On March 14, 2022, this: "Dear Matthew,  I would like to share with you the latest update in relation to the investigation for sexual abuses and frauds related to UNMIK CMS, Ms. Sandi Arnold. 

As per attached UNDT judgement. Ms. Arnold, has been suspended for three months with ALWP."

Jump cut to September 3, 2025 - despite the (light) penalty, and a recent UNDT case citing "Inner Circle Press," Arnold is still in a UN promotional video still online, recruiting, here.
This was raised to USG Melissa Fleming, who has also not answered Press freedom question from pro bono law firms Quinn Emanuel and Duane Morris - no answers, no explanation.

 And, long after Inner City Press began exposing this particular corner of UN corruption, banned from the UN by corrupt UNSG Guterres, Arnold was subject to the lightest form of discipline. UNDT ruling now put online by Inner City Press on its DocumentCloud here.

And now on February 3, 2026, from whistleblowers: "Dear Matthew Russell Lee,   We continue to report to you from UNMIK in Kosova,  because we cannot accept that misconduct and corruption will remain unnoticed as they have in the past, and we are left wondering what those in charge, like OIOS, have been doing to address these serious concerns.  While the mission (by DSRSG and CMS) paints a picture of "restructuring" and "efficiency," the reality is a scandalous tale of personal vendettas, missing funds, and a DSRSG Shin who seems more interested in being a "good boy" for his former boss than doing his job. 

The current DSRSG is acting less like a high-level diplomat and more like a puppet. It’s no secret in the corridors that he has been the loyal "slave" to former SRSG Ziadeh. Instead of protecting the mission's integrity, he acted like a "mommy’s boy," carrying out personal vendettas on her behalf. We reported about that in your last report to you.​The recent "downsizing" of UNMIK—which saw one-third of the staff cut—wasn't only about the budget; it was als about purging anyone  former SRSG Ziadeh disliked. The DSRSG didn't follow rules; he followed orders to terminate capable professionals while keeping the "entourage" of favorites, many of whom are currently under the shadow of OIOS investigations. Hopefully, OIOS will once do a proper job and held those responsible for misconduct, corruption and abuse of authority

 We are really curious to know why is the DSRSG silent about Ziadeh’s corrupted circle? Rumors are swirling that Ziadeh personally visited OIOS to ensure certain investigations (especially concerning her close acquaintance whose name was mentioned on various occasions to Inner City Press) were buried. The DSRSG knows where the bodies are buried, but his silence is deafening.   ​While staff members were being kicked to the curb under the guise of "cost-saving," the mission's leadership was throwing money down the drain. Let’s look at the maths:

​The "Gin-Tonic" CMS (as already previously reported to Inner City Presss in January 2026)  and the DSRSG continue to lie, claiming everything is by the book. ​While the mission has a perfectly capable Deputy Chief of Staff (CoS), an "Acting" CoS was kept on for three months, costing the UN an extra $75,000. ​The Math Doesn't Add Up - Evidence submitted by staff shows that the costs of indemnity, early separation packages, and the rejection of Special Leave Without Pay (SLWOP) actually cost the mission more than if they had simply kept the staff employed.  ​Perhaps the most scandalous detail is the Shelter Project in Mitrovica. More than $150,000 meant for vulnerable populations has simply vanished.

There are  no receipts, and no accountability. The DSRSG is sitting on files regarding a specific staff member who should be facing multiple investigations for misconduct related, yet the files remain "hidden." Why? Because revealing the truth would expose the total rot at the core of the mission. OIOS has been also informed about the scandalous misconduct - any actions so far from their side?  ​The result of this favoritism is a "sick machinery" that can no longer function. The Office of Political Affairs is now described as a catastrophe.​The Head of OPA incapable of fulfilling basic job requirements (we reported on multiple occassions about him). The crucial SG report—a high-level document—has reportedly been dumped on a UNV because there is nobody else left with the skills to do it. ​The DSRSG kicked out the experts and kept the loyalists. Now, the mission is incapable of performing its primary mandate.

