As UN Bans Inner City Press E-Asks Spox Soto Nino of DRC Cameroon HK Kuwait DSS UN Sex Abuse CSW Cambodia SG Fleming MALU SG Censors 700+ UNanswered

UNITED NATIONS GATE, August 30 – Inner City Press on July 5 was banned from entering the UN, the day after it filed a criminal complaint against UN Security for physically removing it from covering the meeting about the UN Secretary General Antonio Guterres' $6.7 billion peacekeeping budget, as witnessed and essentially cheered on by senior UN official Christian Saunders, tearing its reporter's shirt, painfully and intentionally twisting his arm and slamming shut and damaging his laptop. 
On August 17, Guterres' Global Communicator Alison Smale issued a letter banning Inner City Press from the UN - for life. With no due process. She and Guterres have put the UN in the US Press Freedom Tracker, here. Smale said, again, that the UN would answer Press questions to the Spokesman Stephane Dujarric and his Office; Dujarric said the same on camera. On August30 more than three hours before a noon briefing by Assistant Spokesperson Florencia Soto Nino-Martinez in which there was not a single question by anyone let it about Africa,after the July 26 noon briefing had no questions at all, video here, Inner City Press submitted 1169 questions, including why it continues to be lawlessly banned from entering to ask questions in person: "There are more than 700+ questions UNanswered. And Monday Sept 17, Tuesday Sept 18, Wed Sept 19 and  Thurs and Fri Sept 21, that whole week, no questions answered. Nor Sept 25, nor 28th - nor October 2 nor 3. While appreciating and using what was belatedly sent on August 7 and on March 28 in partial request to Inner City Press' questions about the UN bribery sentence of Patrick Ho of CEFC and CEFC's 2018 attempt to buy the oil company of Gulbenkian Foundation which paid the SG, no answers on Dec 17 or 18 or 19 or 20 or 21 - another FIVE days in a row, even as SG's direct conflicts of interest and failure to disclose emerge, and a newest low. No answers on January 30 nor 31 nor February 1 nor 4 nor 5 nor 6 nor 7 nor 11 nor 12 nor 13 nor 14 nor 15 nor 18 nor 19 nor 20 nor 21 nor 22 nor 25 nor 26 nor 27 nor March 1 - 27 (!) And now April 1, 3-30 (one answer in the entire month - corrupt), and now May 1-13, 15-17, 21-31, June 3-28, and July 1-2, 8-31 and August 1-5, 8-29 many questions. No answers at all during those four days of the US v Ho trial showing corruption in the UN says it all. This ban is just censorship - and Inner City Press must be allowed back into the noon briefing to ask its questions in person and follow up on them. 
August 30-1: While the SG is in DR Congo, what are his comments and action if any on that a Catholic bishop in the Democratic Republic of Congo says illegal logging in the south-east of the country is threatening the rare mukula tree? "While the whole world decries the ravages of the Amazon fires, an ecological disaster is under way near us," Fulgence Muteba Mugalu said. The bishop of Kilwa-Kasenga, in Haut Katanga province, blamed intensive lawless activities by the Chinese and people close to the Congolese government.  The bishop fears the illegal activity will spread into the Kundelungu National Park, a protected area The mukula, with its distinctive red colour, is popular in China where it is used to make furniture.  The slow-growing tree is already threatened with extinction in neighbouring Zambia.  
August 30-2: On Hong Kong and China, what are the SG's comments and actions if any on the detention of Joshua Wong,Agnes Chow, Andy Chan, Althea Suen, Cheng Chung-tai and others, amid crackdown on planned peaceful protest against extradition law changes, etc?  
August 30-3: On Sierra Leone, the environment and the law, what is the SG's comment and action if any on that people living next to Sierra Leone's biggest diamond mine have taken the government to court over failing to protect them from alleged environmental problems caused by the company that runs it.  The complaint, filed at a West African regional court, said water had been contaminated and houses damaged by blasts at the mine.  It also said the government had failed to ensure the company, Octea Limited, relocated hundreds of families away from the site.  
August 30-4: On press freedom, the courts and Cambodia, what are the SG's comments and actions if any on that a verdict has been delayed in the espionage case against two Cambodian journalists, Uon Chhin and Yeang Sothearin who are accused of undermining national security by supplying information to a foreign state, an act punishable by up to 15 years in prison?  The two men and others were sitting inside the courtroom awaiting the verdict Friday morning when a court officer entered and announced the delay. The officer read a statement saying the judge who was set to announce the verdict was busy because of a meeting in the justice ministry. The officer said the new date for the verdict would be announced later.  
August 30-5: On Liberia, alleged arms transfers and investigations, what is the SG's comment and action if any on that police in Liberia say they are keeping watch over a woman in hospital who has been drugged and violently assaulted after publishing a video online accusing officials of a secret arms deal.  The woman said she was on a trip with the officials in Mali when they bought weapons.  One of the people she accused of leading the trip to Mali, Monrovia city mayor Jefferson Koijee, has denied the claims.  The police have said they are waiting for her medical treatment to be complete before investigating both the attack and the weapons haul.  
