UN GATE / Juba, May 30 – How corrupt is today's UN under Antonio Guterres? Consider South Sudan, where UN personnel stand accused of child rape on which UN spokespeople Stephane Dujarric and Melissa Fleming have refused all Press questions.

 Now while the US Mission to the UN pretends to a public that doesn't know (and mostly doesn't care) that it is reforming UNMISS with bureaucratic studies and changes in language, it has done nothing to stop the waste, and Guterres' ban on the Press which exposes it. Inner City Press exclusively published the below, and directly raised it to USUN, Mike Waltz and Jeff Bartos - nothing:

Referencing the below email from the UNMISS FSU Committee as reported, feedback following its meeting with Management, Staff are concerned about the level of dishonesty, distrust and lack of transparency on the part of UNMISS Senior Management (including all Section Chiefs); - to the Field Staff Union and to a wider extent, to all Staff members.  Staff in UNMISS are treated by Management as Dumb and Stupid. At this stage, contrary to what Management has informed (of further cuts), these proposed cuts should NOT impact staff numbers. Management must use mitigation strategies, such as utilizing existing vacant positions and some operational costs. There are currently many vacant posts that should cover any further cuts regardless.  Staff should NOT be sent home, instead, cut some operational costs such as, leaders must stop the useless one day field trips on costly special flights (to earn DSA), enough already.

 It is time for Management to act as Leaders with Integrity and save jobs instead of focusing on cuts and personal selfish interest for promotion, etc.  Last year's UNMISS downsizing exercise proved beyond doubt that UNMISS losts more posts (more than recommended by the SG) because the UNMISS leadership wasted monies, overspent its budget and failed to defend justification for post, resulting in more cuts than necessary.  In one of the Townhalls, a staff member suggested to have a committee to discuss and come up with how the mission can stop wasting money and to save more, however, no one cared to listen. 

In a nutshell, it is not a secret that there are currently many vacancies that can accommodate further cuts (should there be), as such Staff should not lose their jobs. Management is aware of this however, it is keeping it a secret and probably will break the news later, with hopes to be praised or rewarded in front of the staff ? Otherwise, why the creation of unnecessary panic of further cuts and loss of jobs. UNMISS Leadership (includes all Section Chiefs), learn to be truthful and transparent to your Staff.

Dear Colleagues,  The DMS quarterly meeting with the FSU/NSA took place on Wednesday, May 20, 2026. Several agenda items were discussed, with the primary concern for staff being the renewal of the mandate and proposed budget cuts in the budget submission.  Key highlights of the meeting included an update on discussions with the 5th Committee regarding the ongoing budget submission for the 2026/2027 fiscal year and the new mandate.  The Mission was tasked with reviewing the current mandate to determine which functions to retain, merge, or discontinue, in line with the proposed budget and the new mandate.

 To address these concerns, the Mission proposed a 2.5% reduction in its budget submission. However, the Field Operations Finance Division (FOFD) put forth a more substantial proposal to cut the budget by 12.5%. The Mission is currently collaborating with FOFD to justify retaining the 2.5% cut to fulfill the Protection of Civilian mandate effectively.

 At this stage, it is still early to determine how these proposed cuts may impact staff numbers. However, management is already considering mitigation strategies, such as utilizing existing vacant positions and some operational costs.  Regarding contract renewals, staff on fixed-term appointments will have their contracts extended through the end of June 2026. Any extension beyond June will depend on final budget approval and clearer visibility into the implications of the Mission’s mandate changes and financial situation. ID cards will also be renewed as necessary for administrative purposes, including visas, entry, access to the camps, and MOPs.

The ID card’s expiration date may be adjusted accordingly, depending on the duration of the contract extension.  Mission leadership is committed to communicating with and engaging staff representatives on all matters affecting staff, and to keeping them informed as events unfold.  An additional important update from the FSU is the ongoing discussion about introducing gym fees. A meeting with the Staff Welfare Executive Committee (SWEC) was scheduled for Wednesday, 20 May, to deliberate on this subject, but it was canceled due to the SRSG’s competing priorities. However, the FSU’s position remains unchanged: staff should not be charged for using the Gym, as the mission purchased all the equipment. We have also requested a survey to be conducted, as was done a year or two ago. Additionally, we have requested a comparative benefit analysis to determine whether it is cost-effective to hire ICs for each field location rather than hire a professional gym management contractor. We shall keep you updated on the final decision after the SWEC meeting.

 FSU raised concerns regarding stray animals (Dogs, cats, and Goats) that have invaded UNMISS Compounds especially in Tomping and field locations. The DMS informed that an SOP on this issue is being finalized and will be shared with staff members soon.  Lastly, we are pleased to announce that we have received three volunteers to serve as Polling Officers. Notifications for the FSU elections will be sent out as soon as possible, as our current tenure is set to end soon.

 Back on November 6, 2025, in what seems like a pre-approved list shared by the UNMISS-SMG by mistake - and now given no answers published by Inner City Press on its DocumentCloud here - details some offices with specific names of International staff, to be considered for cuts. 

  It has happened at MINUSCA in Central African Republic too - and no answers from UN.

 Guterres, they say, should end censorship. Application was made on June 19, 2025, here. Still as of October 7 no answer at all from Melissa Fleming or Stephane Dujarric. Totally corrupt. Watch this site.
