On Rwanda Genocide UN Tries To UNremember Its Role Like SG Guterres In Cameroon This Year

UNITED NATIONS GATE, April 7 – On the solemn 25th anniversary of the beginning of the Rwanda genocide against the Tutsis of 1994, the United Nations of Secretary General Antonio Guterres and his head of communications Alison Smale has hit a new low. Not only has Guterres in for example Cameroon demonstrated the unchanged nature of UN collusion with some mass killings - he and Smale have sought to blur and unremember the UN's role in Rwanda, and now in Cameroon. 

  In a 7 April 2019 piece by UN News Centre which Smale runs for Guterres, there is no mention of UN Peacekeepers standing up and pulling out amid the 1993 and 1994 killings, nor of some UN staff helping the genocidaires, with radios and white 4 by 4 vehicles. Instead the piece present the UN as a poster child of reconciliation and turns the intra-Rwanda genocide into a lesson about migration. Here is the piece, which is a new low for the UN.

  Blathering at yet another international conference, Guterres' fig leaf Deputy Amina J. Mohammed on April 6 praised Kofi Annan with no mention of his admitted role in not passing on information about the Rwanda Habyarinama regime stockpiling machetes for the killings. 

  The UN is trying to erase its culpability - and as one part of it, has had roughed up and banned now for 277 days and counting the Press that has asked Guterres about it.

Inner City Press on 5 July 2018 was banned from entering the UN, the day after it filed a criminal complaint against UN Security for physically removing it from covering the meeting about the UN Secretary General Antonio Guterres' $6.7 billion peacekeeping budget, as witnessed and essentially cheered on by senior UN official Christian Saunders, tearing its reporter's shirt, painfully and intentionally twisting his arm and slamming shut and damaging his laptop. On August 17, Guterres' Global Communicator Alison Smale issued a letter banning Inner City Press from the UN - for life. With no due process. Smale said, again, that the UN would answer Press questions to the Spokesman Stephane Dujarric and his Office; Dujarric said the same on camera. On April 4 more than two hours before the UN noonbriefing Inner City Press submitted 69questions"There are more than 400+ questions UNanswered. No answers on March 1 - 27 (!) And now April 13-5. No answers at all during those four days of the US v Ho trial showing corruption in the UN says it all. This ban is just censorship - and Inner City Press must be allowed back into the noon briefing to ask its questions in person and follow up on them.  

April 3-5: On Cameroon and freedom of expression, what is the SG's comment and action if any on that "popular makossa icon Longkana Ango Simon aka Longue Longue was on Tuesday arrested in Douala by security forces, sources have said. Sources say Longue Longue was arrested at a hotel in Douala before he was ferried to the Judicial Police in Bonanjo for questioning.  Though no reeason has been advanced for his arrest, sources say it could be connected to a recent video the artist published on social media criticising the regime in place.  In the video released last week, the artist claimed the detained leader of the Cameroon Renaissance Movement Maurice Kamto had won the October 7 Presidential election but did not provide proofs to back his claims up.  He accused incumbent Paul Biya of stealing Kamto’s challenging the regime to organise elections city by city and Kamto will emerge winner.  He described Maurice Kamto’s arrest and detention as politically motivated"? What is each of yours - particularly the SG's - response to the letter written and sent by Burundi activist Manisha Lievin? AGAIN, immediately explain how it is legitimate to ban from enter into the UN the media that has been asking about these and other questions, with no hearing or appeal.

April 4-1: On Myanmar and the Rohingya, what is the SG's comment and action on that in a valley in Buthidaung township, near a village that was home to Rohingya Muslim families.  “A military airstrike killed five people, including one of our villagers, at around 4 pm yesterday,” Zaw Kir Ahmed, a community leader from Kin Taung village said?  

