Oct 14 â How corrupt is
the UN-world system under
Antonio Guterres, who bans the
Press which investigates? This
example is again from ITU,
International
Telecommunication Union, whose
whistleblowers have, like
others, reached out to banned
Inner City Press, which put
ITU questions to 30 plus UN
spokesperson with no reply: "Dear
Matthew, I have to
thank you for your continuing
support and published articles
regarding horrible situation
in ITU. Next ITU
Plenipotentiary Conference
(PP-26) is set to take place
in Doha, Qatar, from 9 to 27
November 2026, where elections
for the new ITU leadership
will be held. My colleagues
asked me to send you another
message Shadows
Over the ITU: Inside the
Governance and Accountability
Crisis Surrounding Doreen
Bogdan-Martin
At international organizations
such as the ICC, WHO, UNOPS,
and UNRWA, serious allegations
against top leadership trigger
independent investigations,
transparent Member State
oversight, and immediate
consequences when misconduct
is substantiated. At the
International
Telecommunication Union (ITU),
however, a vastly different
set of rules appears to
operate behind closed
doors.
A detailed look into internal
operations reveals a systemic
breakdown of integrity,
transparency, and governance
centering on Secretary-General
Doreen Bogdan-Martin (DBM) and
a close-knit network of
executive
allies.
The Playbook:
Shielding Top Leadership at
All Costs The primary
objective within the inner
leadership circle is the
active suppression of
investigations, breaching of
confidentiality, and
systematic burial of
misconduct cases involving
Doreen
Bogdan-Martin.
Breaching
Confidentiality:
Confidential files regarding
complaints, internal
investigations, misconduct,
and whistleblower reports are
leaked directly to Doreen
Bogdan-Martin by key figures
including Houlin Zhao (HZ),
Honoré Ndoko (HN), and
Frédéric Sauvage
(FS).
Mutual Protection
Pacts: Key
officials enter explicit pacts
to shut down active cases,
protect Bogdan-Martin, and
eliminate questioning. In
exchange, substantial favors
follow-ranging from career
advancements to luxurious
property in the south of
France.
Manipulated "Sick Leave" and
Parallel
Direction: When
Antoine Doré (AD) faces
imminent investigation for
serious misconduct and
evidence tampering,
Bogdan-Martin instructs him to
go on a four-month "sick
leave". While spending his
time on ski slopes and cycling
in Switzerland, Doré continues
actively directing
subordinates like Nicolaos
Volanis (NV) to destroy
evidence and close
files.
Procurement Fraud & Fake
Legal Opinions: To
close substantiated internal
cases-including a formal WIPO
investigation report - Antoin
Doré, Honore Ndoko, Frederic
Sauvage, and Doreen
Bogdan-Martin arrange the
non-competitive procurement of
an unaccredited consultant
("Dr. Harjit"). When anonymous
whistleblowers report this
procurement fraud and waste of
organizational funds to
external auditors, executive
leadership coordinates to
ensure the audit team is
silenced and no independent
inquiry takes
place.
Captured Oversight: HR and the
"Integrity" Network
Rather than maintaining
independent checks and
balances, the human resources
and integrity functions have
been systematically
restructured to guarantee
compliance:
Uncompetitive
Appointments: Maria
Traficanti (MT) is appointed
Chief of Human Resources
without a competitive
recruitment process-despite an
existing formal tribunal
judgment identifying her as an
official
harasser.
Quid Pro Quo & Nepotism:
In exchange for closing
complaints against
Bogdan-Martin and Doré,
Traficanti secures
internships, work placements,
and consultancies for
Bogdan-Martin's children and
relatives of inner-circle
members.
Purging Independent
Staff: Integrity
personnel who refuse to
compromise are systematically
removed or reassigned. A new
"Integrity Team" is
installed-featuring
Traficantiâs close associate
Roopa Rangaswami (RR)
alongside Nicolaos Volanis
(NV), Tomas Lamanauskas (TL),
and Chief Financial Officer
Hans Baritt (HB)-to control
finances, block grievances,
and keep complaints from
escalating.
Law Enforcement
Interventions:
When Tomas Lamanauskas (TL) is
stopped by police at border
control over a serious issue,
Antoine Doré intervenes
directly to seek special
treatment, later bargaining
political cover for
Lamanauskas in exchange for
his cooperation in closing
internal misconduct
cases.
Structural Breakdown vs. UN
Governance
Standards
Unlike peer UN organizations
where external findings are
respected and handled with
full governing board
visibility, the ITU framework
blocks external scrutiny and
restricts Member State
access.
While standard UN governance
relies on independent
investigations via OIOS or
external panels, ITU cases are
handled internally by the
Council Chair, IMAC Chair, and
Legal Advisor. While other
agencies ensure transparent
Member State oversight with
full report access, the ITU
denies access even when cases
are substantiated. Nor are
there mandatory consequences
like resignation or removal-at
the ITU, the Council Chair can
unilaterally declare cases
"unsubstantiated," while
preferred consultants are
hired to deliver
pre-determined
outcomes.
Even when independent external
bodies like WIPO substantiate
allegations against senior
leadership, the findings are
suppressed internally and
presented to Member States as
unsubstantiated.
When member country
representatives demand to see
the investigation reports
prior to major elections,
council leadership and state
allies-including Frédéric
Sauvage (FS), Cristina Flutur
(CF), and Bosun Tijani
(BT)-reject the requests,
insisting there is "nothing to
see" and demanding the Council
move on. The
Political
Illusion
Behind claims of institutional
integrity, political
expediency dominates. Prior
commitments to diversity and
reform are quietly abandoned
when politically inconvenient,
while behind-the-scenes
financial maneuvers are
deployed to settle outstanding
dues for select member states
to secure their voting
eligibility prior to major
elections.
The ultimate question facing
Member States and the
international community
remains: Will member countries
insist on an independent,
external investigation into
alleged procurement fraud,
evidence tampering, and abuse
of authority, or will the
organization's files remain
permanently locked behind
closed doors? More coming. After repeated
refusal to respond by
spokespeople including
Stephane Dujarric and Melissa
Fleming, here was the first
complaint on Inner City Press'
DocumentCloud here.
On July 25, 2026 Inner City
Press again re-applied to
re-enter the UN to ask these
questions, application here.
On September 29, a denial with
no reason given. From USUN and
Mike Waltz? Nothing. Watch
this site.
