a whistleblowers' briefing
about the UNCLOS-created
International Seabed
Authority, no answers from
Guterres' spokespeople

Fleming, see below. In February 2026
Inner City Press first published
a damning audit of the Int'l
Seabed Authority - bogus
promotions, overpayments,
waste. US Ambassador Mike
Waltz is talking "reform,
reform, reform" but has had to
respond to request he ensure
that the Press that most
closely reports on UN waste
does not remain banned from
entering. Now he's
presumptively blowing US
taxpayers' money to rent the
UN roof - delay on FOIA
request - and making people
who want or need to meet with
the US take photos promoting
his book. (First) audit

17, this to Inner City Press
from whistleblowers, complete
with a list of how much ISA's
management is paying judges
per decision - literally,
justice for sale in Guterres'
system: "Dear Matthew
Russell Lee: I am writing
because my obligations as an
international civil servant
leave me no choice but to
disclose to you what keeps
happening inside the
ISA. I turn to you
because you have reported
about these serious and grave
events before. Attached are
internal ISA documents that
have never been made public,
not even disclosed to
governing bodies or Member
States. The authorship data
confirms their authenticity.
This is evidence of irregular
actions at ISA, to protect the
organization and its secretary
general from accountability or
consequences for
irregularity. The
documents speak for
themselves. They show that the
leader of the Secretariat
Leticia Carvalho destroyed the
internal dispute body (this is
the Joint Appeals Board).
Without member state approval
she then refilled that body
with her new appointees,
paying them significant
amounts of money from the
budget - see here,
the scandal is the
pay-per-decision -
without authorisation. She
then subordinated officials
running this body's
secretariat to oversight
by her own legal
representatives in the legal
affairs office (see organigram
[on the Free UN Coalition for
Access' X account @FUNCA_info
here).
How can then this body remain
independent to deal with
serious staff
complaints? Please
publish the attachments and
bring the necessary scrutiny
to this regime that has become
deeply compromised. Keep
reporting. " Will do! Keep it

a whistleblowers' briefing
concerning the proposed
2027â2028 budget of the
International Seabed Authority
(ISA). The briefing raises
concerns regarding the
proposed budget increase of
43.3%, despite reported
underspending in several
program areas. It questions
whether the Secretariat has
demonstrated the capacity to
effectively utilize the
additional resources being
requested. The document
also highlights concerns
relating to financial
oversight, accountability, and
governance. Among the issues
raised are the absence of
findings or recommendations in
the 2025 external audit
despite significant budget
variances, staffing-related
expenditures, litigation
exposure, and other matters
reflected in publicly
available records. Questions
are also raised regarding
travel expenditures,
recruitment practices,
internal oversight
arrangements, and the
transparency of financial
reporting. In addition,
the briefing draws attention
to ongoing employment-related
disputes and proceedings
before the International
Tribunal for the Law of the
Sea (ITLOS), arguing that
Member States should be fully
informed of any potential
legal and financial exposure
before considering the
proposed budget
increase. The
whistleblower does not
advocate reducing the
Authority's mandate. Rather,
the briefing calls for an
independent review of the
Secretariat's financial
management, governance
practices, audit arrangements,
and litigation exposure, and
recommends that future budget
growth be linked to
demonstrated performance,
transparency, accountability,
and delivery capacity.
Given the seriousness of the
issues raised, Member States
may wish to review the
attached briefing and
supporting documentation
carefully and seek
clarification from the
Secretariat and relevant
oversight bodies before taking
a final decision on the
proposed budget - delegates
briefing here Back in November
2024, a confidential complaint
was filed against two staff
members alleging misconduct
including harassment, gender
discrimination, retaliation
and abuse of authority. Acting
within the established
processes of the UN, including
the standards applied by the
Office of Internal Oversight
Services and the UN Ethics
Office, the former
Secretary-General initiated an
independent external
investigation and issued
measures to protect the
complainant against further
retaliation, in accordance
with his duty as chief of the
organization (head of entity). Secretary-General
Lodge also provided a full and
comprehensive handover brief
on the matter to
Secretary-General
Carvalho. In total defiance
of her ethical
responsibilities and her duty
as head of entity, Secretary-
General Carvalho failed to act
and indeed suppressed the
internal investigation into
misconduct. 14. Furthermore,
compounding her action, the
Secretary-General immediately
promoted the two subjects of
the complaint into positions
of authority, namely as
officer-in-charge of the
Office of Legal Affairs and
officer-in-charge of the
Office of Administrative
Services, the latter having
sent the letter of termination
