UN Moves To Charge $400 a Year For Insiders View of Meetings, Would Sisi Media Pay?

UNITED NATIONS, October 10– Senior UN officials claim they care about and want coverage of stand-offs like those in Western Sahara, Cameroon and Yemen, then block and hinder Press coverage while taking public money to pursue their largely European interests. A recent case, taken up on October 5 by the Free UN Coalition for Access, involves a journalist for RASD TV, a Western Sahara / Saharawi television station, see below. 

Now FUNCA has a more mundane story that is telling in its own way: the UN is moving to charge the media is hasn't evicted $400 a year not only for wired Internet but also to see some UN meetings in in-house EZTV. Call it pay-to-play, or pay-per-view. This was sent out on October 9 to media the UN has not evicted, several of whome forwarded it to Inner City Press: "You may recall that when we moved back after the CMP, there were discussions on the provision of the various services, including wired Internet. At the time, we at the Secretariat could not manage the invoicing and payment collection, and therefore covered the costs up to now. The issues have been resolved as a result of the implementation of the UMOJA administrative system at UNHQ. Starting in 2018, resident media organizations will be asked to cover the costs of the UN Guest wired Internet, at approximately $400/year (January to December). Attached you'll find the Service Agreement with the Department of Management for 2018." 

Since Inner City Press HAS been evicted by the UN without hearing or appeal for covering UN corruption, it does not yet know if the "Service Agreement" constrains the UN in any way from the type of surveillance the UN engages in with cameras over the press bullpen, and over the now-missing computers in the 1B basement where diplomats and whistleblowers could communicate anonymously with the Press. It is also not known if the $400 would be paid, for example, by the Egypt state media Akhbar al Yom to which UN DPI is trying to give Inner City Press' long time shared office, but whose correspondent Sanaa Youssef rarely comes in, except to block the press from covering Sisi's meetings at the UN by pretending to be "pooling." We'll have more on this. On October 6, Inner City Press for FUNCA asked UN Spokesman Stephane Dujarric, UN transcript here: Inner City Press: it’s a media access question, and it’s not about me.  It has to do with a journalist from Saharawi Media, RASD TV, who applied a month ago to be accredited to cover the UN, including this month when Western Sahara is on the Council’s agenda.  And he received a denial that said that you can only be accredited here if you’re with an organization formally registered as a media organization in a country recognized by the UN General Assembly.  So I know some people think of this as sort of the Taiwan rule.  But is it true, is it the case that this rule is also applied to Western Sahara which, although not a country yet, is party to a conflict on the Security Council's agenda... Spokesman:  I don’t… I’ll look into it. Inner City Press: the second part of the policy question is:  Given the propensity of some governments to… to dislike, decertify, and close down and media, including in Cameroon, why does the UN… I could understand them saying we need to… we, as the UN, say this is a media organization, but why does a media organization have to be approved by its own government, which is what the line quoted to this individual implies? Spokesman:  "I will look into the issue." Seven hours later, nothing. And still no Smale-mail, see below. The UN Security Council is set this month for its semi-annual consideration of Western Sahara and the MINURSO mission, with new UN envoy Horst Kohler. But despite the fact that the UN Department of Public Information accredits and gives office space to numerous Moroccan state media, it delayed for a month and then denied the application of the journalist for RASD TV, saying they didn't represent an "organization formally registered as a media organization in a country recognized by the United Nations General Assembly."  Western Sahara is on the agenda of the UN's Fourth (Decolonization) Committee. We'll have more on this scam by the UN and its DPI, which as before driven by its largely European concerns, and still restricts the independent, critical Press, trying to give its office to no-show, no-question state media like Akhbar al Yom. Meanwhile the UN is silent again as the Internet and social networks are cut off in parts of Cameroon, to prevent organizing and reporting. On September 29, Inner City Press asked UN Spokesman Stephane Dujarric about the UN's support for Cameroon's Paul Biya, and about the UN Security surveillance camera over the area the UN tells Inner City Press to work from after evicting it from its long-time UN office. Video here, transcript here and below. Dujarric dodged the Cameroon question, and refused to answer on surveillance, saying only the UN Department of Public Information could answer. But they won't - the new head of DPI Alison Smale has not responded to four detailed petitions about her Department's restrictions on Press, and is focused beyond Germany on aspirations in Catalonia, not Cameroon. This is today's UN. From its September 29 transcript: Inner City Press: There’s a UN security DSS [Department of Safety and Security] camera over the media bullpen here, and I wanted to know whether there are any safeguards, given what the UN says about freedom of the press, given what the Secretary-General said about the protection of whistleblowers.  What protections are there in place for how this footage is, in fact, used by the UN?  Spokesman: "This is a question you need to raise with our colleagues in MALU [Media Accreditation and Liaison Unit]." Before the just-concluded UN General Assembly Ministerial Week, Inner City Press wrote to UN Department of Public Information chief Alison Smale explaining how the eviction and restrictions imposed by her predecessor Cristina Gallach would result in censorship and a reduction in coverage during the Week. There was no response. From the very first day of the GA week, an event about migration no less, Inner City Press was arbitrarily banned. And on the Friday of the Week, Smale's DPI minderstold Inner City Press it could not, as other less active correspondents could, speak to participants in the UN's (politicized) meeting about the humanitarian situation, just as it was also restricted in its coverage of Cameroon and other issues. This was raised to Smale the next day, when UN officials and diplomats were working (although many of Smale's "resident correspondents" like Egypt's Akhbar al Yom, Pakistan's Daily Dawn and others didn't even come in). But again from Smale, no reforms, no response. Perhaps this was due to the elections in her former beat, Germany. But these issues are her responsibility; she is being paid for this. Here's our September 23 Smale-mail: "Dear Under Secretary General Smale: This follows up on the request / petition I sent you earlier this month, before the now-concluding UN General Assembly High Level Week. My unjustifiable lack of resident correspondent