April 4-2: On UN bribery and censorship, what now is the SG's comment and response to the April 3article in Serbia about CEFC which Mr Guterres has refused to audit - and about his refusal to answer, and censorship of Press "Gutereš had and had his own financial link with the CEFC, through the Gulbenkian Foundation. On the orders of Guteres, on June 22 and July 3, 2018, the security came to me, and I was banned from reporting from the UN. In fact, Gutereš took advantage of his security from the UN to distance me from his speech at the Park East Synagogue, and recently physically stopped me while he entered the mosque in 96th Street"  and now this  "Patrick Ho, a businessman who was sentenced to three years in prison for his role in the world's corrupting affair, claims investigative journalist Matthew Russell Li in the documentary "Hong Kong Connection, Patrick Ho's List." Li, in a documentary broadcast on the Hong Kong Radio-Television portal, revealed Jeremic's role in this affair, a tens of millions of dollars, as well as his private dilutes, which he made while serving as the chairman of the United Nations General Assembly.  - Jeremic's testimony at the Ho trial was problematic because he turned out to be working for "CEFC Energy" (a Chinese conglomerate led by Ho, prim. Aut.) While serving as the chairman of the UN General Assembly. He took their money, exchanged e-mails with them ... He did many things. It is surprising to me that the focus of the prosecution was at Ho. The prosecutors used his testimony to show how Ho established a relationship, and in fact what Jeremic was doing might be worse for the public - Li said.  Investigative reporters also uncovered the flows of money flowing to Jeremic's accounts. Hoov CEFC paid Jeremic as a consultant a total of $ 5.3 million. It turns out that some companies that paid this money are completely phantom, because they do not exist at the registered addresses at all."  As always, what is the process of appealing or getting a hearing on the now 274 day ban amid this questions, or process to reapply which was denied summarily on 2 January 2019? How is this not censorship?)  and the translated 22 minute documentary about Patrick Ho and CEFC's bribes through the UN including Mr. Guterres' refusal to answer Inner City Press' question on it on 5 December 2018, and that Inner City Press for allegedly not complying with interview "rules" has been disqualified from reporting within the UN?  Again, the  sentencing memorandum includes quotes from his e-mails regarding aiming to violate sanctions and deal in arms not only to Chad but also South Sudan, Libya & Qatar. What is the SG's comment and action? Again, why has no audit even been begun of CEFC, at least like the one Mr. Guterres' predecessor did of Ng Lap Seng's Sun Kian Ip Foundation? Why did Mr Guterres omit payments from Gulbenkian Foundation, which sought to sell its oil company Partex to CEFC China Energy, from his public financial disclosure covering 2016? Where are the more recent public financial disclosures - has Mr. Guterres ended that program? Why?  

April 4-3: Also on China, what is the SG's comment and action if any on that a prominent Chinese human rights lawyer said he was blocked on vague national security grounds from leaving the country to participate in a U.S. State Department-sponsored studies program.  Chen Jiangang said he was pulled aside Monday at Beijing airport and told by a customs agent that he was forbidden to leave but he was given no detailed reasons or a written explanation.    
April 4-4: On Zimbabwe, what is the SG's comment and action if any on that 400 people have been jailed for the violence that rocked the country in January this year.  The violence was triggered by President Emmerson Mnangagwa’s decision to announce a 150% fuel price hike that had a domino effect on prices of basic goods and services.  Labour federation, the Zimbabwe Congress of Trade Unions (ZCTU) reacted by calling for a stay-away that turned into an orgy of violence bringing business to a halt for close to a week.  Authorities announced 1 000 people including children had been arrested for the riots that forced Mnangagwa to deploy the army. Live ammunition was used with civil society and human rights groups claiming some 17 people had been killed while dozens were left with gunshot wounds amid claims of rape by the army. 
 
April 3-1: On Indonesia, what is the SG's comment and action if any on that "military operations conducted by the Indonesian Military (TNI) in Nduga regency, Papua, in the past few months have led to various human rights violations?

April 3-3: On UN sexual abuse and exploitation, please immediately provide all if-asked further information about the allegations put online on March 28 when there was no noon briefing, regarding Burundi and Republic of Congo peacekeepers and still the Cameroon troops' rape allegations you have not provide any further information on?

March 25-5: On your / Spokesperson Dujarric's recent podcast interview, please immediately explain what was meant by a relationship with journalists of "mutually assured destruction" - and why the podcast links are mostly 404/no longer online.  

March 25-8: On the SG's March 22 appearance on 96th Street, please immediately provide the name of the UN DSS officer who spoke to NYPD on 96th Street to get them to restraint in advance Inner City Press while UN Photo and others like AP walked freely, the basis for this censorship and any and all records regarding it.

UNSG Guterres Tried To Have Press Thrown Out of Park East Synagogue Now Alison Smale Sergei Dreznin Tanguy Stehelin

