UNITED NATIONS, December 10 -- With the Sahel the topic of Monday's UN Security Council debate and Presidential Statement, there was a solar energy proposal by Secretary General Ban Ki-moon and a line about Libya inserted in the statement, upon Russia's request.
The Presidential Statement expresses "serious concern" about "the continued proliferation of weapons from within and outside the region that threaten peace, security, and stability of States in this region." Inner City Press is putting the PRST online here.
Many of the weapons come from Libya, after the fall of Gaddafi. Russia remains focused on this, and pushed to the end to have the issue included, multiple sources told Inner City Press. Ultimately a line was added stressing "the importance of the implementation of all relevant Security Council Resolutions including those with regards to arms embargoes." That would be the arms embargo on Libya.
Meanwhile in his opening speech, Ban Ki-moon referred to his "Energy for All" proposal, co-chaired by an executive from Bank of America, saying the Sahel would be a good place for solar energy.