status, which I had asked be restored before the High Level Week, has resulted for example in me being barred from speaking with attendees outside yesterday's Yemen humanitarian meeting. Resident Correspondents, including those who rarely come in and never ask questions, like Akhbar al Yom, were given access to passes to the 1B level, without escorts. For me, whose resident correspondent accreditation was taken without a hearing or appeal for pursuing the UN bribery story by covering a meeting in the UN Press Briefing Room, two separate escorts or minders were required to access the Yemen meeting. While inside the meeting I was told I could stakeout / wait outside the meeting and speak to participants as they left, my DPI minders told me I could not speak with anyone, even diplomats who wanted to speak. I reiterate my formal request to be restored to my longtime shared office S303 (I am willing to help rarely present Akhbar al Yom to relocate to the bullpen or wherever else), and to have my resident correspondent accreditation restored, early this coming week. I can provide any further information, by email, phone or in person. (By contrast, the only event Egypt state media Akhbar al Yom “covered” was the SG - Sisi bilateral, as UNCA “pool;” when I asked DPI's MALU for basic information such as who attended or was observed at the bilat, none was provided.) For your information during this High Level Week I put questions to the foreign minister of Libya, the UN's Libya envoy, the UK minister for the Middle East Alistair Burt (on Yemen), the head of UNRWA, the head of UNHCR (on Burundi), SRSG Louise Arbour (on Libya) and, as you saw, the EC minister and Deputy Secretary General. More could be said, but this should be enough. To continue to restrict my movements in the UN more than other journalist, to keep me out of my long time office such that I can barely and sometimes not download and edit video of these Q&A, in favor of a no-show, no-question state media is UNjustifiable. It should be reversed today, or early next week. Today Saturday I am writing this while covering the Secretary General's bilateral meetings on the 27th floor, if you are in the UN and need any further information. If you don't mind, please confirm receipt of this email." Not even that. Now the UN Security Council won't even hold a single Yemen meeting in September, despite its members' professions of concern. When a Yemen meeting during the UN General Assembly week was held at 8 am on September 22, new UN Relief Chief Mark Lowcock introduced as speakers the foreign ministers of Sweden and the Netherlands, representatives of Japan and the UAE, and the UN's dubious envoy Ismael Ould Cheikh Ahmed. While billed as a humanitarian meeting, the UAE spoke without irony about outside interference. (Yemen's representative spoke in Arabic; Inner City Press streamed Periscope video). To get to the meeting, held in UN Conference Room 5, Inner City Press unlike other no-show reporters like Egypt's Akhbar al Yom was required to get a UN escort or minder, who told Inner City Press it could not ask questions or speak with anyone. This despite UN OCHA telling Inner City Press it could wait outside and speak to people as they left. So the UN's retaliatory eviction of Inner City Press for covering UN corruption now results in it, unlike the Saudi and pro-Saudi media in the meeting, being unable to speak to the participants. This is today's UN - it has been directly raised to the new head of DPI, Alison Smale, without response as she focuses on the election on her previous beat, Germany. Now this, from the UNSC: "The briefing and consultation on Yemen is postponed for next month and we'll have no meeting scheduled tomorrow afternoon." Pathetic. As it this: while Canada joins The Netherlands at the UN in Geneva in calling for an investigation of possible war crimes in Yemen including the Saudi-led coalition's killing of civilians, Canada has continued a $15 billion arms deal with Saudi Arabia. When Canadian Prime Minister Justin Trudeau held a press conference at the UN on September 21, Inner City Press went early, intending to ask him to explain this incongruity or seeming hypocrisy. Trudeau's spokesman announced that the questioners had been “pre-determined,” but did not explain how. So in a lull after what the spokesman called the last question - would Trudeau be a mediator on Venezuela - Inner City Press asked about Canadian arms sales to Saudi while calling for a probe. At first Trudeau said he was happy to answer the question. Then he said no, he would not reward “bad behavior,” and instead reached out for question in French about day care. (Inner City Press notes that pre-determining questioners is bad behavior. Apparently the CBC journalist who was given the first question agreed to it; the organization only the day before sent an Egyptian state media correspondent as the lone “pooler” in Secretary General Antonio Guterres' meeting with General Sisi.) Eearlier on September 21 when UK minister Alistair Burt came in front of the UN Security Council to speak about accountability for Daesh in Iraq, Inner City Press deferred to a timely question about the referendum in Kurdistan. Then during  lull - identical to that in which it put its question to Trudeau - Inner City Press asked Burt about his quote, about accountability for the bombing of civilians in Yemen by the Saudi-led Coalition with UK bombs, that "Our view is that it is for the Coalition itself, in the first instance, to conduct such investigations. They have the best insight into their own military procedures and will be able to conduct the most thorough and conclusive investigations.” Inner City Press asked how he can say this, given that the Saudis have investigated less than five percent of the killings. Video here. Burt's answer focused on the peace process - what peace process? At least Burt answered, and did not like Trudeau try to call merely asking the question in a lull "bad behavior" - we'll have more on this.

In UN Week to Come UNSpun, Mali Before Trip, Burundi in Geneva, Corruption Spreading

UNITED NATIONS, September 2 – This coming week, the UN Security Council was to have had no meetings as it traveled to the capital of this month's president, Addis Ababa. But late on Friday a meeting was added for Tuesday, September 5, about Mali. Noblesse oblige

Also on Tuesday, a two-day meeting about the New Urban Agenda, or the end of UN HABITAT as we know it, begins in the ECOSOC Chamber. (Inner City Press either can't cover it or can only do so with a UN minder, due to ongoing censorship for covering the UN bribery scandal of former President of the General Assembly John Ashe and Ng Lap Seng.) In related news, incomding President of the General Assembly Miroslav Lajcak is slated to be taken on Thursday for his introduction to (some) media to the private clubhouse the UN gives to its UN Censorship Alliance, UNCA. This group, formally the United Nations Correspondents Association, took funding from Ng Lap Seng's South South News and provided the venue for Ng's photos with Ban Ki-moon; it has yet to be addressed. Lajcak gave a good initial answer on l'affaire Ashe, when Inner City Press asked. We'll see. 