August 30-6: On UNSC member Kuwait, what are the SG's belated comments and actions if any on that more than a dozen Bidun activists detained in Kuwait since July 2019 began a hunger strike on August 22 to protest human rights violations against themselves and the Bidun community. The detained activists, over a dozen of whom are on hunger strike, include Abdulhakim al-Fadhli, Awad al-Onan, Ahmed al-Onan, Abdullah al-Fadhli, Mutaib al-Onan, Muhammed al-Anzi, Yousef al-Osmi, ِNawaf al-Bader, Hamed Jamil, Jarallah al-Fadhli, Yousif al-Bashig, Ahmed al-Anzi, Hamoud al-Rabah, Khalifa al-Anzi, and Reda al-Fadhli.     
August 30-7: On Cameroon and press freedom, what are the SG's belated comments and actions if any on that Amadou Vamoulke, the head of the Cameroon Radio Television for nine years in which he repeatedly spoke out against the government’s monopoly on television coverage and the criminalization of media workers, officially arrested and detained at the Yaounde Kondengui Prison in 2016?  
August 30-8: Regarding a statement sent on August 28 by the Under Secretary General of DSS, copied to Hua Jiang and others, please immediately explain  a) why, since DSS states that it does not have a ban / bar / block on me but only enforces that I not exercise the rights of a UN accredited journalist (which were stripped from me without any hearing or right to appeal), I have in the past year been blocked from entering the UN even with invited with a ticket, and  b) why, since DSS states that it does not have a ban / bar / block on me but only enforces that I not exercise the rights of a UN accredited journalist (which were stripped from me without any hearing or right to appeal), my August 24 application to enter the UN like 100s of other correspondents to cover the upcoming UNGA high level week has not yet been granted, and  c) with regard to USG Michaud writing that  "On 10 July 2018 UNDSS escorted Mr. Matthew Lee from the UNHQ complex after he attempted to gain unauthorized access to a locked area" - explain, at long last, what this "locked area" was, since it was only the (unlocked) Vienna Cafe outside the UN Budget Committee meeting which by the rules I was allowed to cover, and  d) with regard to USG Michaud writing that the "DSS role is now limited to ensuring that unaccredited individuals do not enter the premises," how it is that tourists, and NGO visitors, who are not accredited by DPI/DGC are allowed in by DSS, but I have not been for the past year. Again, please immediately explain wny my August 24 application to enter the UN like 100s of other correspondents to cover the upcoming UNGA high level week has not yet been granted  
August 30-9: Please respond to complaint received by Inner City Press, about which we asked in writing on August 29: A group called "USA Mali charitable association of New York” also known as UMACA obtained a 501c3 which they used to get CSW status at the United Nations. The problem there is they used that status to bring in many many people to the UN grounds in NYC by getting them UN passes. More disturbing is the amount of people they traffic in to the USA with their status as CSW members by the UN General Assembly. A few years back, the UN gave them over 50 computers as a donation, in turn they shipped them to Africa for sale.  
August 30-10: On Burundi and Tanzania, what is the SG's comment and action if any on that Tanzania plans to send back Burundi refugees to their homeland soil as at October 1.  According to Tanzania Interior Minister Kangi Lugola  an agreement was stroke with the Burundian government such that the refugees will be repatriated in groups as at October 1 until they are done with the process. In a statement issued to the media, the Tanzanian government said that they were working with the United Nation (UN) to secure their return effect effectively. Question: how is Tanzania working with the UN? Do the UN and SG agree with this forced refoulement?   
August 30-11: On UN sexual exploitation as banned Inner City Press asked each of you yesterday morning without any response, "On UN sexual exploitation and abuse - alleged - this is a request that you immediately provide the "if asked" information supplied about other cases in the past before Inner City Press was banned, about the cursory update this morning listing a SEA case by a Republic of Congo (Brazzaville) peacekeeper at MINUSCA in CAR. Also, again, what is Guterres' answer, which you refused to provide after banned Inner City Press asked you and others in writing on the morning of August 19 that you "immediately provide all if-asked and additional information about the new allegation of SEA announced at 11:01 am today, of child rape by a Cameroonian "peacekeeper" in DR Congo 
August 30-12: On Mali, what is the SG's comment and action if any on that hundreds of lorries and other vehicles have been blocked from entering the capital of Mali, Bamako, on the fourth day of a protest over the poor state of the country’s roads. The protests started on August 23 in the western city of Kayes and have spread across Mali, with demands for improvements of dilapidated roads and railways.  
August 30-13: On Cameroon, what is the SG's comment and action if any on that thousands of residents of Cameroon's two English-speaking regions after the life sentences given to 10 of their leaders, including Sisiku Ayuk Tabe. More than 500,000 people have been forced from their homes in the crisis.  
August 30-14: On the repatriation of Rohingya from Bangladesh to Myanmar, what is Guterres' position on the system that will give returnees non citizen, "Bengali" ID cards? National Verification Cards (NVCs), which do not confer rights nor citizenship and, through an NVC application process, effectively identify Rohingya as “Bengali” or more generally as “foreigners"? What has been the UN system's, specifically UNHCR's, role in this in the past?   What did Guterres do on this while at UNHCR?  
