Broken Promises of UN OIOS Raised to Inner City Press Which Refuses to ID Leaker to OIOS

UN GATE Exclusive, April 4 – This is the story of the UN"s "Office of Internal Oversight Service," become little more than a cover-up machine for SG Antonio Guterres. First, on personal knowledge:

The UN was involved in a sexual harassment and sex trafficking scandal in the Democratic Republic of Congo, of which Inner City Press was exclusively informed and published after no answers

 Then Guterres' cover-up agency OIOS, the Office of Internal Oversight Services, tried hamhandedly to get Inner City Press to ID a person OIOS presents as the whistleblower. See email below. But Inner City Press never published the whistleblower's names, and does not publish or confirm whistleblower's names.

Guterres has turned to the UN and OIOS into a global joke. Now this:

 Dear Mathew,  The historical document released by the Staff Council in New York in 2004 remains a powerful and relevant reference. The call for reform of OIOS is not accidental; it has been consistently echoed since 2004. OIOS is widely considered by many staff as biased and as a protective shield for corrupt program managers. As reflected in the text below or the attached memo, the Staff Council courageously raised these concerns as early as 2004. When OIOS is called upon by UN Tribunals, it has, at times, withheld critical documents under the justification of operational independence. It withheld documents from the judges despite being expected to fully cooperate with them as an independent entity. However, OIOS was established by the General Assembly to report directly to it—not to serve or protect management. In practice, this mandate appears to have been undermined, with OIOS functioning as a protective shield for management while targeting and discouraging staff who expose corruption and maladministration.  UN80 must give urgent priority to reforming OIOS and seriously consider outsourcing its functions. There is no justification for continued expenditure on a system that is widely perceived as dysfunctional, ineffective, and lacking credibility.

 However, in recent times, the majority of staff representatives in the United Nations, including CCISUA, the representative of global UN staff members, appear increasingly weak and voiceless. They have not been seen challenging the current management of the Secretary-Genera for irregular and corrupt practices and instead remain silent as if nothing has occurred. History has recorded such moments before, and it also remembers those who chose silence over principled action.

Notes that while OIOS is granted operational independence by General Assembly Resolution 48/218 B of 29 July 1994, it is not, however, exempt from the staff rules and regulations as stated in Administrative Instruction 401 of 19 January 1995 (later amended by ST/AI/2003/4);

Concerned that recent personnel decisions made by the Under-Secretary-General for Internal Oversight Services have violated the rights of staff members within OIOS; Further concerned over recent events regarding an OIOS investigation into its own investigators that has led to disciplinary procedures by the United Nations, which have also violated the due process rights of the staff member involved;

Decides to request the Secretary-General establish an independent investigation to examine recent OIOS actions against its own staff members and to examine recent decisions of the USG for Internal Oversight Services for violations of the delegation of authority granted to him, especially in the recruitment and promotion of staff; Requests the President of the Staff Committee to bring this resolution to the attention of the Secretary-General, the President of the General Assembly, and the Chairman of the Fifth Committee

   Dear Matthew,  I am Ghislaine Ines Ofweley-Bate,  investigator with the Investigations Division of the United Nations Office of Internal Oversight Services (OIOS) and I have been assigned to conduct an authorized investigation into a report of possible misconduct: an allegation of unsatisfactory conduct implicating Mr. Amadu Fuseini Kurata Timbilla, Chief Service Delivery, United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), based in Goma, DRC.  Specifically, on 2 July 2025, you received from Mr. Mutombo Faustin,  a report that Mr. Timbilla would allegedly blackmail senior mission officials, including Ms. Bintou Keita, MONUSCO SRSG and the DMS, while engaging in inappropriate behavior such as exploiting women in the region.  OIOS would like to interview Mr. Faustin as complainant and would appreciate if you could provide any of his contact details which could facilitate the contact with him.     Again, Inner City Press never published the name of the person Guterres' OIOS now says emailed Inner City Press. Guterres' UN is happy to rough up and ban journalists, now this.