Monday is a holiday in the US, but in Geneva there will be a briefing by the Commission of inquiry on Burundi: Fatsah Ouguergouz, President of the UN Commission of inquiry on Burundi; Françoise Hampson, member of the Commission and Reine Alapini Gansou, member of the Commission. On September 1, the new president of the Security Council told Inner City Press that Burundi cannot be compared to, for example, the Central African Republic, because it has “strong state institutions.” Video here

On Tuesday Geneva will hear from Catherine Marchi-Uhel, Head of the International, Impartial and Independent Mechanism; on Wednesday from the Syria Panel, now sans Carla Ponte. In New York, the new Under Secretary General of OCHA has arrived; the new USG of the Department of Public Information has apparently not. Yet.

As Alison Smale Takes Over UN Communications, Double Standards for Big Media, Petition

UNITED NATIONS, August 11 – After seven months at the UN, Antonio Guterres this week named his chief of Global Communications, Alison Smale. Sometime in September - the UN wouldn't give Inner City Press a date when it asked at the end the August 10 noon briefing - she will take over a Department of Public Information that has been in decline in recent years. 
Just this month the use of photos by DPI staff, without any credit to the UN, was exposed by Inner City Press. Spokesman Stephane Dujarric twice insisted is was only “small” operations which do this. But Inner City Press has twice asked about a photo of Guterres' predecessor Ban Ki-moon, credited only to “Mark Garten/AFP." 

Blaming some (“small”) media while bending over backwards for others is a more pervasive problem at the DPI Smale will be taking over. The New York Times, to continue with that publication, profiled Inner City Press as the “first blogger” in the UN, here. The New Yorker followed suit. But once Inner City Press started to blog and about UN corruption, everything changed. 
As questioned even by the UN's own Special Rapporteurs on Freedom of Expression and on Human Rights Defenders, here, DPI evicted and still restricts investigative Inner City Press for seeking to cover and live-stream an event held in the UN Press Briefing Room, by a group which received funding from Ng Lap Seng, convicted last month of UN bribery. Inner City Press covered the trial, after having pre-eviction asked DPI and its partners about their links with Ng's "South South" empire. 

A 2000-signature petition to Guterres and his Deputy Amina J. Mohammed, urging reinstatement of Inner City Press to resident correspondent status and its office, which sits unused by the Egyptian state media DPI has tried to assign it to, has yet to be answered. On August 10, Inner City Press waited and managed to ask Deputy Mohammed a question, devoting it to Cameroon which it covers, and not this eminently reversible censorship issue. 
But it must be resolved: this week Inner City Press was unable to follow the Cameroon delegation to a part of the UN building which other correspondents can access, and was likewise unable to stakeout a meeting on Lebanon which others did. Inner City Press has urged Maher Nasser, the acting head of DPI from April 1 until whenever Smale arrives, to return Inner City Press to its office and access equal to less active resident correspondents; Nasser on August 8 said he would “review” but he has yet to “revert,” in UN-speak. 
Inner City Press has urged that the restoration be done now, before Smale arrives, to take this legacy censorship issue off her sure to be full plate, and to avoid a distasteful and censorious "try out" which is not required of other journalists asking questions at the UN everyday (and many who rarely even come in or report on the UN.) But the UN continues both with corruption, and censorship. Global Communications? We'll have more on this.

AP Sold UN's Photos Of Ivanka / Guterres Meeting, ICP Finds Reuters & AFP Calling UN Photos Theirs

UNITED NATIONS, August 2 – When Ivanka Trump met UN Secretary General Antonio Guterres on July 28, it was not listed in the UN Media Alert. But Guterres had UN Photo, a UN in-house unit of the UN Department of Public Information, come and document the ceremonial handshake. These photos soon turned up on Associated Press, for sale (like so much else at the UN, particularly at DPI whose director took now convicted Macau businessman Ng Lap Seng's funds even for the UN's slavery memorial, audit here.)  

Now while the UN has belatedly told Inner City Press that how its Ivanka Trump photos showed up on AP is "not normal" and is being looked into - the UN Spokesman on August 2 told Inner City Press is is all about AP - there's more. UN Photo material has been used by Reuters and Agence France Presse (AFP) with NO MENTION of the UN, see here(RIP) and here. Both have permanent seats on the executive committee of the UN Correspondents Association. We'll have more on this. 

The Ivanka Trump photos were listed as UN photographer's name "via AP" - but worse, in a previous case, [unmasker] Samantha Power photos showed up on AP with a the name of a photographer paid by the UN, without any mention of UN Photo, here. This is a trend. Inner City Press, for the Free UN Coalition for Access, emailed UN Spokesman Stephane Dujarric: "When UN Secretary General Antonio Guterres met on July 28 with Ivanka Trump, it was not in the UN Media Alert. However, photo(s) taken by UN Photo appear to have been provided to Associated Press, which put them up for sale. This is a request from the Free UN Coalition for Access for you as UN spokesperson (and former DPI official) to explain both why this meeting was not on the UN Media Alert, and the apparent disparate treatment of some UN media, giving the exclusive photos to AP. Did the UN or any of its staff or contractors charge money for this? On deadline. Please confirm receipt." Dujarric as is his custom neither answered nor confirmed receipt. So at the August 1 UN noon briefing, Inner City Press asked him again. From the UN transcript: Inner City Press: something that I had emailed you, but I will ask you now.  There was a meeting on Friday between the Secretary-General before he left and Ivanka Trump.  And it wasn't on the Media Alert, but apparently UN Photo was there, but then some people noticed that AP was selling the photos…

Spokesman:  I'm aware of the situation with the AP, which is not normal, and we are in touch with them.
Inner City Press: Can you, are you going to answer like how it happened?  Was money charged?

