Amid UN80 Pay to Play ESCAP Fat Cats Stay In While Local Staff Cut Loose by SG Guterres

by Matthew Russell Lee, Patreon Book Substack

UN GATE, Sept 4 – How corrupt is today's UN under Antonio Guterres? Now with Guterres just back from meetings with Iran and Xi in China, his staff tell Inner City Press things have hit a new low about which his spokespeople Stephane Dujarric and Melissa Fleming refuse all Press questions. This is about inequitable cuts at UN ESCAP in Thailand:

Dear Matthew Russell Lee,

The plan for abolishment from UN-ESCAP  is directed only at GS staff, while senior positions—P-5, D-1, D-2, and USG—remain untouched. The salary of a single one of these officials is equivalent to that of fifty or more local staff members. If justice truly mattered, it would be these high-level posts under review—not the livelihoods of ordinary staff.

ESCAP cuts
under Guterres - mostly GS staff

Many of these officials are beyond retirement age, largely inactive in their offices, while their administrative assistants act more like personal aides or cooks than contributors to the Organization’s actual work.  This is not about fairness—it is about selfishness and corruption. Guterres and his team have revealed themselves as weak, wicked, and corrupt. They cling to their privileges while sacrificing the most vulnerable staff, simply because they hold the power to decide.  It is therefore no surprise that more and more staff are coming to agree that the UN has become useless, especially under the failed leadership of Guterres.

Guterres appears increasingly surrounded by what staff describe as “phone-call human resource advisors and legal officers.”

Martha Helena Lopez, the Secretary-General’s senior advisor on human resources, has become emblematic of this “don’t care” policy. Observers note she looks fatigued, more focused on retirement than on strengthening governance. Rather than engaging with tribunal rulings, she and her team have defaulted to what staff now mockingly call “phone-call directives,” issuing guidance over the phone without regard to established precedent or proper review.  In New York, staff have started referring to her and her legal colleagues as “phone-call officers and advisors” because of their casual approach to matters of grave consequence.

Their advice to the Secretary-General effectively shields misconduct from judicial scrutiny, entrenches his culture of impunity.

Guterres, they say, should end censorship. Application was made on June 19, 2025. Watch this site.

Of Dominican Duo Charged in Shooting of CBP Agent Shooter Out of Hospital and in SDNY

by Matthew Russell Lee, Patreon Book Substack

SDNY COURTHOUSE, Sept 3 – Five days after a shooting in NYC which drew comments from DC and beyond, on July 24 SDNY prosecutors announced they are "charging MIGUEL FRANCISCO MORA NUNEZ and CHRISTHIAN AYBAR-BERROA in connection with the shooting of an off-duty Customs and Border Patrol Officer.  The incident occurred on July 19, 2025, at Fort Washington Park.  AYBAR-BERROA was arrested today and will be presented tomorrow before Magistrate Judge Ona T. Wang."

Inner City Press, which covers the SDNY Magistrates Court closely, had been monitoring proceedings all week: no sign of this case. Then on July 25, Aybar-Berroa. Inner City Press live tweeted the detention, from the thread:

Federal Defender: There have been a number of extrajudicial statements, I'd like your Honor to issue an order under the Local Rule to prohibit those

Judge: Have you discussed with the AUSA?

AUSA Khairy: Give me a moment... It sounds like the defense is not asking for a gag order, just a reminder of the local rule. We might respond to a proposed order. Federal Defender: We want a reminder as Judge Subramanian did recently in US v Sean Combs

And when Mora Nunez? "When he's out of the hospital," Inner City Press was told.

And on July 31 Mora Nunez was presented, by video from a hospital bed, before SDNY Magistrate Judge Aaron. Inner City Press again live tweeted, here. Mora Nunez, with a stand-in counsel for the day, was detained on consent, "without prejudice." The charge against him is possession of ammunition by an illegal alien (to Federalize the case).

More on X for Subscribers here and Substack here

The case was indicted and wheeled out to Judge Loretta A. Preska, who held an initial conference on September 3. Mora Nunez was there - and so was Inner City Press:

All rise! AUSA: We will produce discovery, including the DANY file.

Defense duo: We'd like time to review. Judge: December 2, 1 pm. Speedy Trial Act time excluded

Mora Nunez lawyer: He's getting no wound care in the MDC, only aspirin

FD: Just noting the parallel NYS case

Accordingly, the Government is providing its cases in this letter rather than in a joint letter." 5 page filing on Patreon here

As FDIC Moves To Cut Notice of Branches Citing Few Comments OCC Protest Filed Too

by Matthew Russell Lee, Patreon Book Substack

SOUTH BRONX / SDNY COURT, Sept 2 –    The Community Reinvestment Act directs bank regulators to consider banks' records of lending in poor neighborhoods when they apply to expand with mergers or, right in the statute, branches ("deposit facilities").