At OCC Nomura Crypto Bank Plan Withheld as Silent on Fair Finance Watch on WLTC

SOUTH BRONX/SDNY, Feb 2 – Amid the FDIC's bid to eliminate public notice of and public comment on branch applications, Nomura is trying to get a crypto bank license from the US Office of the Comptroller of the Currency.

On February 2 Fair Finance Watch filed opposition:

"On behalf of Fair Finance Watch, this is opposition to the (re) application for a bank charter for Nomura's proposed Laser Digital National Trust Bank and AGAIN to WLTC NA, on which FFW has repeatedly commented with no response from the OCC. 

   Nomura is counting on today's OCC to shield it from the Community Reinvestment Act, as is WLTC, stating  "Community Reinvestment Act (CRA) Plan... Not applicable." 

 We note Inner City Press' pending and unacted on - not even yet acknowledged - FOIA requests.    These business plans should be released. They are supposedly about the community - but it is being hidden. Be aware that for example the Utah regulator, on PayPal's application there, recently after Inner City Press submitted a state FOIA request released PayPal's proposed CRA plan.     Why is the OCC allowing proposed new banks to withhold their business plans?    Significant adverse issues exist as to Nomura. For the record on this application:  Nomura Holdings Inc.’s loans to an investment fund embroiled in a short-selling firm’s allegations against Indian billionaire Gautam Adani have come under scrutiny in a London lawsuit and see Nomura Denies Overcharging Investor $3.8M To Cover Tax  and see Nomura Says Fund's $49M Claim Is 'Misconceived' 

 FFW will have further comments when the requested information is released by the OCC - the comment periods must be extended.      The OCC including Comptroller Gould are on record promising ever-faster review and approval of applications.  Whatever the (lack of) merits of the OCC's belated denial of a public hearing on UBS, one is clearly needed on WLTC.

Meanwhile fellow money laundering settler Bunq is applying to the OCC for a bank, along with a higher profile application by WLTC also protested by FFW.

 While Inner City Press simultaneously challenged Bunq and WLTC, by 7 pm on January 14 the OCC had only acknowledged FFW's comment on Bunq - nothing on WLTC - even now on January 26, while the comment period is running, set to expire on February 9 after a January 6 filing.

 This as the OCC says its reviews are apolitical.

Or perhaps it is just incompetence: on January 26, the OCC sent a FOIA response: "Good morning Mr. Lee, Your request 2026-00059-F is a duplicate of your previous request 2026-00045-F, which we have already received and are processing. As a result, we will administratively close the duplicate request and continue processing the original request."

But the requests are entirely different: they are about entirely different digital bank applications. And still the comment periods run...

 But now the Federal regulator(s) blithely propose(s) to eliminate public notice and public comment on banks' proposals to expand.  The above-quoted reasoning is that few comments are filed. So, that is now changing.

NEW YORK, Feb 2 – As the UN moves on in 2026 to pick a new Secretary General, as its last one Antonio Guterres fails on Ukraine, Gaza and basic transparency, it is whispering about its financial woes to friendly media, while banning the Press that continues to expose corruption.

  Alongside a breathless letter from Guterres to member states, a self-described "senior UN official" briefed the scribes of the UN Correspondents Association, which includes Xinhua and IRIB, an Iranian outlet that has published statements under torture as interviews. The official warned that the UN might have to leave NYC, and not hold its General Assembly high level week.

  Maybe that would be good - Guterres for example banned the critical press from the last UNGA week.

