UNSG Antonio Guterres In New Video Urging Retaliation Against Inner City Press

UNITED NATIONS GATE, August 1 -- The UN of Antonio Guterres hit a new low on 26 July 2019. After roughing up and banning Inner City Press, now 394 days, and refusing to answer its written questions on Guterres' waste of public funds, concealment of his financial links with convicted UN briber CEFC China Energy and failure in Cameroon and elsewhere,below, the UN noon briefing on July 26 had not a single in-person question.   Now another video has emerged, which is a satire of Guterres and his team, their waste of money and their routine retaliation. Satire video here. In it, Guterres demands of his cowering yes-men (the women are ordered out of the room to commiserate about the sexual harassement that has flourished under Guterres' hypocritical reign from Colin Stewart to Fabrizio Hochschild.

   Guterres demands to know what UN Security's Ronald E. Dobbins, who had had push Inner City Press out of the UN on 22 June 2019 and oversee its more violent removal on 3 July 2018, here, didn't finish the job with cement.

  Guterres derides having to stay in New York, where he says his bacchanals are exposed by Inner City Press' live-stream Periscope broadcasts like in front of "his" $15 million mansion, or the UN Correspondents Association's Cipriani fundraiser, or most recently the July 30 Morocco National Day,here.

  Mention is made of Guterres' wife Catarina Marques de Almeida Vaz Pinto still not moving to New York after two and a half years - she too is linked to the Gulbenkian Foundation which tried to sell its oil coming to CEFCChina Energy - and to UNDP Achim Steiner's travel spending abuse being exposed by Inner City Press (misspelled Innercitypress) using documents leaked to it by whistleblowers by placement beneath bench in the the 45th Street bus stop from which Inner City Press worked for months after Guterres' rough up and ban.

  Guterres, it is predicted, will not only try to retaliate against producer(s?) and viewers of the video, but may if unsuccessful in this as in so much deride it as "hate speech," the last refuge in this case of a scoundrel.

  The video muses that Guterres may end up, orCatarina Vaz Pinto in Lisbon may have concluded he'll end up, "like Michael Avenatti or Jeffrey Epstein," prosecuted in the U.S. District Court for the Southern District of New York which Inner City Press has been covering daily this year in exile from the UN apparently as long as dictator Guterres remains in his bunker in the UN.

 On July 31 Inner City Press ran an exclusiveabout Jeffrey Epstein monopolizing all day one of the two legal meeting rooms for detainees in the Special Housing Unit of the Metropolitan Correctional Center jail. Perhaps it's a job for Guterres, or Big Tony as he has become known.

