UN Police Yenigun Ankara Junkets Covered Up Staff Complain about Guterres Who Bans Press

UN GATE, Feb 26 – How corrupt is today's UN under Antonio Guterres?

  Well, its own staff are so afraid of retaliation by Guterres that their only outlet, they say, is to Inner City Press which itself has been banned from the UN by Guterres, with no due process and December 3, 2022 appeal ignored.

But we continue.  February's story, follow up below:

"Dear Matthew Russsell Lee / Inner City Press:  We are from the Police Division of the United Nations. We come to you as our last resort.

 Since March 2022, the Investigations Division of the Office of Internal Oversight Services (OIOS) has opened an investigation against Mr. Ata Yenigun, Chief of the Selection and Recruitment Section of the UN Police Division, Office of Rule of Law and Security Institutions (OROLSI), Department of Peace Operations (DPO).

The investigation concerned numerous reported incidents of serious discrimination, abuses of authority, cases of harassment and for creating an hostile environment to work. 

Mr. Yenigun bullies us in his own team but not only. He does the same to the entire staff of the Police Division. And, he has done so for many years. He has always been protected. He was particularly protected to not say that he was even empowered by the former Police Adviser Mr. Luis Carrilho during his entire time as Police Adviser with the support of ASG Zouev. 

 ...one year later nothing has been done and Mr. Yenigun continues to terrorize the staff of the Police Division. Mr. Yenigun has a strong bias against women and other minorities.

  it is not the first time DPO (USG Lacroix is also fully aware) and OROLSI let managers bullying their staff. In the past the Chief of UNMAS was able to do the same for years also…   [Inner City Press reported on that, before being roughed up and thrown out of the UN by Guterres' UN Security, which now ignored the written appeal directed by UN PGA Spokesperson Paulina Kubiak).

Hi, Matthew-  I read this article and can confirm everything in it. I’ve got good internal sources at UNPOL.    You might also want to look into the corruption of Mr. ATA, how he favorites certain countries, and how Turkish police officers often end up in key positions.    Further you might want to look into the process of the new Police Adviser. A man who was among the least qualified candidates (with references to his previous duty station in SPC Brindisi, according to sources very close to Ms. Ann Mari Orler. He was Ata’s choice in a weird process where PD (read: Ata) is responsible for screening (read: hiring) his new boss. And he always pick a candidate he don’t need to fear.    The hiring process made an unusual jump, when it went from UN PD and straight to USG, without clearance from ASG Zoev’s office.    It can also be mentioned that the Police Advisor is rarely wearing uniform, as he is not entitled to do it after he was suspended from the Pakistan police due to allegations of Human Rights violations. This is information well known to Mr. Ata.    At last you might want to look into his ridiculous travel expenses and how he is tricking with the DSA, how he is representing Police Division absolutely everywhere all year round. It is well known in PD SRS that he significantly increased his travels after one of his daughters changed to a private school."

In June 2023, more: "Dear Matthew,  Following your articles of 14 February and 17 April regarding the abuses of authority and corruption by Ata Yenigun, I have some additional information to offer.

The investigations of the OIOS have still not been completed after 15 months. Some would say that Mr. Yenigun is benefitting from protection from the highest levels of the UN. 

Regarding his travels, it is well known that:  - in 2021,  he traveled almost once a month, accumulating a total of hundred days out of the office and organized 2 trips in Ankara (where he is from):

one trip in July for almost a month and one in September for 2 weeks paid by the UN. 

- in 2022, he traveled many times including again 2 trips to Ankara for several weeks and again a total of close to a hundred days out of the office.  -

 in 2023, he has already traveled 5 times in 6 months and spent a total of 7 weeks out of the office. 

All this information is easily accessible by anyone in the UN. It should be easy to exert control over this situation but nobody seems to be interested to hold him accountable for anything."

Jump cut to February 26, 2024 - and from the increasingly corrupt UN, nothing, no action, this: "Dear Matthew,  Last year you published a couple of articles about the inaction of the UN regarding a case of harassment, abuse of authority, unethical behavior and toxic environment created by the Section Chief of the Police Division Selection and Recruitment Section, Mr Ata Yenigun.  Today, we are outraged and want to inform you that after 2 years of investigation led by OIOS, our complaints confirmed by dozens of witnesses were simply ignored by our Organization.  More importantly, although OIOS concluded that there was not enough evidence, we want to reaffirm that Mr Ata Yenigun harassed us; Mr Ata Yenigun created a very hostile working environment; and Mr Ata Yenigun abused his authority.  We regret that our Organization and our Leaders failed once again to protect us against a staff member who has ignored the UN  Values, the UN rules and policies without any consequences.  Thank you for relaying our message as we have not yet been silenced.  Current and former UN OROLSI staff."

We are still asking Guterres and his spokespeople Stephane Dujarric and Melissa Fleming - and have applied to re-enter and ask in person.