Spokesman:  I said it's not normal and we are in touch with them.  Obviously, no one is allowed to sell or distribute photos taken by UN photographers without giving proper credit, and no one is allowed to sell those photos.  As I said, we are in touch with them.

Inner City Press:  Why was it…?

Spokesman:  It was a private lunch.  We will go to our guest now.
   A wire service insider said audibly that AP's long time bureau chief was being accused, perhaps even attacked (the trope DPI's and Dujarric's partners in the UN Correspondents Association board like to use). But it is a simple and obvious questions, and one that we will pursue the answer to. Watch this site. The slow pace of UN Secretary General Antonio Guterres' reforms and appointments, particularly on Africa, are been brought into focus by his just began two week vacation, undisclosed under Inner City Press asked about it. The Special Adviser on Africa position has been vacant and "ad interim" for almost as long as the Department of Public Information, at four months. Inner City Press learned on July 31 that the Africa Adviser position was offered to the now-ongoing head of UN Women; her continuing in her UN Women post is the justification for non action. But what about the Africa positions in the Department of Political Affairs, UNDP and even on Genocide? What about DPI, where Maher Nasser as "ad interim" for four months has yet to take any action on Inner City Press April 1 request to him, and more recentlyconfirmed received by Guterres, to reverse 18 months of censorship? This is a trend: Inner City Press asked  Guterres why he hasn't released his budget speech, or reform plans on May 25, the day after Guterres' holdover spokesman Stephane Dujarric refused to provide the speech to Inner City Press when it asked. Guterres paused then said it should be public, seeming to believe that Dujarric had, in fact, released it. Video here. But he had not and has not. And now with Guterres gone on an UNdisclosed two week vacation, on July 31 Inner City Press sought to cover the UN Security Council End of Presidency reception it was invited to - but had to leave after 15 minutes, to meet the UN Department of Public Information's 7 pm censorship deadline imposed on it for 18 months and counting for asking, including then DPI chief Cristina Gallach, about UN corruption. As Inner City Press left, DPI's Hua Jiang gave  greeting. But it is her department which continues to restrict and censor Inner City Press. It is shameful. On July 19, Guterres spokesman Farhan Haq refused to even tell Inner City Press WHERE Guterres would meet about reform. On July 26, Guterres' postponed Town Hall was listed as "Closed" - thankfully, one of his Assistant Secretaries General publicly tweeted the link. (So, see Periscope video here). Questions were raised about racial discrimination in the UN, specifically the case against UNHABITAT's Joan Clos that Inner City Press has repeatedly asked about. Guterres seemed not to be familiar with it; he said he is protecting whistleblwoers but Mirando Brown and Emma Reilly, following Anders Kompass, would disagree, and there are no Press protections. The Pension Fund CEO is refusing to seat two staff representatives and Guterres says he has no power to change that. Inner City Press asked Guterres' spokesman Farhan Haq about these issues. Haq said that the OIOS investigation of Clos' comments is ongoing - this is not what Clos has implied, some time ago - and on the Pension Fund, he mentioned Ms. Boykin. But her job has been advertised. So does Guterres have the power to defend staff's rights or not? Guterres is "pausing" mobility, and proposing changes to the Departments of Management and Field Support. We'll have more on this. From the UN July 19 transcript: Inner City Press: this retreat that the Secretary-General is planning for 22 July, will you confirm that it's at Greentree?  And number two, are all Member States invited, or are groups invited?  And some Member States have said there was a meeting with something called the Group of Friends of the Future of the United Nations.  Is… did that meeting take place?  Because I looked at his schedule, and I never saw it.  Was such a meeting held?  And was it about reform?

Deputy Spokesman:  This meeting on 22 July is part of the effort to discuss the reforms of the United Nations.  It is, in fact, with all Member States, and it's not at a location that I disclosed, but it's in the New York area. 
  UNreal. Also that Guterres, who has only held one solo press conference at headquarters since his election, is said to hold none until September, vacation at some undisclosed dates in August. This lack of transparency is not allow of other leaders. We ad FUNCA will have more on this. Diplomats from a number of countries have complained to Inner City Press about it, for example that in the run-up to Guterres' "retreat" with member states on July 22 at the Greentree estate where many of the now-failed UN Cyprus talks took place, there is "no document, no document at all." Instead, there are letters making the rounds: one to Guterres' chief of staff, another offering Guterres support as a European and a shorter US letter. Yes, reform of the UN would require less buck-passing, like Guterres has done on the outrage of the UN's World Intellectual Property Organization helping North Korea with cyanide patents and using criminal defamation law against the press. The need for reform is also shown every day in the Ng Lap Seng / John Ashe prosecution which Inner City Press has been covering, here. But Guterres has yet to be transparent, or to end censorship by his Secretariat. We'll have more on this. 
   It was Dujarric who evicted Inner City Press, and has kept it restricted in its movements in the UN for the more than 200 days so far of Guterres' tenure. On May 25, Inner City Press asked Dujarric again, video here


On May 25, an NGO representative who corresponded"secretly" with Dujarric to get Inner City Press evicted and restricted was allowed onto the UN's second floor without the UN minders imposed on Inner City Press. This is UNtransparent. Why and how has UN censorship continued, without hearing or appeal?