Back on August 17, Guterres' Global Communicator Alison Smale issued a letter banning Inner City Press from the UN - for life. With no due process. She and Guterres have put the UN in the US Press Freedom Tracker, here. Smale said, again, that the UN would answer Press questions to the Spokesman Stephane Dujarric and his Office; Dujarric said the same on camera. On July 26 more than three hours before the UN noon briefing by Deputy Farhan Haq just before which on thethird day he belatedly answered written questions about UN child rape in DRC, here -- Dujarric was away on vacation for the whole month of July -- Inner City Press submitted 1073 questions, including why it continues to be lawlessly banned from entering to ask questions in person: "There are more than 700+ questions UNanswered. While appreciating and using what was belatedly sent onMarch 28 in partial [canned] response to Inner City Press' questions about the UN bribery sentence of Patrick Ho of CEFC and CEFC's 2018 attempt to buy the oil company of Gulbenkian Foundation which paid the SG.... no answers at all during those four days of the US v Ho trial showing corruption in the UN says it all. This ban is just censorship - and Inner City Press must be allowed back into the noon briefing to ask its questions in person and follow up on them.  
July 25-4: On Cameroon, after the SG took Biya's golden statue and UN Budget Committee favors, what are the comments and actions if any from him and separately DSG Amina J. Mohammed on the protests on July 22 by those Ambazonians illegally detained in Kondengui Central Prison? And the protests since then, amid the SG's typical silence, in the prisons in Buea?  
July 25-5: Now that the US Court of Appeals for the Second Circuit has ruled against public officials blocking critics on Twitter even if the official claims their account is private, what is the justification for UNSG Spokesperson Stephane Dujarric, with the UN flag in his profile photo and Guterres promoting content, blocking Inner City Press? What is SG Guterres' response / reaction to UN DSS and Guterres' actions on Inner City Press being listed in the U.S. Press Freedom Tracker. In the UN, what has the accountability been for Lt Ronald E. Dobbins and those those refused on camera to give their names? What is each of yours - particularly the SG's - response to the letter written and sent by Burundi activist Manisha Lievin? To the April 15 letter to the SG, DSG and USG Smale for which receipt has not even been acknowledged, other than a single lawless line from MALU: "Your media accreditation request, with reference no: M66561081, has been declined"? This is a formal request for the UN's explanation of grounds for this denied, and since SGcentral, the SG's chief of staff and Deputy SG and USG Smale haven't even confirmed receipt of the April 15 letter much less responded, for reconsideration. AGAIN, immediately explain how it is legitimate to ban from entering into the UN the media that has been asking about these and other questions, with no hearing or appeal. 
June 11-1: Again, how many offices / desk does the Secretariat give to Chinese state media inside the UN?  
May 15-3: On the Public Financial Disclosures for 2017 belatedly published over the weekend of April 27-28, please state why Mohammed Ibn Chambas, like the Executive Secretary of the UN Biodiversity Convention, Cristiana Paşca-Palmer, UNICEF's Henriette Fore, with documented links to ExxonMobil and others, USG Mark Lowcock (undisclosed while the Secretariat's speaker at the UNSC Arria on Cameroon), UNCTAD's Mukhisa Kituyi, UN Women's Phumzile Mlambo-Ngcuka, UNOG chief Michael Moller, UNDP chief Achim Steiner,  Heidi Mendoza, Adama Dieng, UN Security chief Peter Drennan, Rosemary DiCarlo and Nicholas Haysum, is not even on the list. OIOS chief Inga-Britt Ahlenius reported - why not Mendoza? Where IS Mendoza? Isn't it a bad practice for the UN's head (anti) genocide definition official to conceal from the public even cursory financial disclosure? Did DiCarlo decline to make any public disclosure despite being the UN's top political officer? Why has Guterres changed the previous system in a which a "choosing not to disclose" statement was upload and listed, to one which helps conceal who reports and who does not?  Again, state why considering the UN bribery conviction of Patrick Ho of CEFC, and CEFC's attempt to purchase the oil company of Gulbenkian Foundation which paid Mr. Guterres in 2016 was omitted from his online public financial disclosure covering 2016, and why Guterres has not even started an audit of CEFC in the UN.

UN Guterres Did Not Disclose His Position In Gulbenkian Which Made Sale to China Energy Fund Committee UN Bribery

UNITED NATIONS, December 21 – At the UN under Secretary General Antonio Guterres there has been entirely unaddressed bribery, including offers of weapons for oil by UN non governmental organization China Energy Fund Committee of Ye Jianming which Guterres refuses to even audit - while roughing up and banning the Press which asks him about it. On December 21 after Guterres and his spokesman had not answered a single one of Inner City Press' 35 written questions during the week and Guterres prepared  to take off on another 11 day trip to Lisbon, still-banned Inner City Press reported and shows that Guterres has essentially killed off the UN's already weak public financial disclosure system. Guterres' own most recent online disclosure is from 2016, here, and it omits for example his listed role through 2018 in the Calouste Gulbenkian Foundation. 

Now this, which we report exclusively - the China Energy Fund Committee, implicated in the UN bribery conviction of Patrick Ho, has been linked to Guterres' Gulbenkian, see photos here and for first example here: "Partex Oil and Gas (Holdings) Corporation will be sold to the CEFC China Energy group, confirmed António Costa Silva, the chairman of the oil company of the Calouste Gulbenkian Foundation, speaking to Portuguese daily newspaper Público.

Costa Silva said the “complex negotiation is underway” and added “I think there is a great possibility of it coming to fruition,” and the newspaper reported said that this deal could be worth 500 million euros.

