UN Corruption UNOPS to Brindisi UNanswered by Fleming nor Rattray nor Serpa Soares

UN GATE, April 11 – How corrupt is today's UN under Antonio Guterres? Well, even those few UN officials bounced for corruption are simply re-hired, and no one answers why.

Inner City Press today publishes this, from a whistleblower:

In June 2015 a UNOPS P3 IT officer working at UNGSC- SGITT, Valencia, was informed that his appointment was terminated for misconduct, after submitting a fraudulent insurance claim. Here

Yet, in December 2018, the former UNOPS officer was rehired at UNGSC- SGITT, this time in Brindisi, on a higher and stabler position, P4 within the Secretariat.  Three years later, in August 2021, he was “charged with serious misconduct for submitting false information in his job application” and was fired again from UN in April 2022. here

 How could this occur? A former employee from the UN system fired for misconduct, then hired again in the UN system;  who authorised the rehiring?  The UN HR Portal provides: “The head of department/office/mission makes the selection decision for positions up to and including the D-1 level on the basis of the recommendation by the hiring manager. “ 

Can UNGSC-SGITT management claim being unaware of the past of the ex-UNOPS officer? 

The UN Dispute Tribunal sentence was pronounced in 2016, two years before the former UNOPS staff was offered a position with UNGSC.   The previous position was also with UNGSC - SGITT, whose management is the same as in 2015. 

The SGITT head holds this position since 2010. Both the ex-UN employee fired twice for misconduct and the SGITT chief are from Canada, and both worked for the Canadian Forces: one between1989 and 1998 and the SGITT chief until 1994 Michel Bergeron  

   No explanation, from Guterres, Courtenay Rattray, nor lawyer Serpa Soares nor Melissa Fleming, neither of whom have answered letters from pro bono law firms about applying free press principles (including Article 19) to the UN, and readmitting Inner City Press. We'll have more on this.