At UN, Press Coverage of Biz Event Praising Goldman Sachs Hindered by DPI Censorship

UNITED NATIONS, May 11 – When the UN hosted an event and press conference about small businesses, they made it nearly impossible for Inner City Press which actually covers the topic, to access the speeches which praised, among others, Goldman Sachs and Facebook. (A surreal tango reception, however, was accessible as Inner City Press was invited and DPI wasn't around to exclude it: Periscope here.) The event was in the ECOSOC Chamber, which Inner City Press cannot access, unlike other correspondents who didn't bother to cover the issue, or even to come in to the UN. More than fourteen months ago, acting against Press coverage of Ban Ki-moon's links to UN corruption cases, the UN Department of Public Information had Inner City Press physically ousted from the UN.  Audio here. 
  Since then an UNrelenting campaign of harassment by UN Security and the requirement that Inner City Press unlike other media have minders to stake-out public events in the UN has continued. On May 11 to try to cover an almost empty press conference about small businesses, Inner City Press had to wait more than twenty minutes in the metal detector line, even as DPI shepherded other correspondents to the front of the line and through. This while acting DPI chief Maher Nasser publicly says Inner City Press has fine access, and Margaret Novicki said on UNTV that DPI and the UN are fully committed to free press. It is a scam, and censorship. The Egyptian state media to which DPI is trying to give Inner City Press' long time shared office, Akhbar al Yom, is almost never in the UN, never asks questions. This is censorship. Arriving late at the press conference, Inner City Press asked about lending to small business and the answer included fin-tech, and US SBA and even Community Reinvestment Act (Periscope here): no thanks to DPI, which restricts Inner City Press while giving full access to state media which asks no questions, rarely comes in. The UN is corrupt.
 On April 13, in order to cover an event on digital financial inclusion - a topic Inner City Press has long covered - a DPI escort was required, as was a roped-off "cage" in front of the ECOSOC Chamber. Inside, Deputy Secretary General Amina J. Mohammed spoke about Mpesa; others spoke of the blockchain. When DSG Mohammed left, seemingly with her front office Nelson Muffuh, they passed right by the cage, blocked off by UN minders. The event ended abruptly and without explanation. The UN was full of guard, the gap between what it says and does as wide as ever, if not wider.
  On April 10, Inner City Press was required to get a UN Department of Public Information minder to cover a meeting on "Ad Hoc Working Group on the Revitalization of the Work of the General Assembly Third thematic debate on the selection and appointment of the Secretary-General and other executive heads." Ambassadors then approached Inner City Press to say, among other things, they favored a single term for the Secretary General and other top officials, to preserve independence from pressure from the most powerful countries to get a second term. Then a UN Security supervisor, who last week banned a Latin American ambassador from speaking to Inner City Press, had his underlying guard come to demand to see Inner City Press' minder - this while he allowed another correspondent, reportedly vying for a UN job, to run down the hall after a diplomat. Meanwhile a DPI official stiffly walked by, follow by the UN Security official responsible for this. This is today's UN: corrupt. More to follow.
  On April 7, the annual Rwanda genocide commemoration by the UN which failed so badly in 1994 took place in the Trusteeship Council Chamber. To cover it as it has in previous years, Inner City Press was required to get a DPI minder to escort it; the minder stayed while diplomats approached Inner City Press to speak, including about the UN's current failures on Burundi and Cameroon as well as Yemen and Syria. Then the DPI minder said, You have to go, and escorted Inner City Press back outside the turnstile. When the event ended Secretary General Antonio Guterres, who had sat on the podium with the DPI Officer in Charge Maher Nasser who has had before him for a week Inner City Press' formal request for restoration, gave through the turnstiles to head to the elevator. He passed, seemingly oblivious, by the very location of censorship, chatting with a staffer whose promotion Inner City Press has covered (which Guterres' holdover spokesman Stephane Dujarric called "despicable"). This is today's UN.
  Back on April 3, the continuing restrictions by DPI meant that after entering through the UN metal detectors and having its backpack / office searched in detail, Inner City Press has to request a DPI "minder" to stakeout the day's meeting on UN Security Council reform. As other correspondents walked by without minders, Inner City Press was behind a red rope. When a Latin American country's Permanent Representative approached Inner City Press to ask questions - ironically, one was about DPI's censorship - a UN Security official came over to "break it up." This is censorship, and has been raised.
  On March 31, the day after a ghoulish farewell event for DPI's Cristina Gallach, Inner City Press was still restricted, and could not for example stake-out a UN Security Council session about "hybrid war" without being overseen by a UN minder. This is censorship.
  Back on March 23, because it is still unlike other UN correspondents required to enter through the metal detectors with tourists, Inner City Press was unable to cover the UN Security Council meeting beginning with UK Foreign Secretary Boris Johnson, whom it wished to ask about the cut off of internet to Anglophones in Cameroon for more than 60 days. Call it double censorship, with the UN's role as shameful. Gallach's Department of Public Information claims that the press it has evicted is facilitated through the metal detectors, around tourists whom DPI propogandizes. This DPI claim is false, as are so many. Mend it or end it.
 On March 6, Inner City Press had to curtail coverage of an event in the UN General Assembly lobby about Sexual Violence in Conflict, including the rapes in Minova in Eastern Congo about which alone asked UN Peaekeeping's Herve Ladsous until he stopped answering, because of Gallach's ongoing curfew: 7 pm. After that hour, unlike other correspondents in the UN, Inner City Press' pass no longer opens even the first turnstile (it still does not open the second floor turnstile at any hour).  So Inner City Press had to suspend broadcasting amid the speech by new Deputy Secretary General Amina J. Mohammed.
   Quickly before having to leave altogether, Inner City Press went to the Ghana National Day it was invited to and Periscoped the Permanent Representative's speech, here, including on Security Council reform which Inner City Press asked Deputy SG Mohammed about and a dance afterward, here. And then it had to go, under Gallach's censorship order. Ghoulishly, Inner City Press is informed that Gallach may even be re-applying to keep the post that has been advertised. That would be a travesty: Gallach's unilateral decisions must be reversed. Watch this site.
  On March 1, 2017, Inner City Press was unable to cover an event on the UN Conference Building's second floor to which it had been invited. It informed the sponsor that due to Gallach's evicting order and reduction in Inner City Press' accreditation, it can still not get through the turnstile to the second floor. So the sponsor moved to put Inner City Press on the list of public guests to enter through the General Assembly lobby but was told not, that is not possible for the Press. So, entirely Banned - while the Egyptian state media to which Gallach is trying to give Inner City Press' long time shared office, Akhbar al Yom, rarely comes in, and asks no questions at all.
   Meanwhile, despite the top job of DPI that Gallach has so badly mishandled being opened for applications, on March 1 some said Gallach is trying to stay on in the job. That would be a travesty, not only in light of her no due process eviction of and continuing restrictions on the Press, but also her failure to do any due diligence on Ng Lap Seng, under house arrest for UN bribery. Gallach is responsible for DPI's "Wonder Woman as UN Ambassador" fiasco, and paid public funds for a trainer to tell DPI-accredited NGOs that Detroit, Michigan is a "third rate city" in "flyover country." Staying on at the UN even now reflects what's wrong and budget cut-worthy in today's UN. Anything past March 31, in any capacity, would just make it worse. Watch this site.
   The continuing hindrance of Inner City Press' coverage ranges from formal General Assembly meetings to February 20 events on "revitalizing the General Assembly" to the SDGs and even the death of Ambassador Vitaly Churkin.
  Inner City Press arrived early at the UN to cover revitalization or reform, but could only get to the area in front of the meeting when accompanied by an escort, and a watchful minder throughout. Several diplomats commented on it; some saying they'd like to talk with the Press, but not like this. This is censorship, targeted censorship. Other correspondents who do not cover the UN as closely or critically wandered by without any minders required.
  After news broke of the death of Ambassador Churkin, Inner City Press returned for a 3 pm meeting at which, because of the death, a handful of other correspondents also staked out. But while the UN correctly allow them to roam, Inner City Press was limited to a penned in area, even as the SDGs were discussed. Given what DPI under Gallach claims, this is hypocrisy, too. And it must end.
  Egyptian state media Akhbar al Yom's rarely present correspondent Sanaa Youssef to whom Gallach is trying to give Inner City Press' shared UN office was once again not present, and has yet to ask a single questions. This is a scam. 
 On February 17 for the tenth anniversary of the adoption of the International Convention for the Protection of All Persons from Enforced Disappearance.
  Wanting to ask about disappearance from Kenya to Western Sahara, Inner City Press arrived early to get the still-required minder to accompany it to the area in front of the Trusteeship Council Chamber, where other journalists and it before the retaliatory eviction one year ago could go without any minder.  But there was a delay, and be the time Inner City Press was escorted, the sponsors and attendees had already gone in. A pen that several interlocutors called absurd was established.
  Inside, a Moroccan "inter-ministerial delegate" talked about armed conflict in "the southern part of our country" - that would be Western Sahara. France along with Argentina announced a pledge. But the delay and restrictions made it impossible to pursue these or other questions. This is a pattern.
  Back on January 24, there was an event ironically about "propaganda." Here was the definition given, in this tweeted photo.
 While the event went on, Inner City Press under Gallach's 11-month old eviction order was required to leave before 7 - its UN pass stops working in UN turnstiles at that time.
  On January 17, for an event involving Gallach herself as a speaker, despite having been invited -- not by the UN -- and having its RSVP confirmed, Inner City Press was stopped by UN Security and not allowed to enter. Video here.
     In any event, with the UN pass that Gallach has reduced, Inner City Press cannot get through any turnstiles to work after 7 pm. Gallach herself appears in the UN Office of Internal Oversight Services audit of the Ng Lap Seng / John Ashe (RIP) UN bribery case, at Paragraphs 37-40 and 20b, as having done no due diligence of Ng Lap Seng's buying of UN events and even its Slavery Memorial. Audit here.
   She and Ban Ki-moon, to punish and make more difficult coverage of their links to these cases, evicted Inner City Press and restrict it to this day, 11 months later. As to Ban, Inner City Press on January 17 appeared in a 19-minute interview about corruption and censorship on Seoul's TBS radio. On the lower profile, entirely unaccountable Gallach, we'll have more. 
This is a litmus test of press (UN) freedom.

