that the UN was used for what it appears for criminal activity by the gentleman who was found guilty.

Inner City Press:  Right, but what about the office South-South Cooperation?  Is there any guilt on the side of the UN side? Mr. Yiping Zhu that left immediately upon the indictment, is… was he victimized?  Did he not understand what he was doing?

Spokesman:  Mr. Yiping Zhu is no longer a staff member of this organization.

Inner City Press:  Right, but doesn't an organization have some responsibility for what its people do?

Spokesman:  I will leave it at that. 

  We won't. Inner City Press asked UN Spokesman Haq on July 28 to explain how the UN is the victim, and how it dares say it should be get for corruption. Video 8 from Minute 8:40. Haq said, This is the position of our Legal Council. Now Inner City Press has asked above. Watch this site. The UN even refused to tell the prosecution whom it spoke to for its Task Force Report, which said it has no ethical standards. The UN will ask for money, while paying nothing to the 10,000 people it killed in Haiti? Reuters doesn't even raise that - it has a conflict of interest.  UN official Ion Butnaru put the name of Ng's company Sun Kian Ip Group into a General Assembly resolution long after it was voted on, took a free trip to Macau and an iPad there. Victim? Ng's company South South News bought full page ads in the ball program of the UN Correspondents Association, then went to their ball at Cipriani and got photos with then Secretary General Ban Ki-moon. (Reuters then as now had a seat on UNCA's board, something not disclosed in its coverage of Ng and the UN). A current UN official Meena Sur was shown in the trial to have held on Ng's brochure for his planned Macau conference Center. The UN remains UNreformed. Inner City Press, which has covered the scandal from the beginning and remains restricted by the UN for its coverage, rushed down to the courthouse and asked Ng Lap Seng, as he left by the side door to Worth Street, what he thinks of the UN and those there who took his money and favors, a list well beyond John Ashe and Francis Lorenzo. Periscope video here. He did not answer, understandable. He will be back in court on August 7 for arguments on if his house arrest can continue. Before Ng left, Inner City Press witnessed his lawyers leaving. They told the judge they will appeal. But now that Ng is guilty, will the UN act on those exposed as corrupt, and reverse its censorship?

 Ng Lap Seng's $3 billion UN convention center plan had been assisted by Meena Sur, still working for the UN Department of General Assembly and Conference Management. Inner City Press asked the UN spokesman Farhan Haq, who dodged by saying the UN was waiting for the verdict. But the UN is not on trial, because it has and cited immunity. 

Likewise, high UN official Navid Hanif attended Ng Lap Seng's murky event in Macau in August 2015, and remains at at the UN. Spokesman Haq refused to answer about him, while telling Inner City Press that lower UN staff member Frances Fuller “separated from service” in September 2016, just after Inner City Press asked about her. 

Francis Lorenzo, who took more money from Ng than the now deceased John Ashe, was given a UN.org email address by DGACM despite never being pictured among Ashe's Special Advisers, and never giving up his day job as the Dominican Republic's Deputy Permanent Representative. 

Even on July 26, DGACM's Executive Officer told Inner City Press that the UN still hands such UN credential to anyone whom a President of the General Assembly tells them too. So nothing has been reformed. 

The Department of Public Information under Cristina Gallach took Ng Lap Seng's money for its slavery memorial, and allowed fraudulentevents in the UN lobby. But UN lead spokesman Stephane Dujarric, who allowed the content of Ng's South South News to be included in UNTV archives under his watch, said this was just an issue of “judgment,” not malfeasance. 

The UN Correspondents Association, to whom Dujarric “lent” the UN Press Briefing Room then evicted and still restricts Inner City Press for seeking to cover the event to see if they discussed taking South South News' money and providing a venue for Ng's photo op with Ban Ki-moon, did not have a single member correspondent covering the month-long UN bribery case. Other dubious events were being hosted. 

And so, while awaiting the jury's verdict on Ng Lap Seng - which may be not guilty given how corrupt the UN and the star witness against him Francis Lorenzo have been shown to be - it is clear that the UN has not reformed and remains corruption and a censor, seven months into the reign of “new” Secretary General Antonio Guterres. It is the UN that should be prosecuted, or invited to leave. Watch this site.
