At UN Under Ban Ki-moon, Under Secretaries General like Herve Ladsous to Get 10% Raise, While Entry Level P-1s Are Cut 6%

By Matthew Russell Lee
UNITED NATIONS, March 17 -- In the UN system, Secretary General Ban Ki-moon is campaigning for the highest paid officials to get back even more, while only the lower rank professionals' pay is cut.
Inner City Press is informed that Ban Ki-moon's team, after in essence breaking the staff union in New York, has procured approval to change to the salary scale so that Director-1 staff and above would get pay rises, paid for by cuts to Professional-4 staff. Under Secretaries General like Herve Ladsous would get a 10 percent pay rise -- up to $25,000 more a year --  while entry-level P-1s get a 6 percent cut.
This at time that the UN pays lip-service to reducing inequality.
This is not "performance based" -- under Ladsous for example UN Peacekeeping has been exposed for positions being sold and for sexual abuse, on which Ladsous refuses to answer Press questions, for example on March 17, here.
As the UN talks about workers' rights and collegiality, inside the Glass House things can be quite different. On July 31, 2014, Inner City Press reported how the head of the UN Department of General Assembly and Conference Management Tegegnework Gettu calling female critics "emotional," here.
On March 9, multiple sources told Inner City Press that Gettu told complaining staff "I am warning you," cutting them off while saying We are all equal, including me." Really? Leaked audio exclusively put online by Inner City Press here.
What will Secretary General Ban Ki-moon do? Under his management, the UN Staff Union in New York has been broken. But is this rant appropriate? Previously, Gettu said, if we all fart together, it doesn't smell. Really?
Back on July 31 Secretary General Ban Ki-moon announced he is shifting Catherine Pollard from the Office of Human Resources Management over to become Assistant Secretary-General for General Assembly and Conference Management (DGACM), replacing Franz Baumann of Germany.
As Inner City Press previously reported, Pollard had declared herself the poster child of Ban's “mobility” policy, to only hold the same post -- or was it duty station? -- for five years.
No matter that, for example, Robert Serry has said on television he's been in his post six years. Pollard has made a lateral move, and Baumann's next move is not yet clear.
What does DGACM do? As a sample, Inner City Press has already exclusively received a number of complaints about a meeting held by DGACM chief Tegegnework Gettu, also on July 31. According to sources, Gettu used the meeting to tell staff how well he is doing, how objective he is, that he has no personal agenda. (Click herefor previously Inner City Press report.)
But when he opened the floor, the first staff member who dared make a suggestion -- that verbatim is now nearly identical to translation -- was cut off and told that his was only a personal opinion.
A female staffer who made a criticism was told by Gettu to not be “emotional.” Eventually Gettu was telling the assembled staff that the UN “is good” and “if you don't like it, walk away.”
In fact, it was in DGACM that the staff member elected vice president of the Staff Union in December was terminated -- Gettu says he didn't re-apply for a job so he clearly didn't need one -- and it was in DGACM that staff members were subjected to bed bugs, among other things, in the Albano Building.
On July 31, the sources exclusively tell Inner City Press that Gettu told DGACM staff that they may remain in the Albano Building on 46th Street until 2017 when, he says, the UN may have a “DC5” building, proposed to be built on the Robert Moses playground south of 42nd Street. Click here for Inner City Press story.
There are many hardworking staff in DGACM, and even some in management may mean well.
But the type of self-serving speechifying at staff described to Inner City Press by sources on July 31 is indicative of the same UN which, for example among the press, evicted the News Agency of Nigeria from its work area claiming a lack of space while giving a large room to its favored UN Censorship Alliance (UNCA) -- which now says it will leave the room empty and locked from August 1 to August 19. We and the new Free UN Coalition for Access will have more on this. We'll have more on this.

At UN, As Pollard Flips to DGACM, Gettu Calls Female Critic “Emotional," Sources Complain to Inner City Press

By Matthew Russell Lee, Exclusive

UNITED NATIONS, July 31 -- In the UN's ongoing game of musical chairs, on July 31 Secretary General Ban Ki-moon announced he is shifting Catherine Pollard from the Office of Human Resources Management over to become Assistant Secretary-General for General Assembly and Conference Management (DGACM), replacing Franz Baumann of Germany.

As Inner City Press previously reported, Pollard had declared herself the poster child of Ban's “mobility” policy, to only hold the same post -- or was it duty station? -- for five years.