 Controller financial update: - 76.6% collection of assessed contribution to the Regular Budget by the end of 2025 - Planned expenditure for 2025 was 83% but actual spend was higher at 86% - All liquidity reserves wiped out - Last year, we started with $245m of cash, this year we are starting with almost no reserves. - Now we have collected more that $500m in January which is higher than collection levels at the same time in 2025 - We expect to run out of cash by the end of July o Much will depend on collections

Not sure how much China will pay in April and at the end of the year o Not sure how much and when US will pay  Indicated that first instalment should come in January – approximately $125m - All early separations being made – more than 1000 staff to date - Global placements in February and March after departments - Will then take stock of actual occupancy – ie approved vacancy vs actual – need clarity on this before can release more allotment - Will stay with 20% release which should suffice for first 3 months of the year - We know that GA did not agree to return of credit – ie $290m – but it will not go back to MS’ who did not pay in full – ie $70m so we will have to repay $220m – which in real terms is o For 2025, we may have to return $400m -

Current countries with areas include the U.S., Venezuela, Mexico, Ghana, Ecuador o Potentially 9-10% shortage, could be $15% - Will give update on allotments once we have greater clarity on U.S. / China payments - Freeze of recruitments will only be considered to be lifted after we have settled UN80 reassignments - Likely that allotments in 2026 will be more than 80% allotment of last year but unlikely to be more than 85%with 90% likely to be the maximum. - Budget instructions for 2027 to come out in next two weeks – there will likely be instructions for reductions in senior level positions – ie above P5 level - Does not want to receive exception requests unless absolutely critical – hiring now is not advisable.  Visas for UN80 impacted staff -

Travel Section are preparing a broadcast message on visa’s with regards to relocations / FWA in NY for colleagues who are relocated away as part of UN80 - G4 visas are not cancelled when relocating but can only be used when for official business travel to the U.S. – cannot be used for family visits etc. - UN has to advise host country when staff are relocated and will do so when staff leave so the authorities here will know when staff have been relocated. - Family cannot stay in the country on a G4 – they can stay if they transfer to other visa categories – staff should consult with a competent visa lawyer for advise. -

Staff have to leave 30 days upon separation and or relocation – requests for additional 30 days are not usually considered positively by U.S. authories . Please do not overstay. - Staff cannot do FWA in NY on a G4 which is linked to your employment. o Staff can however apply for B1 / B2 visas – however the UN cannot support these types of applications as UN only supports G4 visa applications - Staff cannot stay in the U.S. to work using the G4 of a spouse working in the system in NY as G4 holders must be for those stationed in the same duty station where the visa applies - No lump sum on relocations, it will be an issued ticket o Self ticketing is allowing but staff members shoulder the risk of approval and reimbursements.

The book digs into the bid by the China Energy Fund Committee, convicted of UN bribery, for Gulbenkian's oil company. Readers can draw their own conclusion, including on the need for SG campaign finance disclosure in 2026. 

  Part of the book in italics delves into the UN Correspondents Association and its efforts to throw Lee out. They appear again in the afterword / novella, "Whacking Qaddafi," which was first mentioned in the New Yorker magazine's Talk of the Town piece about Lee. It addresses more countries: from India to Pakistan, Guinea to Guinea Bissau. 

 The main text addresses UN failures in Sri Lanka - including the UNCA connection - Cameroon, Western Sahara, Syria, North Korea, Sudan, Gaza and elsewhere. UN Betrayals indeed - this should be the first of a series.

Jrue Holiday Bought Life Insurance of Sick Man But Cohen Took Money Jrue Says in SDNY

SDNY COURTHOUSE, Feb 2 – Calvin Darden Jr. was on trial for defrauding NBA player Dwight Howard to convince him he was buying the WNBA team the Atlanta Dream. Inner City Press is covering the trial. September 30 thread

Then, the conviction of CALVIN DARDEN, JR. for his role in defrauding former National Basketball Association players Dwight Howard and Chandler Parsons out of $8 million.  The defendant was found guilty following an 11-day jury trial before U.S. District Judge Vernon S. Broderick.

Sentencing was on April 3, 2025.

Inner City Press went. Darden was present, then at his request taken out by Marshals. Judge Broderick after argument sentenced him to 151 months, with Georgia requested.

On July 17 co-defendant Darryl Cohen wrote in waiving personal attendance in favor of telephone presence at a July 18 hearing.

On July 18 Judge Broderick set Cohen's trial date:  "Minute Entry for proceedings held before Judge Vernon S. Broderick: . Defendant Darryl Cohen present remotely. The trial in this matter scheduled for September 23, 2025 is hereby adjourned to January 2026."

