today's UN under Antonio
Guterres? Consider South
Sudan, where UN personnel
stand accused of child rape on
which UN spokespeople Stephane
Dujarric and Melissa Fleming
have refused all Press
questions. Now while
the US Mission to the UN
pretends to a public that
doesn't know (and mostly
doesn't care) that it is
reforming UNMISS with
bureaucratic studies and
changes in language, it has
done nothing to stop the
waste, and Guterres' ban on
the Press which exposes it.
Inner City Press exclusively
published the below, and
directly raised it to USUN,

Russell Lee, Last week,
UMMISS Leadership failed to
properly inform the Host
Government about the Rotation
of the Nepalese Contingent, as
a result, UNMISS has again,
just lost over $300,000 as the
chartered flight which arrived
in Juba to fly out the
contingent, was sent back
empty because, the Host
Government was not properly
informed. Now this, from
staff, sent to Inner City
Press: Message to the
Incoming SRSG and Management
Team of UNMISS Remember that a
mandate without enforcement is
not a protection frameworkâit
is merely a statement of hope.
UNMISS must transition from
symbolic authority to
operational accountability, or
it risks presiding over
stability in name while
insecurity persists in
reality. The
shortcomings in mission
delivery in South Sudan cannot
be attributed solely to the
host government. They also
reflect systemic internal
weaknesses, including
ineffective leadership
practices, prolonged absence
of senior managers from duty
stations, and running to their
host government to get
promotion and transfer to New
York, as well as recruitment
processes that appear to favor
personal associations, clicks
- girlfriends and boyfriends -
over merit. There are also
serious concerns regarding
integrity, including
allegations of corruption and
the pursuit of personal
interests over institutional
mandates. There is
credible information
indicating that, in certain
instances, recruitment
processes may have been
exploited for personal gain,
including credible information
that some managers solicited
or received payments from
newly recruited staff. Reports
also suggest the existence of
informal networks operating in
close proximity to management
that facilitate or enable such
practices. When managers
transfer from one location to
another, they bring their
close associates who
facilitate the corruption.
Similarly, there is
substantial evidence that some
senior management (D2 and
above), offices that advertise
positions and limit it to
staff within its' offices and
its' circles only, hereby
promoting each other and
selecting friends and inner
circles only. To those senior
management and staff, shame on
you. Furthermore, the
effectiveness and independence
of oversight and disciplinary
mechanisms, including OIOS and
CDT, have been called into
question, particularly where
there is a perception of undue
influence or compromised
impartiality. The two sections
(CDT and OIOS) are a walking
skeleton in front of the
majority of the staff. To
achieve meaningful results,
the incoming leadership must
decisively break from these
patterns and refocus on
principled, accountable, and
results-driven implementation
of the mission mandate.
Related, a major problem with
UNMISS leadership is that,
they hate/retaliate against
staff for being real and
love/promote staff for being
fake or lick boots, this
culture must stop. Finally,
the UNMISS COS who was absent
for months from the mission
and instead, was lobbying and
chasing after promotion in New
York with her Godfather
(former COS, Paul A. Egunsola
who is a retired diplomat from
Nigeria and served as the
Chief of Staff for the United
Nations Mission in South Sudan
) is not pleased with the
choice of the New SRSG,
despite pretending to be happy
and in support of her.
Information from New York has
it that the current chief of
staff Leda discreetly went
behind her compatriot and
wanted the SRSG position but
failed. This has created
distrust between the New SRSG
and COS in what seems like a
stab in the back. Staff hope
that this rift will not affect
its management. To put
it in a nutshell, the current
COS appears to target
individuals whom she perceives
as a threat to her authority
or expertise, acting under the
guise of the SRSGâs authority.
When challenged, she disclaims
responsibility, asserting that
the actions are not her own
and indicating that she will
ask the SRSG to reconsider.
This pattern is not
incidental; it reflects a
persistent lack of
accountability and an
inconsistent, and at times
improper, exercise of
authority. Notably, although
she presents herself as a
âPastor,â this conduct is
reminiscent of Acts of the
Apostles 19:13â17, where those
who attempted to invoke
authority they did not
legitimately possess were
ultimately exposed and
defeated." What as
USUN done? Nothing. Instead,
as on the UNMISS resolution,
Jeff Bartos unleashed a ten
tweet series on the Committee
on Information - without
mentioning that Under
Secretary General Melissa
Fleming, which the Committee
oversees, bans the Press and
has refused even to answer two
letters from two US law firms,
pro bono, seeking a dialogue
to end the ban on Inner City
Press. USUN has gone native,
putting style (of resolutions)
over substance (ending waste,
fraud and censorship). Back on
November 6, 2025, in what
seems like a pre-approved list
shared by the UNMISS-SMG by
mistake - and now given no
answers published by Inner
City Press on its
DocumentCloud here
- details some offices with
specific names of
International staff, to be
considered for cuts. It has
happened at MINUSCA in Central
African Republic too - and no
answers from UN. Guterres, they say, should end censorship. Application was made on June 19, 2025, here. Still as of October 7 no answer at all from Melissa Fleming or Stephane Dujarric. Totally corrupt. Watch this site.