“It is a large Chinese conglomerate that started in refining, terminals, logistics, recently started exploration and production in the Middle East, Russia, and chose Partex as a kind of platform for investments in the first segment,” said the chairman of Partex." So this is a direct conflict of interest by Guterres: he has been on the board of Gulbenkian, which made a sale to CEFC which Guterres now refuses to audit. (Inner City Press asked in January 2018, here, before Guterres had it roughed up and banned; it asked again after the verdict on 5 December 2018, here). Guterres' wife, too, is linked to Gulbenkian, here. This is called corruption. That the new disclosures should have already been filed in shown for example by the case of Michel Sidibe, on whose promotion of sexual harassment in UNAID Guterres never acted, standing by as donor revolt alone led Sidibe to offer to leave in mid 2019. Sidibe's most recent filing, which goes all the way back to 2016 given Guterres' cover-up culture, lists a mortgage in the US but does not list or disclose any property in the US. Photo here. For four days in a row, December 17 - 20, they did not answer a single written question from Inner City Press including about Cameroon and Togo, despite the promise to UN Special Rapporteur for Freedom of Expression David Kaye by Guterres' Global Communicator Alison Smale(who has no online financial disclosure and has yet to follow up on saying she would take under advisement the total ban on Press she is responsible for, video here). We have noted that Guterres' spouse Catarina Marques de Almeida Vaz Pinto has been Executive Coordinator of the Gulbenkian Programme for Creativity and Artistic Creation / Calouste Gulbenkian Foundation. There is still no answer to Inner City Press' detailed written questions about the business links in Africa and elsewhere of Guterres' son Pedro Guimarães e Melo De Oliveira Guterres. Guterres and these named individuals have taken the UN to a new low of corruption. We will have more on this. Guterres refusal to initiate any audit, as even Ban Ki-moon did after the indictment of Ng Lap Seng for also bribing UN President of the General Assembly John Ashe, has allowed not only CEFC but another Ye Jianming NGO, known by names including the China Academy of Culture and the China Cultural Institute, to remain in the UN. In a 22 August 2017 press release, soon before the arrest and indictment of CEFC's Patrick Ho, this entity bragged: "Recommended by the UN NGO Committee of 19 countries, the UN Economic and Social Council (ECOSOC) conducted its final review in New York in July 2017 and officially approved the granting of the Chinese Cultural Council to the UN Economic and Social Council in August. status". This is the first non-governmental organization approved by the United Nations to promote the "special consultative status" of Chinese culture. It is a high priority for Chinese culture and an affirmation of the work of the Chinese Cultural Institute created by China Huaxin. This marks the establishment of a formal cooperative relationship between the two sides, providing a new stage for the Chinese Cultural Institute to further carry out international cooperation and exchanges and to tell the Chinese story.
Since its establishment, the Chinese Cultural Institute, under the leadership of Chairman Ye Jianming and under the leadership of all directors, has implemented the "One Body and Two Wings" work principle proposed by President Xu Jialu with the purpose of "promoting the culture of Chinese culture and harmonious world." This is the same Ye Jianming who used UN accredited CEFC to bribe PGA Sam Kutesa, and to offer weapons for oil and a stake in the Chad Cameroon pipeline to Idriss Deby. Guterres refusal to audit, and his and his spokesman's refusal to even answer questions, make clear how corrupt the UN has become and that both should go.On 1 December 2018, before seven UN bribery guilty verdicts against Patrick Ho of China Energy Fund Committee, Inner City Press reported that Jeffrey Sachs, a long time UN (part time) official, was on a CEFC-UN Advisory Board, and tweeted the photograph, here.  On December 15 Sachs denied it, saying it is absurd. Really? Pressed, Sachs said "I attended an annual luncheon on two occasions (1 per year) hosted by the Chinese Gov for UN Ambassadors, which CEPC apparently catered.  I once went to a HK reception Mr. Ho was present.  That's it." Really? China Energy Fund Committee was more than a caterer. And this denial shows more clearly than ever why an audit of with whom CEFC has dealt with at and through the UN is necessary, and how irresponsible or worse Guterres is being. On December 17 Inner City Press in writing asked Guterres and his spokesman Stephane Dujarric, "December 17-7: On CEFC in the wake of the US v Ho verdicts, this is a request that the SG confirm and act on the other UN officials depicted as advisers to CEFC and its UN program - including Jeffrey Sachs, who has over the weekend online denied any such role, stating he may have attended a lunch “catered” by CEFC. Since this denial shows the absolute need for an audit at least like the previous SG did of Ng Lap Seng's groups, please state why the SG has not even begun such an audit." Five hours later, Dujarric had not answer this or any other question from banned Inner City Press. Three years ago Macau based businessman Ng Lap Seng was arrested and charged with bribing UN General Assembly President Josh Ashe and others, though Sun Kian Ip Foundation and other groups still in the UN. Ng was convicted of multiple violations of the Foreign Corrupt Practices Act (FCPA) and money laundering. But the issue of faux NGO purchase of the UN hasn't gone away. In fact, a second UN bribery case ended this week in the US District Court for the Southern District of New York with seven guilty verdicts.