But now the Federal Deposit Insurance Corporation is quietly moving to eliminate public notice of, and public comment on, banks' branch applications. While Inner City Press has Freedom of Information Act requests pending, Fair Finance Watch on August 30 commented to the FDIC, on the proposed change - and on sample current branch applications pending.

On August 31, in part to forestall the OCC using the same twisted logic of "few comments so let's eliminate public notice," Fair Finance Watch told a branch comment with the Office of the Comptroller of the Currency on the the pending branch application by Terrabank NA to establish a deposit facility at 3191 Coral Way, Miami, FL, noting that FFW has reviewed the 2024 HMDA data - not in any CRA evaluation - of Terrabank NA in Florida in 2024 it made 30 mortgage loans to whites and NONE to  African Americans."

Unlike the FDIC, which at day's end on September 2 had not acknowledged any of Fair Finance Watch's comments, the OCC on September 2 wrote back, "We appreciate your comments and will consider these remarks during our review of the Application. A copy of your comment letter has been provided to the applicant for placement in its CRA public file." We'll have more on this- and on the Fed.

   Filed with the FDIC:

On behalf of Fair Finance Watch and in my personal capacity this is a timely comment opposing - including as illegal - the FDIC's proposals in RIN 3064-AG10.

The Community Reinvestment Act specifies that "the appropriate Federal financial supervisory agency shall (1) assess the institution's record of meeting the credit needs of its entire community, including low- and moderate-income neighborhoods, consistent with the safe and sound operation of such institution; and (2) take such record into account in its evaluation of an application for a deposit facility by such institution."     That is, the only enforcement mechanism of CRA is its consideration on applications for deposit facilities: branches.

But now the FDIC blithely proposes to eliminate public notice and public comment on branch applications. This is blatantly against the CRA. Ironically, the FDIC's reasoning is that few comments are filed. So, that must change.

And is: consider, among currently pending branch applications, these: the pending application by Somerset Trust Company to expand with a deposit facility at 3894 State Route 981 MOUNT PLEASANT, PA. The application is listed as filed on August 20 with a comment period running through September 11: (and for a deposit facility at 11361 Route 30 IRWIN, PA. The application is listed as filed on August 20 with a comment period running only through September 4

FFW has reviewed the 2024 HMDA data - not in any CRA evaluation - of Somerset Trust Company. In Pennsylvania in 2024 it made 754 mortgage loans to whites and only ONE to an African American.

* * *

the pending application by Harmony Bank to expand with a deposit facility at "Suite 400 MIDLOTHIAN, TX" - no street address is given [!]     FFW has reviewed the 2024 HMDA data - not in any CRA evaluation - of Harmony Bank. In Texas in 2024 it made 27 mortgage loans to whites and NONE to African Americans.  * * *

Gulf Coast Bank and Trust Company for a branch at 25910 Canal Road ORANGE BEACH, AL. The application is listed as somehow received on September 1 with a comment period running through September 19. FFW has reviewed the 2024 HMDA data - not in any CRA evaluation - of Gulf Coast Bank and Trust Company. In Louisiana in 2024 it made 726 mortgage loans to whites and denied only 107 applications, 1 to 7. For African Americans, 220 loans and fully 54 denials: approximately 1 to 4. Worse in Alabama in 2024 Gulf Coast Bank and Trust Company made loans only to whites, none to African Americans.  * * *

the pending application by  TexasBank to expand with a deposit facility at 300 West Seventh Street, FORT WORTH, TX. The application is listed as filed on August 21 with a comment period running only through September 15. FFW has reviewed the 2024 HMDA data - not in any CRA evaluation - of TexasBank. In Texas in 2024 it made 1158 mortgage loans to whites and only FIVE to African Americans.

There are more.

This proposal to eliminate public notice and comment on branch applications must be withdrawn

Bronx District Leader Nicole Torres Sold Poll Worker Jobs Now Gets 2 Years in Prison

by Matthew Russell Lee, Patreon Book Substack

SDNY EXCLUSIVE, Sept 2 – A Republican District Leader in the 81st Assembly District in The Bronx has been indicted for accepting bribes to give out poll worker jobs, as an employee of the Board of Elections.

On August 27 at 2 pm, Nicole Torres was brought by U.S. Marshals before U.S. District Court for the Southern District of New York Magistrate Judge Stewart D. Aaron. Inner City Press was there, the only media in the SDNY Mag court.

