Pay to Play UN Staff Write
to Inner City Press Versus
OIOS and USUN Mike Waltz
by

Substack UN GATE,
Oct 16 â How corrupt is
today's UN under Antonio
Guterres? His staff tell Inner
City Press things have hit a
new low about which his
spokespeople Stephane Dujarric
and Melissa Fleming refuse all
Press questions. There is
consensus among UN staff
across all departments and
section that the most corrupt
department in todays UN is
OIOS. UNDT ruling
099-2026 has found serious
flaws in the way OIOS
conducted that investigation. Worse this
is not the exception but the
rule. Worst, no one in OIOS
has been or will be held
accountable. Itâs senior
management, Aruna
Thanabalasingam, James Finis,
Jason Uliana, Martha Helena,
Lopes, Fatoumata Ndiaye,
Suzette Schulz and Michael
Dudley run a terror
organization in which the
investigators, OIOS willing
executioners, are allowed to
behave like police thugs in
most repressive regimes
threading staff, using
information selectively,
ignoring key information and
breaking due process
guarantees (some of their
names will soon be disclosed).
It is shameful that for OIOS
staff is guilty until proven
innocent and that is because
OIOS is a weapon at the
service of Management to get
rid of whistleblowers and
others. Department focal
points for OIOS often have a
lot to hide but they enjoy a
privileged relationship.
Unfortunately no one in OIOS
has been held accountable.
They continue enjoying their
fat salaries, or counting the
days for retirement like
useless and biased Martha
Helena Lopes, while they
destroy the lives of staff
many of whom have spent their
career in hardship duty
stations, others have dared to
expose corruption in Geneva or
New York. For OIOS the
investigation is not about
possible misconduct but about
individuals uncomfortable to
UN senior management. Very
rarely UN senior management is
investigated, unless SG wants
to get rid of him/she.
OIOS is tool of repression and
terror, with practices
comparable to those of
internal security agencies in
totalitarian states and with
no judicial oversight. OIOS
spends years in petty
investigations aimed at
targeted staff yet serios
issues like cholera in Haiti,
sexual violence in DRC or CAR
or money waste never get
investigated. This is todays
UN. Worse, not a single UN SG
candidate has mentioned
reforming OIOS as part of
their programs. Why? It will
be useful to keep a dirty
branch when needed. @AmbWaltz,
@AmbStaggerda, will you turn a
blind eye to OIOS? Apparently yes.
To censorship too. This is about
inequitable cuts at UN ESCAP
in Thailand: Dear Matthew
Russell Lee, The plan for
abolishment from
UN-ESCAP is directed
only at GS staff, while senior
positionsâP-5, D-1, D-2, and
USGâremain untouched. The
salary of a single one of
these officials is equivalent
to that of fifty or more local
staff members. If justice
truly mattered, it would be
these high-level posts under
reviewânot the livelihoods of
ordinary staff.
Many of these
officials are beyond
retirement age, largely
inactive in their offices,
while their administrative
assistants act more like
personal aides or cooks than
contributors to the
Organizationâs actual
work. This is not about
fairnessâit is about
selfishness and corruption.
Guterres and his team have
revealed themselves as weak,
wicked, and corrupt. They
cling to their privileges
while sacrificing the most
vulnerable staff, simply
because they hold the power to
decide. It is therefore
no surprise that more and more
staff are coming to agree that
the UN has become useless,
especially under the failed
leadership of Guterres. Guterres appears increasingly surrounded by what staff describe as âphone-call human resource advisors and legal officers.â
Martha Helena Lopez, the
Secretary-Generalâs senior
advisor on human resources,
has become emblematic of this
âdonât careâ policy. Observers
note she looks fatigued, more
focused on retirement than on
strengthening governance.
Rather than engaging with
tribunal rulings, she and her
team have defaulted to what
staff now mockingly call
âphone-call directives,â
issuing guidance over the
phone without regard to
established precedent or
proper review. In New
York, staff have started
referring to her and her legal
colleagues as âphone-call
officers and advisorsâ because
of their casual approach to
matters of grave consequence.
Their advice to the Secretary-General effectively shields misconduct from judicial scrutiny, entrenches his culture of impunity. Guterres, they say, should end censorship. Application was made on June 19, 2025. Watch this site.