In this second case, Patrick Ho was found guilty of seven of eight counts of FCPA and month laundering. (He was only not guilty on money laundering in Chad - where the bribe was not through any US bank but in cash, $2 million in a gift box). The evidence showed that the NGO he ran, China Energy Fund Committee, used its ongoing UN consultative status to pay bribes to Ugandan foreign minister - and Ashe's successor as President of the UN General Assembly -- Sam Kutesa. He was working with precedessor Vuk Jeremicwhile Jeremic was UN PGA. CEFC even offered weapons, tanks and drones, to Chad's long time president Idriss Deby for oil blocks or a stake in the Chad Cameroon pipeline. (Inner City Press published documents here.)

The night of the verdict I asked UN Secretary General Antonio Guterres what he will do to clean up the UN, where he has left CEFC without any audit, still in consultative status with the UN. On his way from his Mercedes to a glitzy fundraiser including George and Amal Clooney, Guterres refused to answer. The next day when asked by another journalist why Guterres had refused to answer banned Inner City Press' question, his spokesman Stephane Dujarric claimed that the UN has “cooperated” with the prosecution. But the bribery group remains in the UN, unaudited.

Why has the case of US versus Ho, and now the guilty verdicts, garnered relatively so little interest, with the corruption of the UN exposed by it scarcely mentioned all? SG Guterres is hoping it goes away. In terms of corruption, he did not disclose and refuses to answer on the African business links of his son Pedro Guimarães e Melo De Oliveira Guterres. He refuses to answer how much he spends in public funds flying to his home in Lisbon at least sixteen times sofar as SG. 

   So CEFC remains an accredited non governmental organization with the UN's Economic and Social Council, while investigative Inner City Press for which I have been covering the case has been dis-accredited by and ousted from the UN, put on a list of those permanently banned without notice, due process or appeal. On December 7 I was informed I am banned from a “UN Human Rights” event on December 10 to be addressed by Guterres and his human rights commissioner Michelle Bachelet. But this reporting will not stop - Guterres' corruption of the UN must be addressed, through oversight or as is discussed elsewhere, impeachment. From the lofty goals of the Universal Declaration of Human Rights to Guterres' censorship for corruption is UNacceptable.

  With UN High Commissioner for Human Rights Michelle Bachelet and her Deputy Andrew Gilmour set to speak in the UN on human rights day on December 10, Inner City Press responded to an invitation and was told, "Thank you for registering to attend the Human Rights Day event at the United Nations on Monday 10 December. On Monday, please come to the UN Visitors’ Gate on First Avenue opposite 45th street starting at 2pm, at which time entry passes will be distributed." 

Then, past six p.m. on Friday, December 7 thisfrom Bachelet's and Gilmour's Office of the High Commissioner for Human Rights: "Dear Matthew, We have received notification from UN Security that your name was flagged as "BARRED" on the list we submitted for passes for Monday's event (3pm, ECOSOC Chamber).We will therefore not have a pass for you and are unable to facilitate entry.

   Inner City Press immediately wrote back, to the sender and Bachelet and her assistant, to Andrew Gilmour and to the moderator of the event, "Particularly since you are the UN Office of the High Commissioner for *Human Rights,* did you not ask why a journalist who asks the Secretary General and his spokesmen about the killings in Cameroon, Burundi, UN corruption, UN peacekeepers' sexual abuse of civilians, and Sri Lanka, is “BARRED” from attending your human rights event - without any hearing or appeal? I will appreciate your Office's answer to this."  We'll have more on this.

 Bachelet gave a speech on October 15 in the UN's Third Committee, she emphasized a prioritization of social and economic rights and said one of the officials of her office is "on mission in Silicon Valley" in the US. There are questions about this - but Inner City Press which has covered human rights and the UN for more than a decade was for the first time banned from access a High Commissioner's speech. This has been raised repeated to Bachelet since she took office but she has so far done nothing, not even responded. Meanwhile on October 12 Cameroon, from whose Paul Biya Secretary General Antonio Guterres took a golden statue and favors in the Fifth (Budget) Committee and remains silent on the slaughter of Anglophones, was elected to a seat on the UN Human Rights Council. This system is failing - but if Bachelet cannot even answer on Guterres maintaining a secret banned list including not only Inner City Press but also "political activists" - and anti-corruption campaigners - then the UN of Guterres has hit its newest low.

Three years ago Macau based businessman Ng Lap Seng was arrested and charged with bribing UN General Assembly President Josh Ashe and others, though Sun Kian Ip Foundation and other groups still in the UN. Ng was convicted of multiple violations of the Foreign Corrupt Practices Act (FCPA) and money laundering. But the issue of faux NGO purchase of the UN hasn't gone away. In fact, a second UN bribery case ended this week in the US District Court for the Southern District of New York with seven guilty verdicts.