Gallach's censorship order of February 2016 prevented Inner City Press in December 2016, for the first time in years, from covering the UN budget process, including on human rights and Burundi, another of Ban Ki-moon's failures.

For years Inner City Press has been virtually alone in covering the late night Fifth (Budget) Committee session in which billions of dollars are carved up. But in 2016 for the first time, following Gallach's retaliatory eviction order and ghoulish restriction regime of minders and the putting off of pass, Inner City Press could not cover the budget.

   By seizing Inner City Press' long time office -- and awarding it to an Egypt state media Akhbar al Yom whose correspondents Sanaa Youssef rare comes to the UN and never asks questions -- Gallach and Ban have made so that Inner City Press cannot enter the UN after 7 pm. But that, of course, is when the budget process happens.

   In December 2016, for example, Burundi cut the funds for human rights observers and the UN mission the Security Council mandated but has yet to deploy. Inner City Press covers these, but was Banned from covering the process by Gallach. This is a cover up.

    Meanwhile Gallach is showing her true colors with article such as that “amateurs” killed journalism. Really? Energetic online media that actually covers UN corruption is a threat to deadbeat stenography or non-existent journalism like that of Akhbar al Yom's correspondent?

Gallach is the wrong person to have control of the UN Department of Public Information. She also did no due diligence on Macau based businessman Ng Lap Seng in the John Ashe case, and is responsible for the UN's Wonder Woman fiasco. She must go.

At UN, DPI Drones On About Partnerships with Ad Agencies & Google, 600 Response Survey, Censors