August 30-15: In light of the death of Jeffrey Epstein, now on August 27 multiply accused of sex trafficking along with Ghislaine Maxwell who was allowed to promote her now closed charity in the UN Press Briefing Room, as Inner City Press asked without any UN response on July 22, please immediately disclose all UN interactions with his Ghislaine Maxwell's TerraMar Project and relatedly, with Paolo Zampolli.  
August 30-16: Given that the SG's public schedules for August 2, August 5, August 6, August 7, August 8, August 9, August 13, August 14, August 15, August 16 and August 19 were entirely blank, not even "all appointments internal" as before but just blank, where WAS the SG and how much did it cost the public? How much will his three country trip cost? Who is going on it? Since public officials from Trump to de Blasio to Corey Johnson all disclose where they are, and given the UN system travel scandals at UNRWA, UN Women and previously UNEP, explain why Mr. Guterres' lack of transparency is not part of the problem. Given the Secretariat's communication failures, state when exactly Ms. Fleming takes over from Alison Smale, whether Ms. Fleming is still has stated on her profile at UNHCR (Chief Communications  @Refugees as of August 30) and if she is answering some/any of her e-mail there. She is being written to there was a second time today, well before the Sept 5 deadline for UN "approval" to cover UNGA week.  
August 30-17: On press freedom and Cameroon, on which you refused to answer on August 13 despite saying the office was staffed and answering, now more specific: what is the SG's comment and action if any, post golden statue, to that Paul Atanga Nji, territorial administration minister, says Cameroon's journalists are becoming highly unpatriotic.  "They have one main objective, just to sabotage government action, to promote secessionist tendencies," said Nji. "I urge them to be responsible. Those who do not want to respect the laws will be booked as being recalcitrant and will be treated as such"... Now that the US Court of Appeals for the Second Circuit has ruled against public officials blocking critics on Twitter even if the official claims their account is private, what is the justification for UNSG Spokesperson Stephane Dujarric, with the UN flag in his profile photo and Guterres promoting content, blocking Inner City Press? What is SG Guterres' response / reaction to UN DSS and Guterres' actions on Inner City Press being listed in the U.S. Press Freedom Tracker, here.  In the UN, what has the accountability been for Lt Ronald E. Dobbins and those those refused on camera to give their names? What is each of yours - particularly the SG's - response to the letter written and sent by Burundi activist Manisha Lievin? To the April 15 letter to the SG, DSG and USG Smale for which receipt has not even been acknowledged, other than a single lawless line from MALU: "Your media accreditation request, with reference no: M66561081, has been declined"? This is a formal request for the UN's explanation of grounds for this denied, and since SGcentral, the SG's chief of staff and Deputy SG and USG Smale haven't even confirmed receipt of the April 15 letter much less responded, for reconsideration. AGAIN, immediately explain how it is legitimate to ban from enter into the UN the media that has been asking about these and other questions, with no hearing or appeal - and respond that Inner City Press on August 24 applied like 100s or 1000s of others to cover the upcoming UNGA high level week, including now formally offering to answer any quesions the UN / DSS might have, having been vetted and accredited elsewhere since, as both USG DSS Michaud and MALU have formally been timely informed -- and how it is possible that a media that closely covers and uncovers the UN could be denied entry, other than (SG) censorship. 
June 11-1: On Cameroon, what is the SG's comment and action if any on this report from Chinese state media: "YAOUNDE, June 10 (Xinhua) -- Cameroon's House Speaker of National Assembly Cavaye Yeguie Djibril on Monday denounced foreign interference in the country's internal affairs which he referred to as "conspiracy." Again, how many offices / desk does the Secretariat give to Chinese state media inside the UN?  
May 15-3: On the Public Financial Disclosures for 2017 belatedly published over the weekend of April 27-28, please state why Mohammed Ibn Chambas, like the Executive Secretary of the UN Biodiversity Convention, Cristiana Paşca-Palmer, UNICEF's Henriette Fore, with documented links to ExxonMobil and others, USG Mark Lowcock (undisclosed while the Secretariat's speaker at the UNSC Arria on Cameroon), UNCTAD's Mukhisa Kituyi, UN Women's Phumzile Mlambo-Ngcuka, UNOG chief Michael Moller, UNDP chief Achim Steiner,  Heidi Mendoza, Adama Dieng, UN Security chief Peter Drennan, Rosemary DiCarlo and Nicholas Haysum, is not even on the list. OIOS chief Inga-Britt Ahlenius reported - why not Mendoza? Where IS Mendoza? Isn't it a bad practice for the UN's head (anti) genocide definition official to conceal from the public even cursory financial disclosure? Did DiCarlo decline to make any public disclosure despite being the UN's top political officer? What is the even plausible applicability of this line from SG Guterres' web page: "Please note that given the multi-cultural environment of the UN and the often security sensitive locations where UN staff are either working or come from, full public disclosure may not always be a viable or sensible option for certain staff members"? Why has Guterres changed the previous system in a which a "choosing not to disclose" statement was upload and listed, to one which helps conceal who reports and who does not?  Again, state why considering the UN bribery conviction of Patrick Ho of CEFC, and CEFC's attempt to purchase the oil company of Gulbenkian Foundation which paid Mr. Guterres in 2016 was omitted from his online public financial disclosure covering 2016, and why Guterres has not even started an audit of CEFC in the UN.

