capacity as U.S. Special Envoy
of the President for Global
Partnerships, and does the UN
see any need to address a
potential appearance of
conflict given the pending
litigation? Does
UN Protocol or any other UN
office maintain any record
concerning the two ambassadors
referenced, and has any report
concerning that evening been
made to the UN?

end of April, the Malian army
and the Russian Africa Corps
were driven out of Kidal after
their defeat by the
separatists of the FLN and the
jihadists of JNIM, linked to
al-Qaeda, who still control
the city. The director of the
newspaper Le Témoin was
arrested and imprisoned on
June 9 after lamenting on a
television program that the
city was now "administered" by
