UN GATE, Jan 21 – How corrupt has the UN become under Antonio Guterres? Today's example is the Office of the High Commissioner for Human Rights Volker Turk, sent to Inner City Press which Guterres and his Melissa Fleming ban from entering the UN to ask, while Spox Stephane Dujarric refuses written questions.

Management accountability is a lip service in Volker Turk’s OHCHR. Last week many of us got notified of the outcome of the roster process for P3 and P4 posts. The problem is that this roster exercise started in 2018! OHCHR Human Resources Section, under Kim Taylor has taken almost 7 years to complete the process. Not only there has been no transparency and recourse to the outcome but we know that external staff was paid to finalise this process which 7 years later is meaningless. How much money has it cost? Adding insult to injury Kim Taylor has been promoted (even though she lied previously in her PHP).
She is now head of Administration, including Human Resources which proved to be too much for her, and Finance (she has no experience in Finance and more qualified candidates discarded). OHCHR starts 2025 which a 45 million dollar funding gap) result of poor management.
Kim Taylor is ruthless and corrupt but protected by Deputy High Commissioner Nada Al Nashif. There is real fear of reprisals. We are afraid she will use the financial crisis, provoked by gross mismanagement and waste of funds, to fire those who have questioned some of the managerial decisions. 2025 starts with instructions issued by the DHC Nada Al Nashif to extend temporary staff only until March and fix staff for only one year. Kim Taylor’s underperformance was well known in OCHA. Now staff in OHCHR will pay.
How can such underperformance be rewarded with a promotion? Who else is protecting Kim Taylor? Why is she not held accountable? Why is she allowed to create a toxic climate of fear, reprisals and intimidation? Why is senior management not listening to staff concerns? Until when will member states turn a blind eye to abuse, corruption and waste of taxpayers monies? Staff in New York and Geneva are worried for our future and those of our families.