The Assistant US Attorney agreed to release on unsecured $50,000 bond, with a next conference before District Judge Mary Kay Vyskocil set for September 10 at 3 pm.   The now unsealed indictment alleged that Torres "illegally demanded payments from Bronx residents to herself and a local organization in exchange for selecting individuals as poll workers."  Full indictment on Patreon here

On September 10, Torres was arraigned by Judge Vyskocil in a nearly empty courtroom. Inner City Press was there, thread

On December 9 the US Attorney's Office wrote in to cancel the December 17 appearance.

And on March 13 the US Attorney's Office submitted a joint letter to schedule a guilty plea proceeding for April 16.

Inner City Press went, thread

Judge: Are there victims in this case, and if so have they been notified? AUSA: Yes and yes. [A person emailed Inner City Press that he intends to try to speak at this hearing, we'll see]

Judge: Do you take any drugs or medications? Nicole Torres: Medical marijuana, twice a day. Judge: For anxiety? Torres: And pain. Judge: Do you wish to change your plea to guilty? Torres: I do.

Judge: You were charged in seven counts, but I understand the Government has you pleading guilty only to Counts 1 and 5, conspiracy to commit mail fraud, 18 USC 1341. And they have agreed to a sentencing guideline of 70 to 87 months

Sentencing was set for July 8.

Then sentencing was pushed back to August 19, at 2:30 pm; her Federal Defender cited her client's medical concerns and a late pre-sentencing report.

On August 5 the Federal Defender wrote in, on the guideline of 70 to 87 months, saying the request of for no prison, five years probation the first year of which would have a curfew.

On August 12 the US Attorney's Office wrote in asking for 70 months imprisonment.

On August 18 sentencing was pushed back from August 19 to September 2: "NOTICE as to Nicole Torres Sentencing in this matter is ADJOURNED to September 2nd at 2 pm."

On August 28 Nicole Torres' counsel filed letters of support including one from Steven Guglielmi. While his letter doesn't say who he is, and redacts address, he is listed as the director of personnel of the Board of Elections, the governmental agency Torres defrauded...

On September 2 Inner City Press went to the sentencing; Torres' mother and children were there. Judge Vyskocil thanked them for their attendance, and asked why no one else has yet been charged. The AUSA said the investigation is ongoing. Judge Vyskocil said the $149,000 restitution may subsequently be joint and several; she said the comparisons to Dean Skelos and Sheldon Silver, much less Robert Menendez, were inappropriate.

Judge Vyskocil sentenced Torres to two years in prison.

As South Korea Takes Over UNSC For UNGA No Answers on Corruption as Kim Bans Press

by Matthew Russell Lee, Patreon Book Substack

UN GATE, Sept 2 - South Korea took over the UN Security Council presidency for September 2025 during the UN General Assembly high level week - while Inner City Press remains banned from the UN, despite its June 19, 2025 application.

On September 2, after his mission refused to answer two sets of Press questions, "charge d'affaires" Sangjin Kim took curated softball questions. South Korea's "Program of Work" does not even have Gaza, Ukraine or Sudan. Instead, tellingly, AI...

Midday on August 28, to give them days to act, Inner City Press wrote to the Republic of Korea Mission and its spokesman Byung-Ha Chung:

This is a timely request that you allow Inner City Press to enter the UN and cover South Korea's UNSC Presidency press briefing by Sangjin Kim on September 2.  This is also a request  - sent to you the day before the UN's "deadline" to apply to enter and cover UNGA80 - that the South Korea mission ensure UN actions on / approval of this application, submitted more than two months ago.

I have questions to ask on what you will do this month about DPRK, Gaza, UNRWA and Rwanda, Kashmir, DRC, Greenland, Sudan, Ukraine, DRC and Rwanda, about the SDNY indictment involving Turkey's Mission to the UN as well as the coups in Gabon and Niger and the conflicts in Ukraine, Ethiopia, Cameroon, Yemen and Libya -  and on ongoing cases of sexual abuse and exploitation by UN peacekeepers, and Missions' abuses in NYC, on many of which Inner City Press first reported - including its current scoops on Colombia, DRC, Libya and Somalia. And most recently South Sudan and UNECA

By the end of August 29, no answer from the South Korean mission, to the above, nor Inner City Press' August 29 noon briefing written questions. Sangjin Kim did a grip and grin with Cameroon's PGA.  Watch this site.

Inner City Press on June 19 applied to the UN for access, as it gives 100s, to cover the UNGA week. Inner City Press has a NYC Press Pass and writes about the UN. From South Korea and its UN Mission, nothing.