In this second case, Patrick Ho was found guilty of seven of eight counts of FCPA and month laundering. (He was only not guilty on money laundering in Chad - where the bribe was not through any US bank but in cash, $2 million in a gift box). The evidence showed that the NGO he ran, China Energy Fund Committee, used its ongoing UN consultative status to pay bribes to Ugandan foreign minister - and Ashe's successor as President of the UN General Assembly -- Sam Kutesa. He was working with precedessor Vuk Jeremicwhile Jeremic was UN PGA. CEFC even offered weapons, tanks and drones, to Chad's long time president Idriss Deby for oil blocks or a stake in the Chad Cameroon pipeline. (Inner City Press published documents here.)

The night of the verdict I asked UN Secretary General Antonio Guterres what he will do to clean up the UN, where he has left CEFC without any audit, still in consultative status with the UN. On his way from his Mercedes to a glitzy fundraiser including George and Amal Clooney, Guterres refused to answer. The next day when asked by another journalist why Guterres had refused to answer banned Inner City Press' question, his spokesman Stephane Dujarric claimed that the UN has “cooperated” with the prosecution. But the bribery group remains in the UN, unaudited.

Why has the case of US versus Ho, and now the guilty verdicts, garnered relatively so little interest, with the corruption of the UN exposed by it scarcely mentioned all? SG Guterres is hoping it goes away. In terms of corruption, he did not disclose and refuses to answer on the African business links of his son Pedro Guimarães e Melo De Oliveira Guterres. He refuses to answer how much he spends in public funds flying to his home in Lisbon at least sixteen times sofar as SG. 

   So CEFC remains an accredited non governmental organization with the UN's Economic and Social Council, while investigative Inner City Press for which I have been covering the case has been dis-accredited by and ousted from the UN, put on a list of those permanently banned without notice, due process or appeal. On December 7 I was informed I am banned from a “UN Human Rights” event on December 10 to be addressed by Guterres and his human rights commissioner Michelle Bachelet. But this reporting will not stop - Guterres' corruption of the UN must be addressed, through oversight or as is discussed elsewhere, impeachment. From the lofty goals of the Universal Declaration of Human Rights to Guterres' censorship for corruption is UNacceptable.

  With UN High Commissioner for Human Rights Michelle Bachelet and her Deputy Andrew Gilmour set to speak in the UN on human rights day on December 10, Inner City Press responded to an invitation and was told, "Thank you for registering to attend the Human Rights Day event at the United Nations on Monday 10 December. On Monday, please come to the UN Visitors’ Gate on First Avenue opposite 45th street starting at 2pm, at which time entry passes will be distributed." 

Then, past six p.m. on Friday, December 7 thisfrom Bachelet's and Gilmour's Office of the High Commissioner for Human Rights: "Dear Matthew, We have received notification from UN Security that your name was flagged as "BARRED" on the list we submitted for passes for Monday's event (3pm, ECOSOC Chamber).We will therefore not have a pass for you and are unable to facilitate entry.

   Inner City Press immediately wrote back, to the sender and Bachelet and her assistant, to Andrew Gilmour and to the moderator of the event, "Particularly since you are the UN Office of the High Commissioner for *Human Rights,* did you not ask why a journalist who asks the Secretary General and his spokesmen about the killings in Cameroon, Burundi, UN corruption, UN peacekeepers' sexual abuse of civilians, and Sri Lanka, is “BARRED” from attending your human rights event - without any hearing or appeal? I will appreciate your Office's answer to this."  We'll have more on this.

 Bachelet gave a speech on October 15 in the UN's Third Committee, she emphasized a prioritization of social and economic rights and said one of the officials of her office is "on mission in Silicon Valley" in the US. There are questions about this - but Inner City Press which has covered human rights and the UN for more than a decade was for the first time banned from access a High Commissioner's speech. This has been raised repeated to Bachelet since she took office but she has so far done nothing, not even responded. Meanwhile on October 12 Cameroon, from whose Paul Biya Secretary General Antonio Guterres took a golden statue and favors in the Fifth (Budget) Committee and remains silent on the slaughter of Anglophones, was elected to a seat on the UN Human Rights Council. This system is failing - but if Bachelet cannot even answer on Guterres maintaining a secret banned list including not only Inner City Press but also "political activists" - and anti-corruption campaigners - then the UN of Guterres has hit its newest low.
