Decayed UN of Guterres UNESCO Legal Post
Suffused in Corruption By Matthew
Russell Lee &

รข UNESCO,
like the whole
UN system
under Antonio
Guterres was
been
falling apart
in corruption
and fraud. Inner
City Press has
been reporting
on serious
malfeasance by
the French
Audrey Azoulay
administration
at UNESCO in
Paris, almost
as bad as
Antonio
Guterres'
corruption in
and of the UN
in New York. A
fish rots from
the head. The
UNESCO
corruption
series is now
more than 150
stories
long. This is a
new, legal (post)
story: Dear
Matthew
Russell Lee: The
latest episode
of interest
for you is
about the
selection and
appointment of
the new legal
advisor. The
level of
corruption
during this
process
astonished us
although we
are pretty
used to
corruption and
blatant
procedural
violations of
our rules and
policies.
While UNESCO
corruption
never ceases
to impress, we
truly hoped
the new DG
would ensure
integrity
around the
selection
process of key
positions.
Sadly it looks
like former
crooners of
Azoulay
continue to
ensure
continuity in
weakened
internal
controls and
that the new
legal advisor
operates in
the same
corrupt ways
that prevailed
during
Azoulay. Case
on point is
the corrupt
selection and
appointment of
the new legal
advisor After
Santiago
announced his
move to the
ICJ, the post
of legal
advisor was
advertised at
the original
D2 level that
Santiago did
not hold
because he had
moved to
UNESCO from a
P5 post in
OLA. Yes our
HR said he
encumbered a
D1 post at
unesco. That
OLA post that
then went to
his friend and
colleague-yes
you can guess,
the new Legal
advisor at
UNESCO
appointed
following a
selection
process
fraught with
irregularities
that would
shame any
organisation
but
unesco.
After the post
was
advertised,
corridor talks
pointed to a
very high
quality and
suitable
candidate. A
woman from
Africa with
extensive UN
experience
including at
Director level
was much
talked about.
Some more
corridor talks
learned that
she was so
good that the
former UNFCCC
Parties had
slated her as
the next ES.
Which enraged
the then ES
and led to
much
retaliation
and harassment
on her part
and her best
friend, the
former OLA
Legal counsel.
Perhaps this
is another
good story for
you. Yes.