July 2-1: On Cameroon (and Switzerland), what is Guterres' comment and action if any on the use of tear gas on opponents of Paul Biya, right next to the UN Palais? Is this approach consistent with the mediation the SG applauded? What is his response to  this Geneva question: Was the use of tear gas by police against Cameroonian demonstrators justified?   
July 2-2: On DRC, what is the SG's comment and action if any on that police fired tear gas to disperse demonstrators who tried to defy the ban on demonstrations in Kinshasa? Opponent Martin Fayulu, escorted by the police to his home, denounces a "lawless" state. In Goma, a demonstrator died of his injuries, according to police.  
July 2-3: On the corporatization of the UN under Guterres, what is his comment and response to "new corporate and government marriage quietly took place last week when the leadership of the World Economic Forum (WEF) and the United Nations (UN) signed a memorandum of understanding (MOU) to partner with each other. While this MOU is proudly displayed on the WEF website, it is nowhere to be found on the UN website. The only indication on the UN website of this important new development is a picture of the pen used to sign the agreement, and two pictures of the signing ceremony.  One reason for this difference is that the UN’s corporate-centered Global Compact has received a good deal of bad press. Now the new WEF-UN agreement creates a second special place for multinational corporations inside the UN. There is no similar institutional homes in the UN system for civil society, for academics, for religious leaders, or for youth. It is hard to imagine a national government signing a similar formal partnership with one of its business organizations."  
July 2-4: On Togo and the dubious June 30 elections, what is the SG's comment and action if any on that the main civil society associations did not have their accreditation to observe these elections and the participation rate remained very low?  
July 2-5: On UN bribery, again, please immediately state what if anything the UN has bothered to find about how Cheikh Gadio, who was arrested for arranging bribes inside the UN, got into the building, including if any resident representative or coordinator was involved, and why Guterres has not audited CEFC China Energy's activities in the UN (while he failed to disclose in his online public financial disclosure covering 2016 the payments he received from Gulbenkian Foundation which tried to sell its oil company Partext to CEFC China Energy).  
July 2-6: On China and Taiwan and Czech Republic, what is the SG's comment and action if any on that following a Czech High Court verdict in favor of deporting eight Taiwanese telecom fraud suspects to China, the Ministry of Foreign Affairs (MOFA) on Tuesday (July 2) expressed concern about their human rights. In the latest case, the Chinese authorities asked Interpol...  
July 2-7: On China and Tibet, what is the SG's comment and action if any on that The Tibetan community in Switzerland and Liechtenstein organized a demonstration paralleling the ongoing 41st session of the UN Human Rights Council in front of Palais des Nations, on Friday, 28 June... “The human rights situation inside Tibet continued to be concerning, however, UN member states under the influence of China’s distorted facts and its economic ties, they are silent on Tibet”  
July 2-8: On press freedom, what is the SG's comment and action if any on the attack in Seattle on Andy Ngo by masked men that resulted in an alleged brain bleed.“Through the U.S. Press Freedom Tracker—a joint collaboration with Freedom of the Press Foundation—we’ve covered more than 97 cases of journalists being physically assaulted" - What is SG Guterres' response / reaction to UN DSS and Guterres' actions on Inner City Press being listed in the U.S. Press Freedom Tracker: https://pressfreedomtracker.us/all-incidents/independent-journalist-matt-lee-forcibly-removed-un-stripped-press-credentials/  In the UN, what has the accountability been for Lt Ronald E. June 14-5: Since the SG claimed publicly that the mansion he lives in "cannot" be sold, please immediately provide any and all documents with such a restriction, and separately explain why the concept of cy pres or reformation of donor intent has not been explored. Separately,  Boutros Boutros Galli wrote in his book that the building was given by Arthur Houghton through the United Nations Association of the USA. What actual inquires, with UNA-USA or any successor to Houghton or Corning Glass, has Guterres made?