NYC PARK EAST SYNAGOGUE, January 26 – In the wake of the murders at the Tree of Life Synagogue in Pittsburgh, Inner City Press on 2 November 2018 went to cover a memorial event at Manhattan's Park East Synagogue. As it stood in line with others to be screened, the UN Security detail of UN Secretary General Antonio Guterres, one of the speakers, pointed out Inner City Press. One heard audibly into the microphone in his ear, "He's going in." But once in, Inner City Press was told to go up to the balcony with the rest of the media including photographers. It was setting up its recording equipment when a non-UN security man told it to follow up. In the basement he said, "Go," opening a door out to 67th Street. Inner City Press asked why. Audio here. On January 26, as the scene of the censorship, there was Guterres and adviser from the French Mission to the UN Tanguy Stehelin. On the first floor in VIP seating was the pianist husband of Guterres' Global Censor Sergei Dreznin, with Smale presumably upstairs. The ceremony was moving - but these UN censors are disgusting, Dreznin when we last covered him, before being roughed up by Guterres' Security, told Inner City Press to dress better and be polite Smale or face consequences. Stehelin seems a nice enough person but he has stood by and supported censorship, and his boss' support of Paul Biya's slaughter of Anglophones in Cameroon. Ironically, given Guterres' actual record in Cameroon and elsewhere, the topic on January 26 was Genocide. Smale said she would take "under advisement" the ban on Inner City Press she caused - but nothing. Her promise including to UNSR David Kaye that written questions would be answered has not been complied with in more than two weeks. We'll have more on this.  But to the Park East Synagogue's credit, when Inner City Press went on January 26, 2019 to cover Guterres' speech, it was allowed in, seated with Synagogue members who whispered that perhaps things are not as good with the UN as was being said from up front. Rabbi Arthur Schneier, who had moving stories of the Holocaust, lavished praise on the UN while some in the audience squirmed. Troublingly, Guterres was presented as for never again - while he has stood by, even taken a golden statue and UN Budget Committee favors from for example Cameroon's 36-year ruler Paul Biya, killing Anglophones at will. Those in the sanctuary seemed open to looking for trust and we trust they will. We'll have more on this. After asking Guterres spokesman Stephane Dujarric in writing to explain this, without any answer, on November 2 Inner City Press asked Dujarric the question as he emerged with three others from an expensive lunch in the Aretsky's Patroon restaurant and rooftop bar near the UN. Dujarric didn't answer by what authority Guterres had tried to get Park East Synagogue to throw Inner City Press - not much respect for the religious institution and its integrity in that attempt - but instead said twice that ultimately the attempt was  not successful and that Inner City Press attended. No thanks to the UN or Guterres. Now for January 26 Guterres just back from a junket to Switzerland says he will go to Park East Synagogue again, during a UN Security Council meeting on Venezuela. His spokes- / hatchetman Stephane Dujarric, or perhaps just Farhan Haq, said, "Saturday, 26 January In the morning, the Secretary-General will attend the Park East Synagogue in Manhattan for a ceremony marking the International Day of Commemoration in Memory of the Victims of the Holocaust. He is expected to express his alarm at rising anti-Semitism, the proliferation of neo-Nazi groups and growing discrimination against minorities, migrants, refugees and others." In the interim Guterres has told UN staff in a closed door meeting whistleblowers leaked video to Inner City Press from that human rights questions to governments are impolite and arrogant. This is a sell out of the UN. And censoring the Press is the newest low. We'll have more on this.

The evening before Inner City Press similarly asked the Deputy Director of the Committee to Protect Journalists Robert Mahoney about Guterres' attempted censorship at the synagogue and Mohoney said he hadn't heard of that. Well, now he and CPJ have. Broadway video here.

Back on October 31 the Synagogue's security man reached over and turn off Inner City Press' recorder. Ultimately when Inner City Press demonstrated what it writes and streams about, the office -- Shay Amir, head of security - allowed Inner City Press back to the balcony. Hours later, the UN refused to answer this question, and one on the missionary killed by Cameroon, while send a single canned answer on Sri Lanka. Also at the event were, among others, Bronx congressman Engel, US Deputy Ambassador David Cohen, Israel's Danny Danon. Guterres has yet to speak or have his spokesman Stephane Dujarric answer Inner City Press' question about Cameroon killing missionary Charles Wesco, despite promises by UN USG Alison Smale to UNSR David Kaye that questions would be answered. What has the UN become, under Guterres?


