Man From Ecuador Deemed Incompetent Under NYPL 730 Is Detained by ICE So Files Habeas by Matthew Russell Lee, Patreon Book Substack SDNY COURTHOUSE, July 29 – A man from Ecuador who worked in a plastic bag factory in US and now has dementia has been detained by ICE. On July 28 he filed a habeas corpus petition in the U.S. District Court for the Southern District of New York, where Inner City Press found it.    The petition states that the petitioner, going by the pseudonym A.O.C., fears any return to El Salvador - perhaps this petition is based off another one. It says "A.O.C. was confused about where he was living and would return to the home he once shared with his estranged wife in violation of an order of protection. This behavior resulted in multiple arrests . In 2022, several charges were dismissed as the result of a NYPL 730.30 exam which found A.O.C. incompetent to proceed in his criminal case."  Now this.  On July 29 the case was assigned to Judge Katherine Polk Failla, who set a hearing mid August.  The case is A.O.C. v.
