UN GATE, April 13 – How corrupt is today's UN? Conflicts of interest multiply, and those at the top ignore whistleblowers' complaint. So they write to Inner City, which UNSG Antonio Guterres has banned. Spokesperson Stephane Dujarric refuses to answer written questions, so we publish:
"Dear Mr. Khare This is a confidential report of misconduct regarding Ms. Amy Weesner, (Senior Programme Manager / Operations Lead - Triangular Partnerships Programme (TPP/DSA/DOS), P-5, Index Number 948313, DOB 4 September 1975) submitted to you as the responsible officer in compliance with Staff Rule 1.2 (c) and Section 2.1 (a) (v) and Section 4 of ST/AI/2017/1. You know very well what Ms. Weesner has done in violation of the staff rules and regulations.
However, in part. Ms. Weesner failed to declare serious conflicts of interest that existed between at least November 2017 and September 2021 in that she initiated and engaged in a sexual relationship with her FRO/SRO while married to another former staff member Paul Van Essche [Inner City Press previously covered his PHP, -Editor's note] who was fired for resume fraud. Ms. Weesner has benefited as a result of numerous conflicts of interest and was knowingly the beneficiary of favorable performance evaluations and preferential treatment in recruitment exercises, including receiving a promotion (Staff regulation 1.2(m), Staff rule 1.2(q)) .
In addition, Ms. Weesner continued to engage in the sexual relationship on the proviso that her FRO/SRO also not disclose the relationship in violation of their responsibilities (Staff rule 1.2(k))
I must highlight the importance of consistency in staff discipline. Ms. Weesner cannot expect her own misconduct to be blindly ignored by the Administration just because she is a woman who has used sexual favors to advance her career ambitions and then act as a poor victim once she had received the promotion she sought. I am submitting this confidential report anonymously at this time because I am fearful of retaliation. I have provided enough information for you to investigate and establish the facts, most of which are already in your files and other investigation reports.