The UN maintains a secret list of people banned from entering its premises. On October 24 while barring Inner City Press from events on Burundi, Syria and Cameroon, UN Security Inspector Matthew Sullivan said the list would not be provided to Inner City Press as it is an "internal document." He returned to brag that the UN spoke with and even affirmatively called NYPD - the NY Police Department to which Inner City Press directed a Freedom of Information Law request about their knowledge of and collusion with the UN's barred list -- presumably to hinder the release of any information, or to retalate. Video here. Things are getting worse and worse at Antonio Guterres' UN. Inner City Press has appealed to both the Mayor's Office including International Affairs' Penny Abeywardena and to NYPD, through the OpenRecords portal it like all New Yorkers is directed to, thusly: "As a journalist banned even today from the UN - told that I am on the no due process "barred" list that is one of the subjects of this FOIL request I requested and am requesting expedited processing of -
Today UN Security Inspector Matthew Sullivan in barring me from events on Burundi and Syria said that the UN was called by and called the New York City government, presumably about this request and to impede or delay any response. He called the UN barred list an "internal document." This is contrary to US Constitutional (and international human) rights - but the purpose of this interim appeal is in this new light to demand expedited response of all records in your possession about this list, to avoid or mitigate collusion in the violation of an American (and New York) journalist's First Amendment rights. For your information, and in support of this appeal, UN Inspector Sullivan bragging about impeding this FOIL request is now online here. Please confirm receipt, respond to this appeal and provide the responsive documents asap. -Matthew Lee, Inner City Press." In further Kafka-esque response, while the NYPD response said to that portal "to view additional information and take any necessary action," now NYPD's Records Access Officer Richard Mantellino says "Please be advised that this email cannot accept FOIL requests and/or respond to inquiries or matters related to such." So who should we ask - the UN's Matthew Sullivan? Antonio Guterres? Watch this site? Even the Security officers who enforce the ban are not told the reason why a person is on the list: whether it was for actual violence, or writing articles questioning the Secretary General Antonio Guterres' misuse of public funds, for example. One told Inner City Press the secret list includes "demonstrators" and "political activists," audio here. Since the City of New York works with the UN including this banned list which includes New York City journalists, Inner City Press in mid October 2018 submitted a request under the Freedom of Information Law - but the Office of Mayor Bill de Blasio and his Mayor's Office of International Affairs under Penny Abeywardena are trying to delay response for SIX MONTHS until April 2019. Here is the request: "On behalf of Inner City Press and in my personal capacity this is a request under FOIL for all records in the possession of the NYC Office of the Mayor including the Mayor’s Office for International Affairs (MOIA; collectively OOM) regarding the exclusion of persons in the last three years from premises of the United Nations, in and around First Avenue and 42-48th Streets in Manhattan, including of NYC residents including journalists. This is also a request for all records in the same time period of the review, suspension or revocation of pistol permits for any UN personnel including but not limited to UN Department of Safety and Security personnel and the grounds therefore. To assist you in identifying and producing the responsive records on an expedited basis, I personally was physically ousted from the UN by UN DSS Lieutenant Ronald Dobbins and another unnamed on 3 July 2018 as I staked out and covered, as a journalist, the UN Budget Committee meetings. On 4 July 2018 I filed a report at the NYPD's 17th Precinct, despite being told - erroneously I now believe, including based on how my First Amendment rights have been impacted - that all UN personnel have total immunity. On 5 July 2018 when I went to the UN to continue my work as a journalist I was told I am “banned.” I have since been told that the UN has a “current and active barred notice” against me, that there is a banned list that includes “demonstrators” and “political activists.” I am still banned today, after 104 days. This request includes but is not limited to all records related to the above, related to any knowledge by OOM including MOIA of any UN “banned” list and how it is compiled, and what due process protections if any are in place, etc. Also any knowledge by OOM including MOIA of any disciplinary measures taken against UN Security officers or other personnel, at least for the past three years. I am also requesting any record in your possession referring to "Inner City Press" for the past ten years, with the past three years to be provided on an expedited basis. I am requesting expedited process and a waiver of fees - Inner City Press is a non profit news organization that educated the public about the operations of government(s) and routinely receives fee waivers from agencies at the Federal, state and local level." And here is the response, to which we are preparing an appeal: "The Mayor's Office (OOM) has acknowledged your FOIL request... You can expect a response on or about Friday, April 26, 2019.

Additional Information:
Due to the volume of requests that we have received, we now estimate that we will be able to provide you with a response on or before the above date." Disgusting. We will have more on this.

