UN GATE / Juba, Nov 8 – How corrupt is today's UN under Antonio Guterres? Consider South Sudan, where UN personnel stand accused of child rape on which UN spokespeople Stephane Dujarric and Melissa Fleming have refused all Press questions. On November 8 this, from a UN whistleblower sent to Inner City Press:
Dear Matthew Russell Lee,
The SG asked for 15% cuts in all missions, yet, UNMISS Management is cutting 25-30% for over spending its budget. A failure on the part of UNMISS Management misuse of funds. Makes one wonder why they (Management) are not affected in these cuts or at least, taking accountability for their failures.
Question: How did UNMISS over spend when the budget cycle starts from July 2025 to June 2026 and there has been austerity measures and freeze on recruitments for the past year. One (1) month after the new Budget cycle, the Mission Leadership by Aug 2025, already claimed that, they had overspent. How? UNMISS leadership must be held accountable for mismanaging funds.
Again, why does the cuts not affect Senior Management many of whom, if had Integrity, must resign or retire but greed wont allow them to. It is appalling how UNMISS Management including Section Chiefs and Supervisors are shamelessly silent about how unfair the whole process has been handled. Instead of making efforts to correct the unfairness, Management have ignored staff plea for inclusitivity. This is because, the cuts does not affect them nor their protected circle of friends. The UNMISS Leadership are incapable of leading and as has been much talked about, they are not even able to build any relationship with its Host government. It's a shame, how disconnected they are from the Host Government.
All they do, apart from collecting huge salaries and allowances, is sitting in their offices, pretending to be busy and being called Chiefs, aside attending many meetings and never resolving any problem but creating more meetings and problems. UNMISS does not need two (2) DSRSGs and surely not D2s who have proven to be useless. There are over ten (10) D1s and several P5s and P4s in UNMISS - these categories earn the most with allowances, yet when there are financial cuts, the focus has been shifted on staff who earn less than they do. How sensible is that?
To ensure a fair process, the scope of the CRP must include all UNMISS Staff in all offices including HR, SRSG, Chief of Staff - JOC, JMAC, etc offices. Related, it is not clear why Management provided specific names for post cuts instead of post numbers. As faith would have it, the 'Black list' containing staff personal details was inadvertently shared with staff - exposing the dirty games by Management (KARMA came too quick).
Due to the negligence of Senior Management, the "BLACK LIST" with Staff personal details is now available to the world, those staff have been publicly labelled as "UNWANTED Staff" in the UN. This could cause serious Psychological and Staff Reputational Damage and could affect their future employment opportunuties outside the UN. Staff call for urgent intervention and review of process
On 6 Nov, in what seems like a pre-approved list shared by the UNMISS-SMG by mistake - and now given no answers published by Inner City Press on its DocumentCloud here - details some offices with specific names of International staff, to be considered for cuts.
Guterres, they say, should end censorship. Application was made on June 19, 2025, here. Still as of October 7 no answer at all from Melissa Fleming or Stephane Dujarric. Totally corrupt. Watch this site.
