On UNGA Day 2 Denmark Bloviates on AI with Dario and Sam While Delaying FOIA

UN GATE / SDNY, Sept 23 – For this 2026 UN General Assembly, the last of Antonio Guterres' desultory tenure, Inner City Press banned by Guterres applied on July 25 to re-enter and cover the speeches and section of next UNSG. No response. On September 20 UN Spokesperson Stephane Dujarric had Inner City Press removed even from a Zoom briefing, video here.

So Inner City Press will cover it from the gate.

Foreign Minister Lars Løkke Rasmussen addressed the Security Council on Tuesday, at a session on artificial intelligence convened by France, reading speech full of allusion to transparency, accountability, evidence.  "Governance and regulation of AI are high on Denmark's agenda, including regulation of large tech companies," Rasmussen told the Council.

Inner City Press has spent the past two weeks testing exactly that pledge against Denmark's own conduct, requesting records — under Denmark's own Offentlighedsloven — concerning the Foreign Ministry's positions and communications on AI governance, among other subjects. The Ministry's response has not modeled the accountability, evidence, or civil-society engagement Rasmussen described to the Council.

On September 15, it invoked Section 9(2)(1) of its own transparency law, claiming the request would impose a "disproportionate expenditure of resources," and demanded narrowing, with a deadline of September 17 — the same day as a Security Council straw poll on the next Secretary-General. Inner City Press agreed to narrow the date range, "solely because the Ministry has invoked Section 9(2)(1)," while noting the accepted categories were "the categories you are apparently trying to avoid," and separately asked the Ministry to produce, at minimum, the index of documents its own search had already located, a request that, as of this writing, remains unanswered.

Rasmussen's own speech supplies the sharpest test of his Ministry's conduct: "science and evidence must always inform our policies," he said, of AI governance generally. The evidence of how his own Ministry handles a specific, concrete request for its own records is now a matter of public record too. Watch this site.