UNITED NATIONS, April 24 – The UN which evicted Inner City Press 14 months ago after it sought to covering UN corruption in the UN Press Briefing Room on April 20 responded via the UN Department of Public Information's Officer in Charge Maher Nasser that it is fine to continue to confine it to minders, while giving much more access to pro-UN or state media like Akhbar al Yom and others which never ask questions, or challenge incompetence. Then on April 24 Nasser accompanied by other DPI officials including Darrin Farrant and Hua Jiang spend the afternoon bragging to a half-empty Conference Room 2 about DPI's “News” Center and partnerships with Google and advertising agencies. His predecessor and seeming mentor Cristina “The Censor” Gallach went mostly unmentioned - Iran did shout her out, as did Argentina for whatever reason - and what was called the “informal” portion involved Nasser droning on about a survey that got a grand total of 600 responses. A petition to reverse Gallach's no due process eviction, with more than 2000 signatures, has been ignored Nasser, Jiang et al. We'll have more on this. Whoever Team Antonio Guterres hands DPI to must answer; DPI should be held accountable, for censorship, waste and unresponsiveness.   Thismendacious answer also continued, by default, at an event in the UN Bookstore on April 21, video here. 
 Maher Nasser, for the second time the "Officer in Charge" of the UN Department of Public Information, was the moderator but did not even purport to answer Inner City Press' question about his prejudice against critical media. Nasser responded three weeks after Inner City Press' formal request by saying "U have same access as 3000 other journalists." This while his DPI has given the Resident Correspondent accreditation Inner City Press had for 10 years to entities which just arrived at the UN, or those like a Moroccan correspondent who in fact work FOR the UN. It is disgusting censorship. To become the new head of DPI under Antonio Guterres, candidates Inner City Press has reported on include Michele Montas, the Ban Ki-moon spokesperson who participated in meetings about excluding Inner City Press from Google News and threatening it along with Fox News and the Wall Street Journal, and a correspondents for a Saudi media openly lobbying Guterres officials. Both are, it's said, Americans. Will the US Mission, so recently bragging about transparency in the NGO Committee, allow a censor to head DPI? Allow the lawless, no due process regime of censorship of anti-corruption reporting to continue? Watch this site. The UN, demonstrating hypocrisy on both press freedom and transparency, evicted Inner City Press as it covered UN corruption in the Ng Lap Seng bribery case and restricts it even now, after the evicting official is gone from the UN's unaccountable Department of Public Information. A formal request for reversal, below, was filed 13 days ago. So far only a Kafka-esque one line response, followed by an accusation by the UN's lead spokesman Stephane Dujarric that Inner City Press' criticism of the UN and some of its officials is "harassment." Video here. When Dujarric was in charge of media accreditation at the UN, he summoned Inner City Press about a mere tweet, here. This, then, is censorship. And those who took over accreditation after Dujarric, in what's being revealed as the DPI of UN bribery indicted Ng Lap Seng can't even explain the basis of minders and metal detectors for Inner City Press while, for example, Egyptian state media Akhbar al Yom was nowhere to be seen, hasn't asked a single question in ten months. The UN is Corrupt - we'll have more on this.
   Having no response other than a forward to yet more UN DPI officials, Inner City Press asked and was told, Didn't [a particular] DPI official talk to you? Well, no. 
So Inner City Press put it in writing again: "Eleven days ago I wrote with several requests to the Department of Public Information, including regarding the ongoing restrictions in reporting that I face due to a no due process eviction ordered by the former USG of DPI. Other than a notification that my request was being forwarded to still others in DPI, Inner City Press has received no response, except today to be told that one of the addresses was supposed to, or supposedly, told Inner City Press 'there is no change at this time.' This is totally unacceptable. Only in the past few days, I was prevented from staking out the Rwanda genocide memorial as I have in previous years (the DPI escort or minder told me, very quickly, that I had to leave); as I have told DPI, I would have gone to cover the USG of DPA's counter-terrorism briefing today but for the requirement of a minder....This is a reiterated request for reversal or a written explanation of what the UN has done and is doing with regard to Inner City Press." The UN's response? A single line: "upon review of the situation there is no change in the current status." This was copied to UN DPI officials Maher Nasser, Hua Jiang, Hak-Fan Lau, Gallach-aide Darrin Farrant - and then others, on which we'll have more. 
This is the UN's "due process" after a more than one year, ongoing restriction for covering UN corruption? Inner City Press has written back, on which we'll have more: "This response, like the eviction imposed in 2016, does not meet the most basic threshold of due process. What was reviewed? Where are the requested files?  For the record: Inner City Press said in advance it would cover the meeting in the UN Press Briefing Room on January 29, 2016 specifically in order to see how South South News, described in U.S. District Court as Ng Lap Seng's bribery vehicle, was discussed.  For seeking to cover UN corruption, Inner City Press was by then DPI USG Gallach evicted without a hearing, no appeal, remains restricted. Today I asked the Spokesman about the guilty plea in the Ng Lap Seng / John Ashe case, which states that South South News violated U.S. law. Now the Spokesman says South South News is no longer in the UN. But Inner City Press, which covered and uncovered the corruption, remains restricted with no explanation... This is unacceptable: Inner City Press' coverage of the UN is being hindered, triggered by its coverage of corruption. The UN is not complying with basic due process, as noted by the Special Rapporteurs and others. As you know, there are more than 2500 signatories to a petition to the UN to this effect. Please state:  what was reviewed?" Etc - this too went to others, we'll have more on this. 
After the UN's head of Communications Cristina Gallach was given a strange farewell toast on March 30, the UN told Inner City Press that the "position will be filled by an Officer-in-Charge... while the process to find a new Under-Secretary-General for Public Information continues."