  Guterres or apparently his head of Global Communications Alison Smale, if only as a proxy, can put a journalist on the list without any review, any notice, any appeal. It is a dictator's dream come true.
   Inner City Press was physically ousted twice by Guterres' UN Security this summer as it reported on his now-15 flights to his home in Lisbon with public funds, his trading away of Cameroon human rights abuses for favors in the Budget Committee, and now his son Pedro's undisclosed business links in Africa. Smale on August 17, without once speaking to me covering the UN for Inner City Press for 11 years, withdrew my media accreditation.
  But it's gone further than that. For example, on October 11 I showed up for a film screening about sex trafficking, “Love Sonia,” to which I had been invited by the UN Office of Drugs and Crimes. UNODC's New York director personally put me on the list for a post screening reception and came and met me and took me to the UN gate to sign me in, since my ticket - which she said she'd seen - mysteriously disappeared.
  UN Security refused to allow the NY director of UNODC to sign me in. “Even if he had a ticket we'd have to check,” one officer said. I was told that a supervisor would come out, and that UNODC would speak to them. But after one hour it never happened. Guterres' chief of staff Maria Luiza Viotti left the building and I audibly told her, I'm invited but I'm being blocked. She did not even break stride.
  The UN has given me nothing in writing that I am banned. Guterres' spokesman has stated it as a fact, without explanation or rationale, on October 9 and 11, while refusing to answer my e-mailed questions despite Smale's promise they would be answered to supposedly respect my "journalistic endeavours." 
   Another UN Security officer told me, No one is going to help you. You are on the list. I asked him, who else is on the list? He mentioned “demonstrators” and "political activists" and others. Audio here
  Tellingly, NOT on Guterres' banned list are those who pleaded guilty to UN bribery for example in the Ng Lap Seng - John Ashe case. They are not banned by Guterres, UNlike the journalist who most closely covered those convictions, and the current UN bribery case of Patrick Ho and the China Energy Fund Committee. Guterres is fine with bribery, but bans those who investigate and expose it.

On Cameroon UN Dieng Says Things "Under Control" Opposing Separatists Like Guterres Who Bans Press

UNITED NATIONS GATE, October 1 -- With Cameroon's 36-year ruler Paul Biya having imposed a curfew on the Anglophone regions a week before his planned re-election on October 7, now UN Secretary General Antonio Guterres' genocide adviser Adama Dieng has said "things seem to be under control." His belated and some say cynical call for an independent investigation of what he characterizes as "violence on both sides" with an emphasis on what he calls "separatists" is a continuation oa pro-Biya line adopted by Guterres since he took office, or since Cameroon took the chair of the UN Budget Committee. 

