In Case for Kidnapping Resulting in Death of Resto in The Bronx Villalba to Plead Guilty Aug 27 by Matthew Russell Lee, Patreon Book Substack SDNY COURTHOUSE, Aug 12  – Ivan Collado was arrested and detained on February 15, charged with conspiracy to commit kidnapping and kidnapping resulting in death in connection with the kidnapping and murder of Raymond Resto, a/k/a “Sugar Hill Tone,” on November 26, 2023, in the Bronx.   In the U.S. District Court for the Southern District of New York Magistrates Court, Inner City Press was the only media present. Post on X:  Judge: There is nothing on your financial affidavit.  CJA defense lawyer: He didn't want to fill it out.  Collado: I wanted to see what my family wants to do.  Lawyer is appointed, consents to detention. Collado is taken out.   The prosecutors say: CC-2 had installed the Tracking Device on the Victim’s car under COLLADO’s supervision... At approximately 11:49 p.m., the BMW returned to the Parking Lot, and pulled in front of the Victim and his wife.  Three kidnappers exited the BMW; two of them attempted to force the Victim into the BMW.  Unable to get the Victim inside, one of the kidnappers began shooting the Victim at close range.  The Victim struggled to escape while the other kidnappers also opened fire.  The Victim was struck at least four times, including once in the face.  The kidnappers then entered the BMW and fled the Parking Lot at approximately 11:53 p.m.  The Victim was later pronounced dead at a local hospital.   On July 2, Collado's counsel moved for a competency hearing and exam under 18 USC 4241. On July 15, the US Attorney's Office said it does not oppose, but wants the now assigned District Judge to pick the examiner. On September 11 the US Attorney's Office wrote in that they expect Dr. Paradies' competency report to be submitted. On February 6, 2025, three new co-defendants were arraigned and detained; they will all see Judge Oetken on February 24: Patricia Villalba, Arecio Collado, Jerry Vargas. Jump cut to July 11: "LETTER by USA as to Patricia Villalba, Arecio Collado, Jerry Vargas addressed to Judge J. Paul Oetken from USA dated July 11, 2025 re: Decision by the Department of Justice Not to Seek the Death Penalty. Document filed by USA." On October 9 Collado's counsel request, and Judge Oetken set for October 20, a bail hearing. On October 15, the US Attorney's Office wrote in to oppose Collado's bid for bail on danger and risk of flight grounds. Pre-trial services opposes it too. On October 20 he was denied bail: "Bail Hearing as to (24-Cr-110-3) Arecio Collado held on 10/20/2025. Bail hearing held: Bail denied; detention continued." Jump cut to August 12, 2026 when a change of plea by co-defendant Villalba was set for August 27: "NOTICE as to Patricia Villalba: A change of plea hearing before Judge Oetken is scheduled for August 27, 2026 at 3:00 pm."  The case now USA v.