After Staff No Confidence in Ban, Graisse Can't Get a Meeting, Gettu in Wings

By Matthew Russell Lee
UNITED NATIONS, April 4 -- Fifty days after the UN Staff Union voted “no confidence” in Secretary General Ban Ki-moon, Ban's outgoing chief of the Department of General Assembly and Conference Management Jean-Jacques Graisse can't even get a meeting with his staff.
On March 28, Graisse wrote to Staff Union leaders as well as Ban officials Susana Malcorra, Catherine Pollard and Franz Baumann, asking for an “emergency” meeting on April 3. He said it concerned the “force majeure” event of Hurricane Sandy, which allowed the UN to move on plans to kill off publishing jobs.
On April 2, Graisse's office asked, “May we propose to meet for an emergency DGACM staff-management consultation on Friday, 5th April, from 10 to 12 in the morning, in room S-1517, to discuss the current temporary situation resulting from the impact of storm Sandy with regards to the Publishing Section staff? Our invitation to President of the Staff Union to participate in the meeting if she finds it acceptable and useful remains open.”
After some back and forth, he was told that some in the Union, due to the no confidence vote of January 24, would decline to meet with him. And this turned out to be true:
As stated previously we intend to abide by the vote of no confidence taken by the EGM of the staff. It will be up to the staff to mandate us to meet with the management.
Just to remind all of our fellow DGACM we initiated a dialogue with Mr. Graisse when he first came subsequent to that meeting and the subsequent meeting that included Mr. Baumann, we went back and forth on the issue of the meeting record being falsified and our position being misrepresented. Despite repeated attempts to have this corrected by them and their refusal, this matter is now before MEU. The illegal actions by Mr. Baumann to restructure the Publishing Section without mandate and the pretext of a vague plan in an Annex of a budget proposal was the subject of tribunal orders of Suspension of Action and Interim Relief. To remind you, the Tribunal in Order No. 77 (NY/2013) of 27 March 2013 "order[ed] the Respondent to suspend the implementation of the decision to conduct a recruitment exercise via Inspira, or by any other means whatsoever, for 19 new posts in the Publishing Section, DGACM, for a period of 60 days from the date of this Order or pending a final determination of the substantive merits of the application, if sooner, or until such further Order as may be deemed appropriate by the Tribunal".
It is our position that DGACM has continually acted without regard to any mandates, rules, or staff rights. Let us not waste anymore time meeting with a management in which the staff has no confidence and continue to show bad faith to us. In calling for the meeting, Mr. Graisse stated that "[t]he urgency is dictated by the fact that a number of PS staff currently have no meaningful work assignments - a situation unacceptable to them as well to the management and Member States." This is not a cause for staff-management consultation, but an indictment of the incompetency and failure of the management of DGACM.
The DGACM management must show that it is sincere in establishing proper relations or willing to mend their ways and work to rebuilding trust and the confidence of the staff. Regrettably, I don't see this happening with the DGACM management of Mr. Graisse, Mr. Baumann, Mr. Olafsson, Ms. Chiulli, Mr. Nanadoe and Mr. Shpiniov.
And there you have it. But will it be different with Graisse replaced by Gettu? There's talk of businesses in Addis. Meanwhile Ban himself has been in San Marina, Andorra and Monaco.
Ban USG for Peacekeeping Herve Ladsous openly refuses to answer Press questions about spreading cholera and rapes by the UN's partners.
Ban's Department of Public Information raided the Press' office, while the president of the UN's Censorship Alliance Pam Falk of CBS took photos. Now DPI won't even give the names of those allowed by it to enter. So it goes at the UN. Watch this site.

At UN, As Ban Ki-moon Gives DGACM to Gettu of Ethiopia, Echo of Addis Grab at UNDP

By Matthew Russell Lee
UNITED NATIONS, March 27 -- The day after Tegegnework Gettu of Ethiopia was given the top job at the UN Department of General Assembly and Conference Management, some of the reviews among even African diplomats were less than positive.
A representative of another large African country complained to Inner City Press, “Under Gettu, UNDP moved so many of its operations on the Continent to Addis.” Another agreed, but shrugged. To the victors go the spoils.
Inner City Press covered Gettu when he was chief of staff to UNDP Administrative Kemal Dervis. There was the stonewalling about irregularities in the North Korean program of UNDP.
Later Inner City Press was complained to by Mathieu Koumoin about diversion of funds from Africa to European companies by the UNDP Global Environment Program; Gettu apparently did nothing with the complaint. But would he now?
On the other hand, Secretary General Ban Ki-moon is described as “cheap with USG spots” for Africa. He made Maged Abdelaziz of Egypt his Special Adviser on Africa and many say it's, diplomatically, a hard transition. How will Gettu do? Watch this site.