June 4-3: On UN sexual abuse and exploitation, AGAIN as requested on the morning of June 3 immediately disclose what IS the new "allegation of SEA" which the UN on the morning of June 3 announced by e-mail. Clicking through to the UN website, the previously announced case against South Africa peacekeeper is no longer at the top of the page, and it is unclear what the new allegation is. This lack of clarity is unacceptable.

UN Confirms That Alison Smale Will Leave As Reported By Inner City Press She Banned 309 Days Censoring

UNITED NATIONS GATE, March 29 – Six days after banning Inner City Press for life from the UN, back  on 23 August 2018 UN Global Communicator Alison Smale held a faux press conference from which the Press was banned to announce the UN will spend the public's money in Salt Lake City. In the more than 300 days since banning Inner City Press from entering the UN, Smale never once held a hearing or allowed any appeal. 

On May 3 Inner City Press exclusively published that Smale would be leaving the UN. And on May 9, at the noon briefing Smale was banning Inner City Press from for the 308th day in a row, it was confirmed with this spin: "Alison Smale will be leaving her role as Under‑Secretary‑General and Head of the Department of Global Communications as planned at the end of the summer.  The Secretary‑General is very grateful for Ms. Smale’s work and leadership over the past two years.  He especially appreciates her efforts at reforming and modernizing the operations of the Department as it communicates the work and ideas of the UN creatively and effectively."

