UN GATE / Juba, Oct 18 – How corrupt is today's UN under Antonio Guterres? Consider South Sudan, where UN personnel stand accused of child rape on which UN spokespeople Stephane Dujarric and Melissa Fleming have refused all Press questions. On October 18 this, from a UN whistleblower sent to Inner City Press:

The Prado and the Patrol: Status Symbols in a Conflict Zone
The most visually blatant symbol of this alleged misconduct is the fleet of official vehicles Mr. Ouf has reportedly commandeered for himself.
The Unauthorized Automatic Toyota Prado: UN missions in rugged environments like South Sudan standardize on manual transmission 4x4 SUVs for critical reasons: durability, ease of repair in low-tech settings, and commonality of spare parts. The presence of an automatic Toyota Prado is, therefore, a major anomaly. Its acquisition suggests a circumvention of standard procurement procedures, likely justified under dubious pretexts. This vehicle, known for its luxury and comfort, serves no operational necessity that a standard-issue Nissan Patrol cannot fulfill.
UNMISS staff are provided with one accommodation. Staff at D2 and above level are entitled to larger accomodation. By allegedly merging two UN-provided accommodations into one large personal residence, Mr. Ouf has effectively deprived another international staff member of a standard housing (which is inadequate in Juba and staff can spend 6 months on the waiting list to be allocated one) while significantly increasing the mission's utility and maintenance costs for his personal comfort. ·
The hiring of his wife as an international staff within the same Transport Section where he serves as chief is a textbook case of nepotism and a serious conflict of interest. This violates UN staff rules designed to prevent such situations. Her sudden resignation upon the launch of an investigation is a highly suspect act, widely interpreted as a tactic to shield both herself and her husband from scrutiny and potential disciplinary action. ·
Perhaps the most serious allegations are those of sexual harassment. The reminder to a female subordinate—"do you know that I am the one who brought you here"—following the rejection of his advances is not just inappropriate; it is a classic abuse of power. It implies that her employment is contingent on her acquiescence to his personal demands, creating a hostile and intimidating work environment.
For the sake of its integrity, the UNMISS must conduct a swift, transparent, and thorough investigation. If these allegations are proven true, strong disciplinary action, including dismissal and potential financial restitution, must be taken. The mission's leadership must reaffirm that such behavior will not be tolerated and that every resource is a sacred trust to be used solely for the benefit of the people of South Sudan.
But that is not how it works, or doesn't, in the UN of Guterres and Lacroix.
Note: Lacroix is implicated in the banning of the Press and refusal to answer its questions - worse that Ladsous, by this time. France must lose UN Peacekeeping, on censorship ground alone.
Guterres, they say, should end censorship. Application was made on June 19, 2025, here. Still as of October 7 no answer at all from Melissa Fleming or Stephane Dujarric. Totally corrupt. Watch this site.