On January 23 Judge Broderick issued his initial description, of Cohen being charged with defrauding three players: Jrue Holiday, Chandler Parsons, and Courtney Lee.

On January 30, it was said Jrue Holiday would testify, as he was in town with the Trailblazers to play the Knicks. But to the end of the day it was an SDNY paralegal, reading into the record Cohen's texts about Nyjer Morgan. Then, with an anti-ICE protest in Foley Square, jurors were led out onto Pearl Street and told to turn right.

On Sunday Feb 1 the US Attorney's Office wrote in seeking reconsideration of restrictions on their direct examination of Jrue Holiday, 10 page filing on Patreon here

On Fifth Third Federal Reserve Ignores Public Filing No Reply Ill Fated Comerica Deal Closes

SDNY/SOUTH BRONX, Feb 2 – As US bank regulators loosen rules - including the FDIC moving to eliminate public comment altogether on branch expansion applications - more big banks are moving to get bigger.

 And now Federal Reserve has twice rejected public comments opposing mergers, here Fifth Third's already sued Comerica proposal, citing the "reputation" of the submitter, see below.

The Fed approved the deal, despite 80 branch closing having been exposed. On January 23 Fair Finance Watch filed a timely "request for reconsideration" under the Fed's rules, noting Fifth Third's partner Brex is being bought by a purported competitor, Capital One.

On February 2, with no response at all from the Fed, the banks bragged they had closed the deal. This is a new low, even for the Fed.

Inner City Press / Fair Finance Watch has written to the Board Secretary:

Yesterday Fair Finance Watch emailed a timely comment opposing Fifth Third / Comerica as we have always done - and got back this (which I'm glad we saw)  "This is the mail system at host www2.webmail.pair.com.  I'm sorry to have to inform you that your message could not be delivered to one or more recipients. It's attached below.

"federalreserve.gov: Your access to this mail system has been rejected due to the sending MTA's poor reputation."

We ask that an explanation be provided - and that the Federal Reserve System check on this pending application and other applications, including going forward, that it has not rejected comments from the public.    On October 6, Fifth Third announced it will apply to buy damaged Comerica Bank. On October 8-9, it was opposed, to the Fed and OCC. On November 10, after a contemptuous response by Fifth Third's Kala Gibson, the fight was spread to five more states.

 They all accepted the comments from Fair Finance Watch. But now the Federal Reserve no longer does. A FOIA request has been emailed to the Federal Reserve Board, along with a request for expedited processing as it impacts other pending merger applications.

The Fed never provided any documents about safeguards because they have no safeguards. They have set up a direct filing system for banks and ignore what the public and community groups send in. We'l have more on this.

As UK Inherits UNSC No Answers on Censorship Bans Inner City Press Like Guterres

UN GATE, Feb 2 - The UN Security Council presidency for February is being taken over by the United Kingdom - while Inner City Press remains banned from the UN, despite its June 19, 2025 application.

  On January 30 Inner City Press wrote to the UK mission to the UN seeking access to the February 2 "press" conference in the UN of "Charge d'Affaires" James Kariuki in order to ask questions about items on the UNSC's agenda and the UK's seeming sensorship

"I have questions to ask on what you will do this month about Venezuela, Iran, Gaza, UNRWA and Sudan, Ukraine, Ethiopia, Cameroon, Yemen and Libya -  and on ongoing cases of sexual abuse and exploitation by UN peacekeepers, and Missions' abuses in NYC, on many of which Inner City Press first reported - Inner City Press is asking to be provided with access to your UK mission's stakeouts and press conferences this month as UNSC President" - this as the UK is embroiled in OSA censorship.

  No answer, despite writing directly to Kariuki, even as at 8 am on February 2 the UN'Media Accreditation and Liaison Unit belatedly announced the hybrid - online - presser apm on Febraury 2 Meanwhile UNSG Antonio Guterres' spokesman Stephane Dujarric refuses to answer written questions.