This is laughable - a leader who can't even communicate, a modernizer who pushed UN News into old school propaganda - we'll have more on this, and on what must change as Smale goes, and well before the next UN General Assembly High Level Week, which Smale banned Inner City Press from for the first time in a decade and must be reversed, as a condition of whoever replaces her.    In March 2019 Smale has gone out to Utah where, beyond Smale's own self serving propaganda, a single article emerged on "Utah Policy," reporting that "Secretary Smale made her trip to Salt Lake to tour area facilities, visit with conference organizers and become familiar with the city prior to the United Nations event, scheduled for Aug. 26-28. The conference will be based at the Salt Palace Convention Center, but will be a boon for downtown hotels, restaurants and other attractions." But do they know that the UN is covering up for rapes by its peacekeepers, including of children, and refusing now to answer Press questions about the cases? Do they know that Smale, far from promoting transparency in the Organization, has yet to allow any hearing to, nor appeal by, the Press which reports on the UN bribery conviction of Patrick Ho and the China Energy Fund Committee, which has a financial link to her boss Antonio Guterres? Her deputy Maher Nasser, whose false testimony she used to justify her ghoulish lifetime banning order, has named "Maruxa Cardama, Secretary-General of the Partnership on Sustainable, Low Carbon Transport, as Chair of the sixty-eighth United Nations Civil Society Conference that will take place from 26 to 28 August in Salt Lake City, United States."  Swan song for a censor. Like Sidibe, Smale should leave before then - or at the very least, her legacy of censorship should be belatedly reversed. 

Background: After having covered the UN since 2005 for Inner City Press, and pursued stories of UN under-performance from Sri Lanka to Darfur and Haiti to Yemen and Cameroon, at 4 pm on Friday August 17 I got a four page letter from Under Secretary General Alison Smale, formerly the New York Times' Berlin bureau chief. We've put the letter on Scribd here, Patreon download here. 

The letter informed me, without a single opportunity to be heard and offer rebuttal, that “your accreditation is hereby withdrawn pursuant to the Guidelines.” It cited what it called three previous warnings. But on further inspection there is no there, there. And Grand Inquisitor Alison Smale didn't even consider, or acknowledge, that Inner City Press had responded to the spurious complaints -- from the Morocco mission to the UN on 17 March 2017 and from DPI Deputy Maher Nasser, who blocks Inner City Press on Twitter, on 20 October 2017.

  We'll start with the latter, since a DPI official mis-using his position as Nasser did was the subject of Inner City Press timely request to Smale that she recuse herself (which she refused to do - she has functioned, after all, as Antonio Guterres Global Censor). After receiving via DPI's Tal Mekel at 6 pm on Friday 20 October 2017 a letter clearly drafted by Nasser, Inner City Press immediately published a story about it. The Free UN Coalition for Access, an actual press freedom advocacy group which DPI's Hua Jiang had threatened my accreditation for posting a sign for on my then office door, put out a press release and flier. And on Monday 23 March 17 before 11 am I sent the following to DPI including Smale (who has never responded to one of my more than a dozen e-mails, while openly laughing and socializing with corporate correspondents who are her friends) and to Guterres and his deputy Amina J. Dear Mr. Mekel, and those UN officials copied below (SG Guterres, DSG Mohammed, USG Smale, etc) --

The UN threat letter sent to me after 5 pm on Friday, attached, coming as it does as Inner City Press pursues stories not only of UN corruption but, most pressingly, inaction amid mass killings in Cameroon and elsewhere is troubling.

It has the obvious effect of discouraging reporting. For example, while it flatly states that I “breached” a rule during a photo op on the 38th floor, it does not say how, or even what day or which photo op.

The effect is to discourage me from covering any of these photo ops / meetings on the 38th floor, since I have no way of knowing when I will be charged with a violation under which you “may” review my accreditation.

This vagueness is contrary to, for example, the US First Amendment, but also numerous UN-claimed principles of freedom of the press and due process.

As to Mr Nasser's misuse of the DPI / MALU threat process to try to win an argument he escalated on Twitter on October 19, saying I should be less negative about the UN when I noted how many clicks it takes to find sexual abuse and exploitation information on the new DPKO site he promoted - before he blocked me on October 20 -- great outreach there, now communications are broken off -- the audio linked to in the article is from the stakeout area by the Secretariat lobby elevators. It did not violate even this rule that the DPI and DSS mis-negotiated, not with the press corps but a subset of the UN Correspondents Association, whose members by the way do not obtain or even seek prior consent for recording, and membership in which is not and cannot be required to be a resident correspondent.