The BBC did not ask Dieng about this, nor about the UK's role including that of Ministers Harriett Baldwin and Alistair Burt and Minister Liam Fox bragged about UK-based New Age's natural gas contract with UK-based New Age. Guterres has had Inner City Press roughed up and banned from the UN as it asked him about this, including photo-journalism on him and Dieng, herenow prevented since 3 July 2018. Continuing its reporting from the sidewalk in front of the UN as it will until these policies and the ban are reversed, Inner City Press questioned Dieng who insisted that "separatists must not be encouraged." Guterres spokesman Stephane Dujarric on September 28 insisted the ban is not about Inner City Press' reporting or questions on Cameroon, Guterres' conflicts of interest and corruption, but "behavior" - while claiming to be answered Inner City Press' questions (largely false) and that the ban is not for life, while providing no road map to end it and resume UNcensored reporting. Video here. As the Cameroon government of 36 year President Paul Biya slaughters civilians in the Anglophone regions as well as in the North, it re-engaged Washington lobbying firm Squire Patton Boggs and Mercury Public Affairsdocuments show. The UN belatedly acknowledged to Inner City Press, which UN Secretary General Antonio Guterres had roughed up on July 3 right after it spoke to Cameroon's Ambassador Tommo Monthe and on August 17 declared banned for life from entering the UN that Guterres met with a Cameroon delegation on July 11. And they discussed, disturbingly, strategies to reduce negative coverage of Biya's killings, see below. Guterres' team is now refusing to answer basic questions from Inner City Press, such as on September 27, a day on which the briefing Inner City Press was banned from put only one question to spokesman StephanDujarric, Inner City Press submitted more in writing including "September 27-1: On Cameroon, beyond the unanswered questions below, what is the SG's comment and action on the multiple reports of seven young men just assassinated by the government in Buea?" The question has not been answered, despite Dujarric receiving only one other questions. Inner City Press has also asked: "September 24-1: On Cameroon, many in the country are expressing concern and some asking Inner City Press about UN vehicles recently photographed arriving in the port of Doula. Please immediately state UN's knowledge and explanation of these vehicles. Also, including because Cameroon was not mentioned in SG's AU read-out, please inform Inner City Press if and when the situation in North-West or South-West Cameroon comes up in any of the SG's meeting this week." Two days later, no answer - Guterres' silence and censorship continues. The next day Inner City Press asked this, also UNanswered a day later: "September 25-1: On Cameroon, beyond the UNanswered questions below, please state the UN's role(s) in the October 7 elections, and the SG's comment and action on doubts about voting and counting in the North-West and South-West (Anglophone) regions." Instead Guterres is doubling down on censoring, rebuffing even one of his own Special Representatives who urged him to stop banning Inner City Press - instead, even from an UNGA event on slavery and banks to which Inner City Press' RSVP had been accepted by a Mission and UNU, Guterres banned Inner City Press and his Deputy Amina J. Mohammed, when her office was called and written to, did nothing. Now an event on "UN human rights" - an oxymoron - looms, with no response from elsewhere in Guterres' network of censorship. This is corruption. Now Biya's government is raising the specter of Anglophones, or as the UN of Guterres seems tosay, secessionists, in the capital Yaounde. And the UN says nothing, refusing to answer even the simplest of questions from Inner City Press which Guterres had roughed up and banned from the UN for 80 days now, on September 21 to be prevented from questioning Geoffrey Onyeama the foreign minister of Nigeria which engaged in the illegal refoulement Guterres supposedly cared about, for 47 including Ayuk Tabe. For nowhere were Inner City Press' questions, and his answers, last UNGA High Level week before Guterres got even worse than he was then. On September 19 in a briefing Inner City Press was prohibited from attending, Guterres' special adviser on the prevention of genocide Adama Dieng said, as to Cameroon, that nothing must be done to encourage secession - a position that while Guterres' goes beyond what is supposed to be Dieng's focus, preventing the killing of people based on ethnicity or, here, language. As luck would have it, Inner City Press while conducting its daily sidewalk interviews at the UN Delegates' Entrance gate on September 20 asked Dieng why he'd done beyond his mandate. Then, still in the morning, Inner City Press asked Guterres' spokesman Stephane Dujarric, who USG Alison Smale said would be answering writting questions, this: "September 20-3: On Cameroon, please confirm that the SG's adviser Dieng is seeking to visit the country and explain both how it is within his mandate to speak, as he did yesterday in the briefing like today's by the SG I am banned from, in opposition to any encouragement of secession and how the SG thinks this position is a legitimate one for the UN and separately how it could play a role if it has already said what the outcome should be." Where are the "positive steps" the UK Mission's Karen Pierceasserted this week to Inner City Press across the street from the UN, from which British USG Alison Smale has banned Inner City Press for 66 days with assists?  Things have reportedly reached the point that in Lebialem Division in the South West region officials have de factoseparated the country by instituting an ‘Access Card’ from locals fleeing insecurity in the division. One needs to pay FCFA 20, 000 for the 'Laissez passer' to cross over." After Guterres did nothing, in order to try to get Cameroon's support as chair of UN Budget Committee, and after again refusing Inner City Press' questions on August 31,video here, is now in China which is arming Biya. Now with Guterres'spokesman Stephane Dujarric cutting off question and saying Guterres' ban of Inner City Press is "settled" and that it cannot enter to cover the General Assembly high level week where last year Guterres greeted Paul Biya, Guterres is headed to China September 1-4. And here's from China state media: "In March, Cameroonian President Paul Biya was the first African leader to visit China this year. It was the sixth trip to China by the president. Fruitful deals from FOCAC Beijing summit can significantly revamp the country's economy," Mpoche said. "That is why, I think the Belt and Road Initiative is laudable."