 Inner City Press on June 19, 2025 applied to the UN for access - amid its the new UN Betrayals book here, to cover the 2025UNGA week. Only six months later, the UN sent a denial with no explanation, and has refused follow-up. Inner City Press has a NYC Press Pass and writes about UN corruption and waste daily. From the UK and its UN Mission, nothing.

  On February 1 the New York Times has published a piece about the UN budget that could easily have been written by UN News, a relentlessly pro-UN website run by Guterres' long time propagandist Melissa Fleming (who famously bragged "we own the science), of getting disfavored views taken by the big tech platform.

  After a breathless letter from Guterres to member states, easy to get but presented as "obtained by the New York Times," a self-described "senior UN official" briefed the scribes of the UN Correspondents Association, which includes Xinhua and IRIB, an Iranian outlet that has published statements under torture as interviews. The official warned that the UN might have to leave NYC, and not hold its General Assembly high level week.

  Maybe that would be good - Fleming and Guterres for example banned the critical press from the last UNGA week.

  And see recent criticism of the UN by, for example, Iranian dissident Masih Alinejad (who US Ambassador Mike Waltz paradoxically recently tried to use to make the UN look functional, and promote his deck chairs on the Titanic, band aid on a cancer work - does he want more dues to mindless be paid? No comment).

The Times does not mention any criticism of the UN - rapes by UN peacekeepers, introducing cholera to Haiti, role in October 7, 2023 - beyond the catch-all phrase corruption.

Inner City Press, which reports daily on the UN as while banned, can verify: today's UN is corrupt.

SDNY COURTHOUSE, Jan 30 – Calvin Darden Jr. was on trial for defrauding NBA player Dwight Howard to convince him he was buying the WNBA team the Atlanta Dream. Inner City Press is covering the trial. September 30 thread

Then, the conviction of CALVIN DARDEN, JR. for his role in defrauding former National Basketball Association players Dwight Howard and Chandler Parsons out of $8 million.  The defendant was found guilty following an 11-day jury trial before U.S. District Judge Vernon S. Broderick.

On December 23, Judge Broderick revoked his bail and jailed him: "Defendant Calvin Darden, Jr., present, defendant's bail has been revoked. Defendant is remanded to the custody of the United States Marshal's Service."

On March 26, sentencing did not occur due to "an incident at the MDC." On March 31, defense counsel wrote in asking for sentencing on April 2 at 2:30 pm.

In advance of that, Judge Broderick rightly docketed: "As Defendant has recently suffered an injury, I find that it is necessary to conduct a direct colloquy with Darden Jr. to confirm the knowing and voluntary nature of his waiver request. That colloquy will occur at the beginning of the time reserved for sentencing on April 2, 2025 at 2:30 pm, and if I am satisfied that Darden Jr. has made a knowing and voluntary waiver, he will be excused for the remainder of the proceeding."

Then saw: "Sentencing is hereby ADJOURNED to April 3, 2025 at 1:00 pm."

Inner City Press went. Darden was present, then at his request taken out by Marshals. Judge Broderick after argument sentenced him to 151 months, with Georgia requested.

On July 17 co-defendant Darryl Cohen wrote in waiving personal attendance in favor of telephone presence at a July 18 hearing.

On July 18 Judge Broderick set Cohen's trial date:  "Minute Entry for proceedings held before Judge Vernon S. Broderick: . Defendant Darryl Cohen present remotely. The trial in this matter scheduled for September 23, 2025 is hereby adjourned to January 2026."

On January 23 Judge Broderick issued his initial description, of Cohen being charged with defrauding three players: Jrue Holiday, Chandler Parsons, and Courtney Lee.

On January 30, it was said Jrue Holiday would testify, as he was in town with the Trailblazers to play the Knicks. But to the end of the day it was an SDNY paralegal, reading into the record Cohen's texts about Nyjer Morgan. Then, with an anti-ICE protest in Foley Square, jurors were led out onto Pearl Street and told to turn right.