 On April 3, Inner City Press wrote to this Officer in Charge, who copied the request to several others to be named: 
"Four hundred and five days ago, without any hearing or opportunity to be heard, I was ordered out of the United Nations for having sought to covering a meeting in the UN Press Briefing Room that was nowhere listed as closed to some journalists and not others. Inner City Press, still without any hearing and no appeal since, was then evicted from its shared office S-303 which has sat largely unused since. I have been forced, for more than a year, to only enter through the metal detectors at the Visitors Entrance, and my pass has not worked on the second floor turnstile, precluding me from covering events on the second floor as other correspondents could. There are other restrictions and double standards, hindering reporting, of which DPI has been made aware.
 Yesterday was the last day atop DPI for the official who without speaking to me once signed the February 19, 2016 letter, and for the April 2016 eviction. The Deputy Spokesperson told me yesterday, in a noon briefing where I asked six questions (earlier the week there was a noon briefing where from the entire rest of the accredited press corps there were only three questioners), I was told that you are the Officer in Charge of DPI. In that capacity, this is a formal request that Inner City Press be restored to the office it was ousted from without due process... and that I be restored to Resident Correspondent accreditation immediately... I also incorporate this link to the Special Rapporteurs for Freedom of Expression and Human Rights Defenders letterand, again, this petition."
 Days later, no ruling, attempted jokes while Inner City Press worked to write up the Syria UN Security Council meeting from a bench in the UN lobby. We'll have more on this.
On March 28, forwarded not sent to Inner City Press, this: "UNCA will host a farewell reception in honor of Under-Secretary-General of DPI, Cristina Gallach, on Thursday, March 30th at 5:30 pm in the UNCA room (3rd floor, UN Secretariat Building, room 310). Food and wine will be served. Please join us for a farewell toast!" Toasting what? Allowing into the UN with no due diligence the Macau-based businessman Ng Lap Seng, as detailed in the UN's own audit at Paragraphs 37-40 and 20b? Evicting the Press without any hearing or appeal? The decline in media access? On March 29, Inner City Press asked among other things, "yesterday your Office replied, regarding the USG of DPI, 'We will announce arrivals and departures as they occur.' Now that your partner has arranged a farewell for this USG for March 30, what is the rationale for your Office refusing to confirm her departure and the status of recruiting a replacement?" The UN spokesman replied, "Regarding Under-Secretary-General Cristina Gallach, her position will be filled by an Officer-in-Charge upon her departure while the process to find a new Under-Secretary-General for Public Information continues." We'll have more on this.
  In early 2016, covering the UN corruption scandals which have resulted in two sets of indictments for bribery involving the UN, Inner City Press was ordered to leave the UN Press Briefing Room by then Secretary General Ban Ki-moon's spokesman Stephane Dujarric.
  Other correspondents were allowed to stay in the briefing room, which Dujarric had "lent" them. But he insisted that Inner City Press leave. Video here.
  Inner City Press asked to see any paperwork that the event was closed; none was provided. Inner City Press stated that if a single UN Security official asked it to leave, it would. Finally one guard came and said Dujarric wanted it to leave. 
  Inner City Press immediately left, uploaded the already live-streamed Periscope video, and continued digging into the corruption that's resulted in the indictment for bribery and money laundering of Ban Ki-moon's brother Ban Ki Sang and nephew Dennis Bahn.
  But three weeks afterward, without a single conversation or opportunity to be heard, Ban's Under Secretary General for Public Information Cristina Gallach ordered Inner City Press to leave the UN, after ten years, on two hours notice. Order here.
   This was enforced, as Inner City Press worked on its laptop at the UN Security Council stakeout, by eight UN Security officers led by Deputy Chief McNulty, who tore Inner City Press accreditation badge off its chest and said, "Now you are a trespasser." Audio here.
  Inner City Press was marched down the escalator and around the UN traffic circle, without even its coat which was up in its longtime office. It was pushed out of the gate and its laptop, in a bag, was thrown on the sidewalk and damaged.
  The next work day when Inner City Press arranged for a fellow journalist to sign it in as a guest so it could cover the Security Council, UN Security official Matthew Sullivan said it was Banned from UN premises worldwide. Audio here.
   After three days covering the UN from the park in front in the sleet, and articles like this one, Inner City Press re-entered with a "non-resident correspondents" pass - to which it is still, more than eleven months later, confined.
  The then-US Mission under Samantha Power and Isobel Coleman, even petitioned by the DC-based Government Accountability Project, did nothing. Indirectly, a offer was made of an upgraded pass if Inner City Press would agree to a gag order, to which it would not and will not agree.
  There has been no UN opportunity for appeal or reinstatement. After having five boxes of Inner City Press' investigative files thrown on the sidewalk in April, Gallach is giving its office to an Egyptian state media Akhbar al Yom which rarely comes in, a correspondent Sanaa Youssef who had yet to ask a single question. 
Her only claim is that she was once, decades ago, a president of the United Nations Correspondents Association, the group to which Duajrric "lent" the UN Press Briefing Room, without notice or written record, on January 29, 2016. 
 Even as the scope of Ban Ki-moon's corruption is being exposed upon his return to South Korea, here, his successor Antonio Guterres has yet to reverse this year of censorship and no due process. On January 6 Dujarric and Gallach led him on a tour of... the UN Correspondents Association, which now wants him again in their clubhouse. (More on this to follow.)
 On January 27 as Inner City Press moved to cover Guterres at the UN's Holocaust event, it was targeted by UN Security and told it could not proceed without a minder, who did not appear for over 15 minutes.