But to Inner City Press, the UN writes in fine Kafka-esque style: “we would like to remind you that filming and recording on the 38th floor are limited to official photo opportunities, and recording conversations of others in the room is not permitted. It has been brought to our attention that you breached that rule recently. Please kindly take note that any further violation of the guidelines and established journalistic standards could lead to a review of your accreditation status.” When was the breach? If a UN official says or does something embarrassing during a photo op, can the UN review Inner City Press' accreditation?

Your letter unless and until retracted means that publications which even link to audio that one participant in which is embarrassed of can have their accreditations reviewed: for example, if a UN official participating in a meeting on the 38th floor recorded it and, being disgusted by the UN's actions or inaction leaked it to the press, the press could be reviewed for publishing their audio recorded “without consent.”

This is, again, obviously contrary to, for example, the US First Amendment, but also numerous UN-claimed principles of freedom of the press and due process.

The outstanding request, to MALU, USG Smale, SG Guterres and DSG Mohammed, that Inner City Press resident corresponent access and work space S-303 which was wrongful taken without hearing or appeal 20 months ago as I pursued the Ng Lap Seng UN bribery scandal which resulted this summer in six guilty verdicts, is below and incorporated herein by reference and I insist on a response to my two letters to then-new USG Smale in September. I was told there is an awareness of the need to show Inner City Press the “courtesy” of a response, but there has still been none, until the October 20 accreditation threat was the response.