According to the Cartel of Cameroon Entrepreneurs, known in its French acronym as GICAM, close to 100 Cameroonian businessmen will visit China on the sidelines of the Beijing summit, scheduled for early September. The businessmen traveling to China intend to seize the opportunity and sign deals with Chinese private companies to "boost our cooperation and create more jobs for the youths back home," said Magloire, the rapporteur at Cameroon's Ministry of Economy and Finance."  The article makes no mention of Southern Cameroons and Biya's killings - nor, apparently, will Guterres. We'll have more on this.Here are questions Guterres and his spokesman, contrary to the promise of evicter Alison Smale, has left UNanswered: "August 27-6: August 22-3: On Cameroon, your belated July 11 read out does not answer the questions Inner City Press has asked. n August 26, in Nigeria those Anglophones displaced by Biya's killings, covered up and support by Antonio "Mr. Refugees" Guterres simply so he could try to get Cameroon Ambassador Tommo Monthe's support for his power grab reform proposals, are called "invaders." But still when they are interviewed some truth emerges: "one of the refugee, Polycarp Ande who fled from Furawa Sub-division into Fikyu village alleged that Cameroonian soldiers led the ethnic cleansing of their people. According to him, hunger, elusive health care, lack of shelter and idleness were major challenges, which he noted has in turn had ripple effect on their host community, who are predominantly low scale farmers. He explained that the villagers and churches has been feeding them, and expressed worry over their increasing numbers amidst meager resources. “Some of our brothers who went back to see how the situation was in our villages keep running back as the onslaught is still going on. ” As at last Saturday, over 15 of our people came into Kpambo-piri in Ussa and more people keep coming into Nigeria every week. “Our children are the most affected because they can’t go to school and we want the government of Nigeria and the world to come to our aid." In his meetings with the authorities, he discussed the situation in the country in the lead-up to the 7 October presidential election, as well as humanitarian assistance to those in urgent need.
Meanwhile, the UN continues capacity-building activities, as well as voter education targeting the media and civil society in close cooperation with ELECAM ahead of the elections, and will continue to closely monitor the situation." The UN's no due process "investigation" of Inner City Press with the outcome pre-determined puts the first response into context, as does the government memodescribing Guterres that the UN won't respond to.    Guterres' Global Communicator Alison Smale's August 17 letter banning Inner City Press, on which she took 45 days to try to phrase censorship in terms of "professionalism," states that Inner City Press' questioning broadcasts on Periscope, for then 45 days at the gate outside the UN, are derogatory and even somehow dangerous.Dangerous to the cover up of Biya's killings, perhaps, and those who play a role in it. Relatedly, Google's YouTube de-monetized Inner City Press' video of questioning Guterres' Deputy Spokesman Farhan Haq about Cameroon's lobbying contracts, saying the video was not appropriate for all advertisers.   So the coverage that UK national Alison Smale unilaterally asserts is so derogatory and dangerous as to be part of her Orwellian justification of a lifetime ban of Inner City Press is found by a party not named, as Smale is, in the video to be "suitable for all adversers." You can see it here. -- it already has 2000 views, more that the entire audience of some of those "professional" correspondents to whom Guterres and Smale 
give UN offices and full access. Alison Smale, and Guterres, are censors pure and simple, particularly onGuterres' shameful role in Cameroon. In a single sentence, Guterres stayed quiet on and helped cover up Paul Biya's killings of Anglophones in Cameroon because Guterres wanted the bureaucratic support of Cameroon's Ambassador Tommo Monthe, the chair of the UN Budget Committee, for his proposal some of which didn't even get enacted. Shameful, as is the lifetime ban. Guterres said he "will contact reasonable people" and "counter the daily press briefs." Now as Guterres marks "World Humanitarian Day" in the UN General Assembly lobby he had Inner City Press pushed out of on June 22 during an event in which he gave a speech bragging about fastingin Mali, with Inner City Press banned from entering his UN of the 45th day in a row. Promoting his event, Guterres' envoy Ursula Mueller - who when she visited Cameroon in February 2018 didn't even bother going to the Anglophone areas, while praising Biya - tweeted the Civilians are #NotATarget hashtag. But what has Team Guterres done, in Cameroon, desperate as Guterres was to get and keep the bureaucratic support of Budget Committee chair Tommo MontheCameroon's long serving ambassador to the UN? That's not what the Cameroonians say about the meeting -- they quote Guterres that the ("Anglo-Saxon") media is unfair to Paul Biya's Cameroun and that he, Guterres, will help them in the "propaganda campaign." Guterres said he "will contact reasonable people" and "counter the daily press briefs." So Guterres' spokesmen have four times declined to address or deny this.
  Now documents show that on 1 August 2018, after this meeting with Guterres, Cameroon's government through a company called TopCom SA based in Yaounde has contracted for $100,000 a month a US P.R. firm, Mercury Public Affairs based at 200 Varrick Street in Manhattan, to get it better publicity and lobby. (Mercury is embroiled in the Manafort case regarding Ukraine.) Are these the "reasonable people" Guterres told Cameroon's other lobbyists he would contact?

