Now this sample case: Judgment No. 2026-UNAT-1651 As stated in the attached judgment, Mr. El Obaid Ahmed El Obaid, former Head of the OHCHR Yemen Country Office, was separated from service after being found to have authorized unauthorized construction of a three-story addition to a rented office building in Sana'a, misrepresenting USD 86,000 in funds as needed for "minor alterations," bypassing UN procurement rules, and arranging payment to a contractor without any formal contract. The UN Dispute Tribunal upheld his dismissal but cancelled the USD 86,000 recovery order...  Most troubling is the pattern of selective enforcement, where disciplinary machinery is disproportionately directed at staff who challenge management or lack institutional protection, while equivalent or greater misconduct by senior officials goes uninvestigated. True accountability requires that Staff Rule 10.1(b) be applied symmetrically — to those who administer the system as much as to those subject to it." Fat chance.
