of Justice picks-up as Registar a UNESCO

â UNESCO,
like the whole
UN system
under Antonio
Guterres was
been
falling apart
in corruption
and fraud. Inner
City Press has
been reporting
on serious
malfeasance by
the French
Audrey Azoulay
administration
at UNESCO in
Paris, almost
as bad as
Antonio
Guterres'
corruption in
and of the UN
in New York. A
fish rots from
the head. The
UNESCO
corruption
series is now
more than 148
stories long.
Now it
spreads out: Inner
City Press
wrote (here
) about the
necessary
departure from
UNESCO of the
Director of
Legal Affairs,
Santiago
Villalpando.
His extensive
experience in
interpreting
rules and
regulations in
a biased
manner to
favor former
Director-General
Audrey
Azoulay, to
the detriment
of staff
members and
Member States,
was apparently
viewed as an
asset by the
International
Court of
Justice (ICJ),
which elected
Santiago
Villalpando to
the position
of
Registrar.
On the
UN website,
ICJ is
described as
âthe principal
judicial organ
of the United
Nations,
tasked with
settling legal
disputes
between states
and providing
advisory
opinions on
international
legal
questionsâ.
One of its
missions is
the promotion
international
law and to
provide
advisory
opinions on
legal
questions that
have been
referred to it
by other
authorized UN
organs.
Respect for
the law,
rigor,
honesty, and
impartiality
therefore
govern the
operations of
the Court over
which
currently
presides Judge
Iwasawa Yuji,
from
Japan. Still,
the ICJâs
website (here
) announces
proudly that
Mr. Santiago
Villalpando,
Director of
Legal Affairs
at UNESCO has
been elected
Registrar of
the
International
Court of
Justice.
This news has
taken most
observers by
surprise.
Having
followed
UNESCO affairs
for more than
ten years, and
wider UN
corruption for
longer than
that - for
example this
on ICJ
elections in
2011 -
Inner City
Press has, on
several
occasions,
exposed Mr.
Villalpandoâs
dishonest
conduct in his
capacity as
legal adviser
to the
Executive
Board and as
Director of
Legal Affairs
responsible
for personnel
matters. It
will be
interesting to
know to what
extent the ICJ
was informed
of Mr.
Villalpandoâs
poor record at
UNESCO. Even
though he had
previously
held a junior
legal position
at the Court,
were
preliminary
checks
conducted to
assess the
progression of
Mr.
Villalpandoâs
loss of
integrity
during his
time at
UNESCO? In
articles
published by
Inner City
Press, we have
exposed Mr.
Villalpandoâs
methodical
disregard for
rules,
procedures,
and
regulations,
as well as his
complete
subservience
to French
Director-General
Audrey
Azoyulay and
to
decision-making
regarding
staff contrary
to fundamental
moral and
ethical
standards.
Under his
leadership,
the Legal
Department was
tasked with
finding ways
to circumvent
rules and
regulations
rather than
providing
impartial
legal advice
on how to
apply them
effectively
and
efficiently. It
is important
to underscore
that ICJ
judges
apparently
missed the
fact that, as
a reward for
the
aforementioned
abuse of
power, Mr.
Villalpando
received a
favor that led
to his wifeâs
appointment at
UNESCO. This
was clearly a
reward from
the
Director-General
at the time
for helping
her
successfully
circumvent the
rules and
regulations.
The judges
also missed
another fact
or pretended
not being
aware about
the number of
cases lost by
Mr.
Villalpando
before the ILO
Tribunal in
Geneva, solely
due to his
incompetence
and his desire
to please his
boss Azoulay,
in disregard
of and in
contradiction
to the
procedures and
legal
obligations
requiring
often an
opposite
opinion and
legal
advice.
To sum
it up - the
number of
legal cases
lost by Mr
Villalpando
before the
Geneva ILO
Tribunal due
to his
incompetence
and his
obedience to
the former
French
Director-General
Azoulayâs
whims, the
fact that he
accepted his
wifeâs
appointment to
a P-5 position
at UNESCO, the
fact that most
of the advice
given to the
governing
bodies was
contradicted
when
confronted
with the legal
opinion of
experienced
diplomats and
ambassadorsâall
of this makes
his election
by the
International
Court of
Justice
totally
incomprehensible.
The
ICJ is one of
the six
âprincipal
organsâ of the
United
Nations,
alongside the
General
Assembly, the
Security
Council, the
Economic and
Social Council
(ECOSOC), the
Trusteeship
Council, and
the
Secretariat;
according to
several
diplomatic
sources, its
image and
reputation can
only be
tarnished by
the election
of Mr
Villalpando.