The Delegation was helped in the organization of audiences by the Cameroon Permanent Representative to the United Nations, H.E TOMMO MONTHE. At each audience, we presented the historical background of the socio-political crisis in the North West and South West Regions of Cameroon. We also briefed our hosts on the current situation in the two Regions, and explained the measures taken by the Government to address the crisis.

We insisted that it was an internal crisis for which the Government had mobilized all necessary security, political, social and humanitarian means for its management. We presented the Government Emergency Humanitarian Plan and stated our Government’s expectations from the UNO and the members of the Security Council.

For the SG/UN:
Cameroon is a very important and strategic Country,
We have a very wise and intelligent leader,
There is a pattern of inevitable problems when there is a linguistic minority,
The strategy of radical groups has always been to provoke, then show the world what the army is doing,
The global media is Anglo-Saxon dominated, so that there is a campaign to show that the English-speaking minority is being maltreated,
We are losing the international propaganda campaign, but he is willing to help. He will contact reasonable people,
Cameroon should however counter the daily press briefs" --

  And Guterres has Inner City Press banned from the UN's daily noon press briefing, and refuses to answer written questions about these meetings. Meanwhile, Guterres for a year sought to ingratiate himself to Biya's Ambassador Tommo Monthe, UN Budget Committee chair whose bureaucratic help Guterres wanted for example for his ill-gated Global Service Delivery Mechanism plan to move UN jobs from Geneva to Budapest, from New York to Mexico City, and from Entebbe, Uganda to Kenya. We'll have more, much more, on this. 

  On August 10, with Inner City Press banned from entering the UN for the 38th day by UN Secretary General Antonio Guterres, the DutchMission to the UN and HRW started bragging about a UN Security Council Presidential Statement which they said embodied deep concernAt first banned Inner City Press, thanks to Guterres who took Biya's golden statue in October 2017, couldn't even see the Statement: it was not on the Security Council'swebsite now run by the (Dutch) husband of thechief of staff of the UN Department of Political Affairs' Rosemary DiCarlo, and was not emailed out to those not (allowed) in the UN. But by mid afternoon it came out: and it was just a single line, about the "worrying increase in violence in the north-west and south-west regions of Cameroon.Why did Human Rights Watch make so much of this, after earlier this year telling Inner City Press - before Antonio"Golden Statue" Guterres banned it from the UN - that HRW omitted Cameroon from its 2018 World Report because it didn't view it as a top-90 problem? That's here. No answer on this, nor on August 10, when Guterres' Deputy Spokesman Haq answered past question from August 6, on using and paying for Biya's troops: "Regarding your earlier Cameroon question, here’s what we have for you: "August 6-1: On Cameroon, important and not answered - please immediately confirm and explain: “A 295-strong Cameroonian contingent including four doctors, will be deployed in the intervening weeks to the Central African Republic (CAR).They will be part of the United Nations Multidimensional Integrated Mission for the Stabilization of CAR (MINUSCA), ministry of Defense sources in Cameroon disclosed on Thursday.” Given not only this military's torching of villages in the Anglophone areas but summary executions, why is the UN accepting this deployment at this time? How much of the money goes to / stays with the Biya government? What vetting has been done? Does the UN know the identity of the Cameroon soldiers recently shown killing women and children? What assurance does the UN have these soldiers will not “serve” the UN in CAR?"

The 295-strong Cameroonian contingent referred into in the article is not a new deployment. It is in fact a rotation of two Cameroonian Formed Police Units (FPUs) already deployed in MINUSCA.

In this specific case, the two Cameroonian FPUs will finish their tour of duty by mid-September, will substitute them. As per established procedures, all FPU personnel undergo extensive pre-deployment training to ensure they understand the rules, regulations and, standards and values expected of personnel deployed to UN operations, including respect for human rights.

With regard to the vetting process, the Policy on Human Rights Screening of United Nations Personnel places primary responsibility on Member States to ensure that the personnel they appoint for deployment have not been involved in violations. All countries contributing uniformed personnel to UN peacekeeping operations have primary responsibility for screening individuals and for ensuring that personnel they nominate for service have not been involved, by act or omission, in violations of international humanitarian law or human rights law, and have not been repatriated on disciplinary grounds from a UN operation. Contributing countries have to provide a certification to that effect when they nominate personnel for deployment.

The Policy thus sets forth procedures to strengthen the ability of the United Nations to ensure that its personnel meet the highest standards of efficiency, competence and integrity, and to promote and encourage respect for human rights, in accordance with the United Nations Charter. These procedures have notably led to strengthen pre-deployment screening and certification by contributing countries.

On your question regarding payment, countries contributing uniformed personnel to peacekeeping operations are reimbursed by the UN at a standard rate, approved by the General Assembly, of US$1,428 per person per month."
After Guterres remained disturbingly quiet about Biya's killing for a full year, when Cameroon was the chair of the Budget Committee whose support Guterres wanted for his proposal like moving jobs from Geneva to Budapest, New York to Mexico City, Entebbe to Kenya? Name the ministers Amb Pierce met with on July 11.

State whether Amb Pierce or anyone else at the UK mission was aware this this Biya administration "tour" July 11-20 was stage managed by DC-based lobbying firm Patton Boggs (reflected on documents Inner City Press has this morning published), including US ex-Amb Frank Wisner.

  State whether any non-Cameroonians were present at the July 11 meeting and if so, who they were.

state whether Amb Pierce has had any meetings with Cameroonian opposition or Federalists or separatists, and if not, why not.
