In UNMIK Corruption Continues with NY Salaries and Gin After Sex Toy Scandal

UN GATE, Jan 19 – Antonio Guterres continues banning the Press from the UN.  He's put the UN in the Press Freedom Tracker, here. And so on 3 July 2019, this video, and this.

On March 14, 2022, this: "Dear Matthew,  I would like to share with you the latest update in relation to the investigation for sexual abuses and frauds related to UNMIK CMS, Ms. Sandi Arnold. 

As per attached UNDT judgement. Ms. Arnold, has been suspended for three months with ALWP."

Jump cut to September 3, 2025 - despite the (light) penalty, and a recent UNDT case citing "Inner Circle Press," Arnold is still in a UN promotional video still online, recruiting, here.
This was raised to USG Melissa Fleming, who has also not answered Press freedom question from pro bono law firms Quinn Emanuel and Duane Morris - no answers, no explanation.

 And, long after Inner City Press began exposing this particular corner of UN corruption, banned from the UN by corrupt UNSG Guterres, Arnold was subject to the lightest form of discipline. UNDT ruling now put online by Inner City Press on its DocumentCloud here.

And now on January 19, 2026, from whistleblowers: "Dear Matthew Russell Lee,   We have been reading your reports of corrupt cms for a long time, and now must report what is happening in UNMIK.  The new CMS Elizabeth Turnbull Brown is as corrupt as others we have witnessed. Brought in from NY through her connections to controler, instead of using the well qualified P5 on the ground, she has cost the mission over 250,000 in salary. This is during the well known financial crisis, where she now presided over firing or forcing to retire 25% of unmik staff. 

Now we find out she's as corrupt as others mentioned by your reporting. Instead of receiving Kosova salary, she is receiving NY salary, stating her husband is in New York, while all the time he has been in the mission. We even drove him from the airport when she arrived. New York salary is double of Prishtina, and she said she made a deal with SRSG.

Her extra salary, and UNMIK continued payment for projects that do nothing, could have saved other staff with families and years of experience. [Inner City Press has the HR memos].  Those who speak out, like the chief legal affairs, are forced into early retirement. Or like well qualified chief service delivery, who was fired by her for no cause, even knowing he had a special needs son and needed the entitlements to pay for his son medical expenses.

Like in Colombia mission, two young mothers, one with special needs child, were also fired, again justifying it under budgetary constraints.  Anyone who dares to speak, she makes sure to mention her controller connection to threaten them, he was in UNMIK for a visit, to make sure her selection is guaranteed. No work is being done, as she is only interested in saying it's time for her gin and tonic, while most of the time she says she is working from home, as all of us are forced into office and not allowed to use flexible working arrangements.   Of course, nobody will speak up, her and HR will make sure you are fired. This is reported to OIOS, but they will never do anything."