The UN should care about, and not seek to hinder, reporting on for example the killings in Cameroon and even UN corruption. Threats of censorship are not the way to accomplish this. Inner City Press should be restored to its resident correspondent accreditation and shared workspace S-303, both of which were taken 20 months ago in retaliation for covering UN corruption in connection with Ng Lap Seng and, if there is some problem in your view with reporting and broadcasting what UN officials say, rules should be proposed that do not so blatantly violate the very principles of freedom of the press that the UN preaches to others. Inner City Press is more than willing to work in this regard."  So where is that, in Smale's hit job lifetime ban letter? To simply recite complaints, by your own deputy, while ignored the detailed responses that were filed at the time shows bad faith. Smale's letter must be reversed - and more. Watch this site.
 Inner City Press had informed Smale, and Secretary General Antonio Guterres who is ultimately responsible for this, that Smale must recuse herself.
As part of its coverage of the UN in the past year I have heard from whistleblowers in Smale's Department of Public Information that she diverted funds intended for Swahiliprogramming to her avowed focused, getting better coverage for Guterres particularly on social media.
But Smale did not recuse herself, and Guterres who refused my polite question to him on July 20 why this censorship was taking place and why he had been so silent as Cameroon killed Anglophones in the North-West and South-West regions of the country, did not make her recuse. Nor did he recuse himself, despite my timely request that the President of the General Assembly, and not the obviously conflicted Guterres and Smale, take charge of any review deemed necessary.
What is most troubling about the UN's August 17 dis-accreditation letter is how vague it is, and inaccurate the few times it gets specific.
The UN claims that on 3 July 2018 I “attempted to gain unauthorized access to a locked area of the UN.” But as I reported at the the time, and my Periscope video subsequently used by Fox News and The UK Independentshows, I was in the UN's much traveled Vienna Cafe. (Guterres' Assistant Secretary General Christian Saunders, whose involvement in aUN procurement scandal I previously reported, was also there: he oversaw the assault and the next day told me he doesn't like my articles.)
  On July 3 I was staking out -- that is, standing outside of - the UN Budget Committee meetings. In fact, I had been informed of the meetings by UN personnel and diplomats had invited me down in order to tell me, as a reported, what was going on.
Ironically it was with Cameroon's Ambassador Tommo Monthe that I had just spoken when UN Lieutenant Ronald E. Dobbins and another officer who had still been identified by the UN approached me from behind, grabbed and twisted my arm, grabbed and damaged my laptop computer and tore my shirt. I recoiled and said, loudly, “I am a journalist, covering a meeting!” To Smale, this is incivility, enough to be permanently banned from the UN for.
Next, at the top of page 3 of the letter, Smale runs through a litany of supposed violations without providing any details, nor acknowledging that other correspondents more friendly to Guterres and her are allowed to do these things routinely. Smale pillories my “presence on UN premises outside authorized time periods as stipulated in the Guidelines.”
But those Guidelines, even as selectively quoted by Smale at the top of page 2 of her letter, make clear that I was permitted past 7 pm to cover an advised meeting - such as the July 3 UN Budget Committee meeting considering a $6.7 billion expenditure of public funds or the June 22 event in the UN General Assembly lobby featuring a speech in which Guterres bragged about fasting in Mali.
On June 22, not mentioned in Smale's August 17 letter but alleged as a “repeat violation” by Guterres' deputy spokesman Farhan Haq in a July 5 article, the same Lieutenant Dobbins and four Emergency Response Unit officers he summoned and then told not to give their names, pushed me out of the UN even as other non resident correspondents were allowed to remain in. Days before that first roughing up of Inner City Press by UN Security but clearly green-lighted from higher up, Guterres' lead spokesman Stephane Dujarric told a person who tried to speak with him on my behalf to get the UN to stop requiring me to have a minder or escort as they have since February 2016 that things would be getting worse for me. It seems clearDujarric knew about or had already ordered the physical targeting of Inner City Press any time after 7 pm, even if an advised meeting or Guterres speech was taking place.
But a telling omission in Smale's letter is that as recently as June 26 dozens of non resident correspondents were allowed to stay in the UN past 7 pm drinking with Guterres on the North Lawn, ghoulishly in the name of press freedom with Smale. The event was not advised in the UN Media Alert, and I know that UN Security could not have been given a list of approved non resident correspondents since my timely RSVP to cover the event which had yet another canned Guterres speech was never answered. I was told by the organizer of that pro-Guterres event that the RSVP was ignored because it was open to all correspondents. Again, there is video in my contemporaneous coverage.Maybe this is why Smale and Guterres - and Dujarric - say livestreaming is a problem to be solved with Security violence and banning.
Since as Smale says there are thousands of those, many of whom write few articles and ask fewer questions, there is no way UN Security had a list of non resident correspondent to NOT beat up after 7 pm. They just decided / were told to start roughing up critical Inner City Press, sometime between June 22 until the July 3 assault which I reported on July 4 to the NYPD and was told, while a report was taken, that the UN asserts immunity. (That's the problem.)
Next Smale asserts I have been in locations not authorized by the Guidelines - without giving a single example. This does not comply with due process, to put it mildly. One wonder how it took the UN 45 days to write this (except for the desire to slow-walk things to try to prevent Inner City Press from covering the UN General Assembly in September). Even at censorship, today's UN is incompetent, particularly given the public money it requests and spends (that $6.7 billion again).
It is the “live broadcasts” -- reporting and commentary subject to protection under the First Amendment of the US Constitution and UN Universal Declaration of Human Rights Article 19 - that Smale next takes issue with. She cites, again without any example, profanities and derogatory assertions.
But Guterres' Spokesman Stephane Dujarric repeatedly used profanity, specifically the F-word, in the briefing room including telling me, “Matthew that's a stupid f*cking question.” Even more dispositively a former president of the UN Correspondents Association, Giampaoli Pioli who had ordered me to remove from the Internet an article about him arranging a UN screening for the Sri Lanka Ambassador of a film denying his country's war crimes after having had the Ambassador as his paying tenant in one of his many Manhattan apartment - the reason I quit UNCA - once called me an “assh*le” at the UN Security Council stakeout, during an advised meeting. 
It happened at the Security Council stakeout so it was recorded, audio here. But DPI did nothing about this profanity and “derogatory assertion” by the president of UNCA, become their UN Censorship Alliance. So there is no rule, less enough of one to ban me for life.

There is another vague reference to refusing to obey UN Security officers, impossible to respond to and troubling in light of the video of Lt Dobbins and his colleague pulling me, and tearing my shirt. Is one not allowed to say, “I am a journalist?” What would Smale do? It nolonger matters. She could not leave fast enough: hers is a legacy of censorship that must be reversed. Watch this site.
